The meeting was called to order by rtes. Prebish, with Counci -Wien Pre bleI
Corley, Carballo, Andrews Gresham and Atty. Yates responding to roll
call. Mayor Acker joined the meeting during the reading of the minutes.
Liinutes of the special meeting of ouly 26 and of the special meeting. of
July 27 were respectively read and approved as read.
Lee, Glasel stated that about 3 months ago the Council had adopted Resolu-
,;tioil 7;287 regarding a referendum vote and urged that they redeem their
vote by bringing it to light instead of having it pigeon - holed.
Councilman. Treble asked for a re-- reading of Resolution , 2 &`j and Pres.;
Prebish read Resolution #287.

Councilman Carballo stated it had been amended by Resolution #292 and this
was also read. According to Resolution =f292 the time for calling the
referendum was extended for 12 weeks from May 17. ,
Pres. Prebish stated that another amendment must be prepared because - of
the time elements that the resolution as it stands is ineffective4 He
asked Councilman Carballo to prepare an amendment to amend the,resolution2

together with the City Attorney to prepare another re'so'lution and bring
up at -, the - next ,regular meeting.
George Lord presented a petition from residents in his area for street
lights and stated there were only 4 who refused to ask for these lights.
'This petition bore 32 names and represented 18 homes in that area, east
of S. 4th Ave. and north and south of S. 8th St.
Pros. Prebish suggested that this be turned over to the chairman of the
Streets & Farks Department and accordingly turned it over to Councilman
Gresham for report for the next regular meeting, if ,possible.

in a one - family residence area.
Councilman Preble suggested it,r. Adler make up his own mind what he
wants to do and then come before the Council and ask if that is U.K.

Id. S. Boyden, _on behalf of the American Legion Hall) stated that it
is the official storm shelter for ;youth Liiami, that their finances
are in the red;, and would like the City to donate $25 -00 to install
two gas lanterns,
Councilman Corley asked whether it would be possible for the City to
make sucl a donation..
Chief b1cKLU-1ey stated that, the South Ttliami -Police & Fire Association
would make that donation.
Tier. Glasel stated that former Mayor Class had been the only Mayor
ever to go around to see what can be done before a storm struck and
.suggested getting up a committee to go around.
Idayor Acker stated there is an actige shelter committee now in
operation.
Councilman Andrews suggested making Tar. Glase1 "chairman of a com-
mittee for that purpose.
H. R. 'Wedemoyer, in connection with the Adler matters asked that
if the zoning board considers a change of zoning for that area they
would be notified of a public hearing7 and was assured that this would
be the case.
Preacher J. B. Murray, heading a committee _'rom the colored section
presented a petition for the betterment of their community2 asking for
a playground for their approximately 350 children of school age and
extension of the area for the apprQxirrtately 2,00t? residents in the
colored section. The petition bore approximatelL _20 signatures.
Councilman Conley brought up the question of slum clearance) and Atty.
Fates reported that he had a talk with a man in Ldami on this matter
and that, approval of the housing authority is necessary to got some
of the funds
Insofar as the park ytas concerned, Councilman Andrews stated this is a
big, important problem and they Mould be unable to actually accomplish

peddlers of
various lines were l.censed. Tres. Prebish asked. that Councilman
Freble meet i,vi,th the Chamber of Commerce Committee mid brim back a

3. 4 letter from the Chamber of Commerce reLarding parking meters
being opposed to their installations. This resulted in considerable
discussion.,
R. P. Price, Sal-swan for the Dual Parking L.:cter Co.. of Dayton, Ohio,
who had come over "from �jt. Petersburg- to give a' demonstration, gave
a report for his company.

the peddlers, etc.
Councilman Treble stated that the Chamber of Co'unercc should be com-
mended for the interest displayed and for their interest and co-
operation. Councilman Andrews: aLreed and stated he would like to seeA
other groups do likewise.
At this point Councilman - Indrews asked that hiz departmont report be
taken so that he might be excused.

Councilman Carballo asked what about the building where 'the fire recently
i took +glace. Inspector Canington reported that the top story' was a]ready
taken down and he believes the whole buildii'k should come down, that
if the Council feel it necessary, he will give condemnation notice.
Uouncilu7an Carballo stated he believes it necessary to condw.m.
Inspector Canington also reported on the meeting at the Builders "Exchar e
that afternoon, on the unified code,, that they had been given assurance
that by October 1 they wi11 have the new building code in their hands.
Pres. Prebish urged Inspector Canington to be sure that Ord. 97 on the
condemnation proceedings is followed very closely.
Chairman Andrews stated the generating plant is practically ready, and
waiting for a battery. At this point he was excused.
Councilman Preble raised the question of the Ted Crockett place.. Pres.
Prebish instructed Chief MciMlacy to make him clean up and enforce the
ordinance.
Reports of standing committees were as follows:
Finance Nothing at present;.
Sanitation: Chairman Corley discussed bulldozers again, stating some-
thing must be worked out between the two departments (Sanitation and
Streets & Parks) if one can ever be purchased, that a D-4 runs around

Streets ec barks: Chairman Gresham discussed the playground problem, that
15 teen -alters wore there after dark, that windo;vs were broken out. i=re
felt that children should be prohibited from playing on the playground
after dark. it was suggested he work this out with the police chief,
and advised to post signs.

Councilman Preble staged he mould like to pick tp the note at the
bank and save the City about .p250.00 iiiterest, and that the note
can be taken up without penalty.
Councilman Gresham, seconded by councilman %reble, moved that the
City take up the 'note at the Coconut Drove j,xchange tank as an ac-
count payable,. Follotnring, discussion, the motion was carried by poll2,

Police: Pros. Prebish, as chairman of that department, stated that
in the. budget a recommended pay raise of X10.00 per month for each
man in the department had been made. tie stated ,that one maxi in the
department had made a real effort to improve his standing as a
police officer by attend:L-ig a schoolor police, had received very
fair report and made a real effort. He felt that good work should
be compensated and that the z$10* per month raise be given aoe. Stephens
Councilman ;Frebish, seconded by Councilman =treble? moved that a raise
of $10 per month as of August 1 be given to doe Stephens.
It was pointed out that this payment was in recognition of the 'man..
iiayor Acker agreed that the main should have more but that is all the'
department can stand. Ke also believes raises should be made to ally
that it was his understand:i-ig- that the time he spent in school is to
be given Officer Stephens as extra time off. fie stated he is opposed
to singling out one man for a raise when he will be compensated for
his time

school - all had been encouraged and expected to take advantage of
the school but thru some misfortunes, .other could not go, that 3
men started but only one finished, and that the men were expecting
the raise.

regular police officers be rranted a ,p10600 per month pay raise as
of August 1.

contract with filling stations and the Clerk was instructed to advertise
for these bids, for gas, oil, tires, batteries and general repairs.

merchants and whether it is necessary to advertise. 1tty. Yates ad-
vised advertising.
Councilman Preble, seconded by Councilman Carballo, moved that urdinancc
No. 191, caption of which follows, be placed on second reading in its
entirety because of the changes. motion carried.
