Probish with Pdtyor Acker and Councilmen z Preble, Probish, Corley, Carballo and Gresham responding to roll call and '. Councilman Andrews .joining the meeting during the rending of the minutes. The minutes of the 'special meeting of August 23 were approved as read. Vt. W. Stewart, a builder, and Harvey Baxter, an engineer, appeared before the Council in connection with a house being built by Iir. Stewart at 411 So. 3rd. Read, who stated that on Thursday of bast week, upon completion of the house he had difficulty in getting a final inspection regarding the strength of the roof and that he had come to the meeting to answer any objections to the house Bldg. Inspector Canington stated his roasons for refusing final inspections Pros. Probish asked'whothor this buildir.: conforms with the present building code, to which Insp,. what Canington inside. "No," that the vralls cam sealed up and he Mr. Stewart stated there are no fire breaks inside of the house, that the walls are of a complete length of ply snood glued to the studs, and admitted the house could not ;go in 'under the code, but did not low it et the time. Councilman Andrews urged that they uphold the building inspector 100,. unless . something more conclusive can be brought into the picture;, tha- d3omething, other than a violation exists, the house not be alloyed in the city. Mr. Baxter stated that he believes the house could be fixed so as to be sat- isfactory without gearing it dovrn. Councilman Gresham, seconded by Councilman Proble, moved that Mr. Baxter, as an engineer, be permitted t`1-o work out with Inspector Canington details for making this house safe. In the discussion, it was agreed that Inspector Canington is to report back l before giving final inspection, and that no more such houses are to be built in South Miami. Upon call for a vote, the notion was carriod F. J. Santacroce, representing Samis taxi ie'baggago, Inc.' of Coral Gabloo,> asked for permits for 2 taxis. Motion carried. Call for a vote on the motion as amended: motion carried. Howard 1$ Keith appeared before the Council on the matter of a ti -le roof to h>; house, stating that Inspector Canington says it is of inferior worlaaanship and he ^uould condemn it, and the next day comes vith another man and says it is O.K. Mr. Keith got another roofer, a Mr. Bates, ivho picked up about 25 the vjith his fingers. 'Mr. Keith stated that in the meantime he vras not satisfied and does not feel that he has had fair judgment on it Pros. Prebish read the letter presented by YJr. Keith. Mr. Keith presented a;potition of his neighbors requesting condemnation of the roof* There was discussion regarding the permit, and Councilman Gresham moved they forget the piermit. Motion failed for lack of a second. Following further discussion, Councilman !Andreas suggested they pass the matter on to the next 'CounciLmoeting and he will check in the meanwhile lvluat other places do about the roof pormits. Councilman Carballo, seconded by Councilman Gresham, moved that they table the entire matter until they receive a report from Councilman Andrews., In the section iscussion t at f , matters and Couuncilman Andrews stated he sops no con- eves that action should be taken on the petition. Mr. Brevmr stated that the City had adopted the Miami code and suggested they check that for tile roof requirements. � Councilman Andrews, seconded by Councilman Gresham, moved that the City Clork be instructed to write a letter to the Guarant,-y ?toofin, Company, stating that a petition has boon received by this Council from tho people in the neighbor- hood of 612 Vo. Ist. Avonue making; a request to tho Council to condomn that roof because it is unsafo and a hazard to tho noighborhood and that the Guaranty hoofing Company is adiised that they may appear at a special mooting of the City Council on Soptombor 13 to Pilo an Answer to this petition. Keating of Consumers ;lator Go. was 'next to appear before the Council to discuss the matter of rates,, as per Ordinance t ,j =178. o stated the Council heal probably heard about, the rate Coral Gables and that the same rate would be in effect in South 1iaani. Doral Gables hired experts who found the rates charged were not excessive, that recommendations were further made by the experts to revise archaic form 4w, exeressad in the ordinance 'to more modorn form of block meter typo rags. He stated he :•could like to lay before the Council the same rate: $1.50 minimum for first 500 cu. ft.,, 30r per 100 cu. ft. for the next 2500, 26¢ par :100 cu. ft. for the net 9000, 22;e for the nest 18000, 18/ per 100 cu. ft. for the next 30,000 and 161,1 over and above. He stated that the rate was being submitted to Coral Gables this evening and that they are nutting the ordinance . on first ;reading, that he would life to set up the mechanics for billing on this for all bills rendered as of October lst. Pras. Probish raised the question of the cost of buying the crater system. Council- man Andrews, seconded by Councilman Corley, moved that the Council accept the racommendation of the Zoning Boaild and advise the petitioners of this denial. Fire: Chairman Carballo stated they were to send P-il•ema.n'Haggns -to the school at Ocala but when the appointment for teachers came up, 4 of tho 7 courses to be taught wore by Tliami men, that he can get that here in ?Miami so they cancelled the reservation. Chairman Gresham also stated the Volunteer Firemen would 'like permission to run another carnival. Councilman Problo, seconded by Councilman Carballo, movod that the Volunteer Firemen be permitted to run a carnival for a period of two weeks, the pro- ceeds from which aro to bo used for playground and Christmas Trao funds - Fiction carried.
