Councilmen I�ndrews and Carballo joined the meeting during the reading of the minutes of the previous meetings,. Fres. Van Uusen read the notice for the meeting which had been called for the purpose of (1) taking action on the financing of the road equipment, (2) taking action on the ordinance for the reacning of Sunset Drive from Red Road to the Railroad, and (3) for further 'consideration of the ;pro posed 1949 -50 budget. ;,mutes of the regular meeting of Dune 7 were approved as re4d, and of the adjourned regular meeting of uune 8 as corrected. Councilman. Treble discussed the matter of the loan for the street equip- ment, reporting that as soon as the directors of the bank hold a meeting, which should be not later than the following day, the City will have a reply, that he had also asked the CIT Corporation to review the equip - mentt and that he had an appointment with an official of the Industrial bank. rye also stated that K. E. Ross was in need of $1,000.00 on ac- count. kfayer Acker reported that Mr. Price of the Coconut Grove Exchange' tank had O.K.Id the roller and grader but had not gotten to see the truck. Van Dusen stated that if the ordinance is not signed and something does come up it becomes the responsibility of the kayor. the proposed 1949 -,50 budget was ncbt undertaken. to ask Councilman Andrews stated he ti'Iould like /a question, the Charter says de. paantment heads should prepare their estiiatos on forms, and had this been d_ e I -4_ Councilman Carballo stated this had been taken up, last week and they had agreed then that the different heads, of departments will give the Llayor their approval or suggestion and cone to this special meeting. ( ouncilman Yreble stated that Administration had been discussed in the previous meeting. - Councilman Carballo brought up the first ftem2 suggesting that that be placed in the contingency fund, and moved that the $2400 appearing for an ' administrative head under Administration be taken from Administration and placed in a sinking fund to be used when and if needed. The motion was lost for a second. kiaryor Acker stated this proposed budget must be done according to existing laws, that he had given much time and thought in making the budget, that his basis for making the budget was the need in the past and the need that will exist, and some expansions, that the street department had to be raised, that it was the: weakest part of the City. lie stated that the police department salaries had been set_up'to allow a $10.00 per month raise per man on a 5 -man basis. Councilman Carballo requested that all be reasonable and logical and came back to the $29400.00 for the administration head.. Councilman Carballo stated that if included in the budget and approved by the Council, it would be the approval of a salary that has never been paid, that they had agreed to serve for $1.00 per year, that changes in salary in other cities were being made effective for the !
