The meeting; etas called to order by tres. Van Dusen,, with Mayor Acker
and all members of the City Council responding to roll call. -'
minutes of the adjourned meeting of Viarch 1 were approved as read, with
the recommendation that minutes of future meetings be condensed to
carry only motions as passedt; actions taken, etc. and eliminate dis-
cussions.
In accordance with motion made at the adjourned meeting of March 1.
the confirmatiom of'the appointment of a City Attorney was declared
in order.
Pres. Van Dusen reported the foliow ng opinions requested from former
City Attys V. G. Ward:
1. Council appointments require only a majority vote of the
members of the Council.
2 The Mayor does not have the right to veto such appointments.
3- Irbsmuch as all City meetings are open to the public, all
balloting should be openly made and not by sectet ballot.
4. The City attorney should be an individual and not a firm.
Cu motion of Councilman Andrews, seconded by Councilman Gresham), nom-
inations for City Attorney were opened. motion carried.
Councilman Carballo nominated ,C4m. G Yates.
Councilman Preble nominated Lucien Proby.
Pa motion of Councilman Andrews, seconded by Councilman Carball%,
nominations were closed. luotion carried.
A poll of the Councilmen was taken, as follows:

Dusen asked that the poll be stopped and Councilman Carballo pre-
seated Vim. 0. Yates to the Mayor and members of the Council as the
new city Attorney.

Wm. Jordan presented a petition with 30 signatures of uNIVi;?,SITY PAU&
residentst requesting the removal of pipe stored by Consumers Water
Co. on the vacant lots on the west side of N. 2nd Ave. Following..
discussion including report by Councilman,Corley on a conference with
Consumers ;later Co. on thi matters Councilman Corley, seconded by
Councilman Prebish, moved Consumers i7ater Co. be notified to move
the pipes laotion carried and Councilman Corley directed to give
Consumers ;Pater Ci. Written notice.

'The request of N. L. Bdwards for a street light at s. iii. 50th St. and
58th Ave. was referred to Streets & Parks Chairman. Gresham for study
and report, per motion !by Councilman CarbaLLo, seconded by Council
man Andrews, and carried.
The request of Geo. Brewer for a street light on $. ta:dlum Ad. in
the vicinity Of S. 5th St. was referred to Streets & ;Parks 'Chairman
Gresham for consideration and report at the next, regular meeting,
per motion of Councilman Andrews, seconded by Councilman Corley, and
carried'.
i&. H. Cauley discussed the City's insurance matters undertaken by the
former Council for an ultimate comprehensive policy with 'rttAVL, u IS
and Councilman Preble asked for the in of a blanket fidelity
bond for the Clerk's office in this plan. Councilman Gresham
seconded by Councilman Corley, moved that Councilman Preble take up all
the City's insurance matters `with luir. ,Cauley and work out a suitable
Plan for the City. :notion carried.
Reports of standing committees were as follows:
Finance: Chairman Preble reported on possible additional sources of
revenue in overlooked occupational licenses, a tax on the bus line
franchise and called attention to violations in the advertising of
F' rooms for rent in a residence area and the parking of trailers con-
trary to existing ordinance.
&QITI►' I0X-- Chairman Qorley reported on a survey with County Health
Inspector Thayer, the need for a clean -up campaign in the colored
section and for running water there. hInforcement of the garbage service
fee and the need for additional equipment were discussed.
Chairman Carballo reported, on a survey of fire hazards, the need
for a fire prevention ordinance, on which, he is working, and the need
for additional fire wells.
i0iaCUI& Chairman Prebish reported on a preliminary survey of his de-
partment and made the motions seconded by Councilman Gresham, that
officer Ldison Stouts salary be increased to $200.00 per month, as

Chairman Prsbish a! .-.o reported that his department will conduct a
police school one night each week and asked for ordinances limiting
time for parking in south Miami and new ordinances regulating the
sale of intoxicating beverages and Liquors. Tres. Van 1jusen in-
structed the City Attorney to get together with Chairman Prebish on
these matters.

&TI-t&NT� P.yl : Chairmxn Gresham reported a ten -dative figure of 35
per sq. yard for plowing up a street, adding at lu':ast 2 inches of
rocky oiling and surfacing with pea rock and was authorized to con-
tact individual owners with a petition, and to get together with the
City Attorney for the legal formalities.
rte. reported that the oil distributor purchased by the previous Council
had already been shipped but the possibility of selling it was dis-
cussed.
All matters pertainin€; to the Consumers ;'later Co. were to be held up
until a special meeting on karch 22, to be called by Mayor Acker for
that purpose.
BUILDINGS Chairman Andrews reported the following problems,.
I. Enforcement of the time limit on building permits and
rights of the Buildings Chairman with regard to viola
tionsV Referred to the City Atty. for ruling.
2. The problem of enforcement of occupational :Licenses,
mainly on sub - contractors.
Fie, reported on a meeting of electrical examining boards at IiIiam
dealing principally with the matter of reciprocity.

Councilman xndrews 'reported on a survey of the roof by Guaranty

Andrews be authorized to have the roof repaired if the cost is loss

Councilman Carballo, seconded by Councilman Gresham, moved that
Councilman Andrevis be authorized to proceed with the plastering,
caulking and other work necessary to complete the renovation of the
City tia112 providing each job will not cost more than :1100600.

Councilmen Andrews and t'reble are to work together on the re-arrange-
ment of the Clerk ►s office.
yor Acker reported that the local Chamber of Commerce is looking
for desk and phone space but action was withhold pending receipt of
a written. request in time for the special meeting, on Tuesday, 10arch 22.
On the motion of Councilman Nndrews7 seconded by Councilman Gresham.

meeting. kOtion carried,
Councilman Treble, seconded by Councilman Carballo,, moved that action
on the 4200.00 check, from the Consumers dater Co. to the City of
South Miami Youth Center, be withheld until the special meeting
March 22. Motion carried. „
Councilman 1'rebish2 seconded by Councilman Corley, moved that
Yates City Atty.9 be paid $20.00 per month for attendance fees for
Council meetings and any other additional fees which. the Council may
deem fit and proper. Motion carried by poll, as follows

Council abolish the position of Clerk in the Sanitary Department as of
April 15. 'Motion carried;.
Councilman Fr'ehlej seconded by Councilman Corley,, moved that a compe-
tent and efficient assistant be employed to be available to all
departments. Motion, carried.
Councilman Carballo' seconded by Councilman 'Prebish, moved that the
Clerk be authorized to get an estimate on the repair of the mimeo-
graph machine aAmthe cost of a new machine. Motion carried.
Councilman Carballo, seconded by Councilman Preble moved that the
South Adami Coach lines Building owner be required to remedy immediately
the existing condition in regard to toilet facilities for white and
colored patrons by providing all necessary sanitary facilities. Motion
carried. Cn recommendation of 1- o.lice Chairman Prebish Pres. Van Dusen
authorized Sanitary Chairman Corley to take the necessary action.
