The meeting was called to order by Tres. Preb'ish, with Mayor Acker,
Atty.'Yates and Councilmen Preble, Andrews, Corley, Gresham, Carballo
and M ebish responding to roll call.
Pres. Yrebish; read the notice for the meeting which had -been called
for the purpose of receiving and acting on a recommendation of the
Advisory Zoning and Planning Board, and for conducting a public
hearing on the proposed 1949-1950 budget.•

The letter from the Advisory Zoning and Plarnzi ig Board. was as follows;
"The Advisory Planning and Zoning Board has had under consideration
for several weeks a plan for a proposed new business center located
in the general area of S. State Hwy. and S. 8th St (Davis ioad)
'f'This property is owned by ivtr. Chas'. Fuchs.
"This Board is of the opinion that a development such as is proposed
and as is shown on the attached plot• plans would be of great benefit
to the entire South Miami area.
"The local P.H.A. officials have given their tentative approval to
the overall plan and repr•esentatiges of the F.I.A. !regional Planning-
jeetion in Atlanta will shortly go over the plans in detail.
«It is therefore recommended that the Layor and Council give approval
to the general, overall plans as shown and if such approval is given,
then this Hoard can proceed with the necessary public hearings and
go into more detail with the developer.
"It is planned to have the sections of the development laid out as a
unit, one after another, so that an orderly system of parking and
planting can be maintained.
Pres. Prebish asked' George Brewer of the doard to explain the plan for

the benefit of those not familiar with it. Mr. Brewer pointed ou
that only 40;b of the ground would be improved with buildings, the bal-
ance of 60$ to be utilized for parking areas,, parks and landscaping-
Councilman :►ndrews , seconded by Councilman C;arbal o moved that the Uity
Council accept the recommendation of the zoning Board and that the
mayor and Council ,give approval to the general overall plans and go into
further details of development with the owner.
.ii the course of discussion, Jyr. 'Tharp stressed that with the first
construction the plantings and parks around the development arc also to
go in, and that he gives his support with that reservation.
On a cull, for a vote on the motion, it was carried.

The public hearing on the proposed budget was next in order.
In connection with -'U' 1 N30'T±t a 'I ZT7 the question of the referendum was
again raised, with the request that the :150.00 set up should be ear-
marked for that election.
Councilman ;Andrews suggested having such an election at the next gen-
eral election, saving money in that way.
councilman Gresham, seconded by Councilman Preble, moved that the
Budget for ADIVIFINISIdATION stand, as it is. Following discussion,
the motion was carried.

Freble, moved that the figures as set up be approved. Motion carried..

Treble moved that they accept the figures as they appear on the work
sheet. Diotion carried.
At this point there was an explanation of budget procedure by Council
man %reble :arid Pres. Prebish.
Yor the POLICE vLPA iTIvMT, Councilman, Andrews, seconded by Councilman
Gresham, moved that the Council accept the figures as they appear on
the work sheet. Following discussion on cost of a new I car, the motion
was carried.
Councilman Andrews, seconded by Councilman Carballo, moved that. the
Council accept the figures for the 6ANI�l'_- Y lE,PALi't`k&T as they appear
on the work sheet. Diotion carried.
Councilman Carballo, seconded by Councilman Preble, moved that the
figures for the eIUNTIOIPAL DUILiDING be approved as read. ,
Cn a call for a vote the motion was carried.,
For the INSPECTION Rw`PAdTls M, Councilman Andrews, seconded by Council-
man treble,) moved that the amounts as shown on the wort: sheet be adopted:
Motion carried.
For J ILUW, Councilman Carballo asked whether, the insurance
would cover the new equipment, and Councilman Preble stated that addi-
tional insurance had been provided for in the general insurance under
twiv�lNlu'1' iy`i'IC,I3. Councilman t►ndrews, seconded by Councilman Preble,
moved that the figures on the budget work sheet be accepted for Streets
Paris, with the change of the wording from "auto" to Mequipment"
expense. Lotion carried.

Following discussion, participated in by residents, Councilman Carballo,
seconded by Councilman preble, moved that the proposed. budget as _amended
be adopted.;'
Councilman Freble discussed the suggested reduction in millage, state
that the City was on the way up, that he would not like to see a re-
duction in millage but rather see advancement in advantages and im-
provements, they want. to make2 such as more roads2 sidewalks, lights
utilities. He suggested backing 'up the Council and getting then.

George Brewer, for the Chamber of Commerce, asked that the City Attorney
investigate the possibility of getting, into any of this slum clear -
ance money, and find out the mech u7ics. The Council concurred in this
and Atty. Yates was asked to check.
There being no further business, the meeting was adjourned in regular
order at approximately 10:30 Y.td.
