1950-08-01 MINUTES OF CITY COUNCIL MTGMINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF SOUTH NIAM HELD TUESDAY EVENING, AUGUST 1, A.D. 1950. AT THE COiCdf7NITY BUILDING AT 8 s00', P.M. The meeting was called to order by President; Prebish, with Mayor Acker, Councilmen Carballo, Gresham, Andrews and Prebish responding to roll call. Minutes of the special mooting of July 25th. were approved as read. At the request of the Chairman of the personnel Board, W. S. C Boyden, who was under doctor's orders, the report of that committee was taken at this time. He stated they had gone over the 12 applications filed for the position of fireman and interviewed five: of these, whom they recommended in the following orders 1. Albert Laster -- 29 years experience 2. General L. Willis -- 26 ;years experience 3. ` A. S. Baggett ­1 year's training 49 Gilbert Burmeister -- experienced in forest fire fighting only 5.; Joseph 0'. Kephart ` -- no fire fighting exper'ienoo. Mr. Boyden stated they tried to find on employee who is living in South Miami but in reviewing the applioations they found that the man moat South [iami. qualified did not live within President Frebish read the applications of the above 5 in detail. Following further discussion, Councilman Carballo, asoonded by Councilman Andrews moved that he would' like "to reoommend General L. Zoning Board Recommendations A 'letter from the Advisory Zoning' and Planning Board contained the following, recommendations: "On July 17th. the Fuchs Baking Company applied for a building permit for additions to include a loading shed extending approximately ;35 ft. into the north end of Lot 10 Block 2 CARVERS. Because of the existing uncertain conditions re: building,the permit was granted subject to approval of the Zoning Board and City Council insofar' as this 35 ft• was concerned because it represented a C - "3 use in a C -`l zone. As aresult of con- ferences with officials of the Fiche' Baking Company, the Board new makes the following recommendation: c7 That a variance permit be -ranted the Fuchs Baking Company for the No. 35 ft. 6 inches of Lot 10 Block 2 CARBBRS SUBDIVISION to permit this proposed C-3 use provided that the said Fuchs Baking Company set its fence along Sunset Drive back approximately 12 feet, in line with the first floor line of the existing building's in COOPERS SUBDIVISION to the west: Following discuss on, between W. ORDINANCE NO. 217 AN ORDINANCE '11XING THE MILLAGE TO BE LEVIED FOR THE ASSESSMENT OF TAXES FOR GENERAL MUNICIPAL OPERATING PURPOSES FOR THE YEAR 1950, AND PROVIDING FOR THE LEVYING AND COLLECTION OF SATE Councilman Gresham, seconded by Councilman Prebish, moved that Ordinance No. 217 be Placed on second readin b caption only. Councilmen Andrews stated there is the problem of $16,000., Qplus)',that should at this time be settled before going into the millage 'ordinance. He thinks it has a direct bearing on the millage rate. President Preb sh requested the Clerk to explain the bookkeeping procedure regarddxg the three funds at the bank., The Clerk explained that the three funds were originally set up in 1936 and carried on through the ensuing years as a result of millage levies made over and above the operating millage to most obligations of the City in the years 1936, 1937. 1938 and 1939, and that while these obligations were met and completed, in those years, bookkeeping procedure re- quired that tax certificates for those years be set up on this same break -down, so that redemptions of'these,in subsequent years has resulted in collections that were still deposited to these funds, in accordance with the original set -up. Of these 3 funds., quite some years ago to befor usedlasua revolving street fund out of FUND was designated g ry procedure, the RESERVE q y g which street im- provements are paid and the collections for liens on same deposited thereto, and the DEBT SERVICE FUND has been an inactive fund, used at one time to purchase County and Drainage certificates to protect the Cityaa own certificates on large tract of land (CAMBRIDGE LAWS SUBD.) at the time of the Murphy Act, and into which the Hinds de- rived from the Cigarette Tax have been deposited for safe keeping. The Clerk also pointed out that the City's books aro audited regularly ovary six months and that the bookkeeping proceduro is subject to the recommendations of the WAUtors and has been considered proper and 'adequate by them. Following further discussion in which he was unable to get the floor, Councilman Carballo left the noting at '10145 p.td., which loth the meeting without a quorum and therefore unable to transact norther business.
