Van Dusen with Mayor Acker, Attorney Yates and Councilmen Corley, Carbaj -W2 Andrews, Gresham, Yrebish. and Van Dusen respondiriL to roll call, The// first order of business was the opening of bids requested in a legal notice published Iiay 13 in the ttNl i. l,L� 6, q� atlas for south Miami, per specifications on file. Two bids were received, as follows; 1. harry C. Schwebke, 4100 N. ' iiami Ave., Kliami, Fla. $500.00, with $200 down and balance on completion, within 60 days. 2. Frank. Be Dolph Co,., Fort Lauderdale– �4.00, no statement of terms, and work,to be completed within 60 days. Following discu n,Z n which. Councilman Prebish asked rr. Brewer Advisory Board had committed itself in any way to ivir. Schwebke, ,Councilman FrI ebish stated that he believes mr. 5chwebke2 who cane out to the Zoning Board, knows what ib wanted2 and made the motion, seconded by Councilman Andrews, that he be authorized to pre pare the City Atlas in accordance with specifications on file in the office of the City Clerlc2, paymant to be made $200.00 dovai and the bal aace of T300.00 payable after completion of the proposed job. LUW 10, 1949, passed a motion to advertise for rids for the preparation of the sadd atlas of the City of South Iiiamil and the City Clerc has advdrtsed, accords to said motion and as required by the ordinances and/or charter of the City of South - Viiami, and yilMu 0l bids from two di:farant coneerhs dare submitted on I y ` 249 19499 and ircJr,$1�oiS� all things considered, the bid of .Barry C. That the 1jayor :arid the City Clerk be and they are hereby authorized to execute a contract with Rarry C. Schwebke for the purchase of an atlas of tile City of South litiami2 as per bid attached, for the total price of rive hundred Dollars ($00.00) payable as follows:. $200.00 doom and the balance of $300.00 'upon delivery of atlas. Councilman Gresham raised the question of the $200.00 payment at this time, Iulayor Acker suggested a completion bond. i90 Glaseh a citizen, raised the question of a deposit from a munici pality. Mayor Acker stated that they were working at cross purposes in accepting a bid and making a negotiated resolution. Councilman Andrews recommended no performance bond and no dovm payment. Wuncilman Andrews, seconded by Councilman Carballo,) then moved that Resolution if293 be adopted with the proviso included in said resolution as previously read that payment shall be made in.full upon satisfactory completion and delivery of the atlas. Motion carried by polh as follows: Corley no Carballo yes Andrews yes Gresham, yes l'rebish yes Van: Dusen yes The reading of Ordinance #183 (Fire Prevention) proceeded, with Section 15 being approved. Section 16 c — prohibiting the smoking in a private;gara�ge, was struck, thereby making original section 16 d to become section 16 c, as revised. The meeting, was temporarily adjourned at 9.30 P.YL. to permit the holding of a special meeting called for that time. The meeting was resumed at 10:50 Pri :'ire Chairman Carballo related the trouble encountered with the fire truck (originally purchased in 1935 and repaired twice) stating he had contacted the firm that had sold the truck to the City and they had ad- vised their mechanic is in Alabama but will be back here as soon as possible. he had also contacted the =wi -�yire Dept. Shop, and was told new parts would be needed. Section 189 Class.C. Paragraph A:: add "provided this paragraph.A of Section 18 Class C shall not apply to public or commercial gargges in existence at the time of the adoption and passage of this ordinance. "' In connection with the atlas to bepreparedg,Councilman Andrews, seconded by Councilman Carballo, moved that check for $52.50 be issued to B. Van Dusen brought up the Question of charter discussion and inter- pretation,-suggesting they get someone who has had no connection at any time with the Charter and not k own to; anyone of the Council. tie sug- gested they call the Maw School at the University and ask if they have a. man who lrnows something about municipal government and municipal cor poratioas and who "lives out of town.
