The meeting was called to order by President. -Prebish with Mayor Acker, Councilmen Corley, Proble, Gresham., Andrews, Carballo and Prebish and Attorney Ruff responding to roll call. Presidont Probisn, regarding the committee report on the matter in the Police De- partment re: a bolita arrest, stated the committee met on tvro separate occasions and that Attorney Ruff is to make the report. Attorney Ruff" stated the committee met for approximately 2 hours the first time and approximately 4 hours the second meeting, a groat,many things were discussed, a greet amount of investigation made. It was the unanimous consent or conviction of all that certainly a dereliction of duty had been displayed on the part of the Chief of Police in the %manner in which the case was handled bordering on gross negligence. The committee split 4 ways possibly or a 50 -50 split as to what recom.•nendation to make to the Council. He did not believe.it proper to 'indicate the individual opinions ",.. of the conunnittee, the matters were discussed in confidence and (1).. it would be n breach of good faith, (;2). if the opinions of the committee were not well - founded' considerable damage could be done, and (3) since it was not a unanimous report it would not be proper to roport each individual member's report. The committee recommends that some other committee that could find a unanimous agree- ment should be appointed. a "- President Prebish stated in view of the eonmnittee, report at this time he would like to disband that committee and appoint a new committee to meet on as many occasions as necessary before next Tuesday night and make a complete report together with ' any recommendations. To this committee he named Councilmen Gresham, Corley, Carballo, and Preble, and Kayor Acker to serve as ex- officio member. Any other members . of the Council were welcome to attond, and the Chairman of the committee is to be selected? by the committee itself, the committee to make a report at the nett regular meeting of the Council next Tuesday night Cotmcilman'Corley stated he doesn't want to serve on that committee nor thinks that Councilman 'Carballo should serve, and suggested aipointin- someone from the audience. Councilman Gresham moved that the Chief of Police be suspended without pay until an investigation can be+ made. Motion lo.;t for lack of a second. Councilman Corley, seconded by Councilman Carballo, moved that in lieu of a Council committee that a' committee of private citizens be appointed to inveN-tigate the matter of the Police Depart„ nt in the matter of an arrest in a bolita manor. Following discussion, there was a re- roadinL; of +,lie motion. Following further, discussion, Councilman Androws, seconded by Councilmen Proble, moved that they table the last motion. Page - -'2 Following discussion, President Prebish stated in vie,v of refusal to serge on the part of 2 of the members of the Council he will at this time disband that committee., President Prebish repeated Mr. Glastels- request, that a co2t1W;ee be appointed', of private citizens, to go into the matter of the budget and as a private committee make what recommendations feasible and report back to the Council. At the request' of President Prebish who leas called out for a phone call, Councilman Preble temporarily took the chair. The Clerk's office budget estimate was read, and follovring. discussion on salaries, was accepted as read. Recess was declared and business resumed at 9:45 P.A. Budget estimate for the Fire Department was read. Chairman Carballo gave a detailed account of the proposed expenditures for his department, including 200 ft. of 2z inch hose, 100 ft. ljMhose, 2 nozzles and•6' hydrant s. There was a discussion on hydrants. Councilman Andrews suggested putting in 410,000. for hydrants, installation and standby. i�iiayor Acker stated Mr. Carpenter inspected •the eouipm nt just recently And is to give a recommendation within the 'next few weeks as to vrhat is necessary, that he seemed quite pleased with the facilities. OnutbilPoliae Department Budget estimate, Mr. Boyden stated the salaries are scandalous. (loo low) Councilman Andrews, recommended that the amount for care of prisoners should be in- creased, and �,�150.00 was added, bringing the total to 050.00. President Prebish, re,: equipment, suggested a special police car such as Ford puts out be purchased (at a differential of 1,600.00), that the motor cycle is practically "shot," the price difforential is X600.00, and the other $300.00 is for 'additional equipment'- set` up for miscellaneous items - handcuffs, etc. Councilman Andrews thinks more money should be set up for 'signs and paint, and $150.00` was added, making a total of 0500.00. Under the sanitary T?o,part=nt estimates it vets decided to add ;500. to auto expense. Under "Bulldozing pit" Councilman Gresham stated a D -2 for that purpose can be bought for $500.00. Budget estimate on Liunicipal Building accepted as read. Budget !)stimato on Inspection Department. Councilman Gresham, re the street,: signs, asked whether we will stay with the .South Miami numbers or change to County numbering. Councilman Carballo stated he is in favor of changing to County numbering system. Councilman Gresham stated he plans to get a movror for cutting parkways, and some equipment. A poll on a suggested contribution for e Youth Center was as follaws: Corley,, $500 Preble- $500 Carballo $250. Gresham x1250.
