D TUESDAY CVENING,_iFEBRUARY 15, A.D. �� �T TFIE ITY HALL AT 8:00 P.M. `,'•.. 3" k; The meeting was called to order by Pres. Brown with Mayor Barrow, Atty. Ward and all members of the Council responding to roll call, and Mayor Elect Acker and newly elected members of the Council in attendance. Minutes of the 'regular meeting of February 1 were approved as read. Mayor Barrow welcomed the newly elected Mayor and members of the Council.' In connection with a notice from the State Railroad' Commission of a hearing scheduled for Friday, February 18 on a request of the Fla. Transportation Co. for a permit to operate buses thru South Miami to ' the dog and horse tracks, James 'Stewart of the South Miami Coach Line stated that Coral Gables will have a presettative at the hearing and asked that South Miami also be represented. Inasmuch as such a per- mit °'would be an infringement on the Coach Line's operations, Mayor Barrow recommended that the City be represented at the hearing in ;op' position to the granting of the requested permit. Councilman'Benne'ttq seconded by Councilman Pressley, moved that the President of the Council appoint a man to represent South Miami at the meeting, as opposed to the granting of this permit. Motion carried by poll, as follows;; Bryant yes Atwood yes Bennett yes Shafer yes Pressley yes Maple's yes' Brown yes It was suggested that Pres. Brown appoint one of the new Councilmen to this post. (Note: Following the regular meeting, and in conference with the new Council, John Jl Andrews was appointed) A card of thanks from the J. N. Maples family was read. A letter from the Consumers lWater Co., together with detailed ;plat, was read, requesting permission to extend their lines in the BIRD ROAD ESTATE section to serve the Schulte properties. Councilman Shafer, seconded by Councilman Fennettq moved that the work be authorized as requested in the letter of January 31, and with the usual stipulation that it be subject to any subsequent franchise and they assume full responsibility for the repairs of any cuts, etc. in the streets. Motion carried by poll. A letter from the acting postmaster in Miami requesting additional street signs to facilitate house delivery of mail, was read. It was pointed out that most of these' corners had been properly marked at one time but that some of the signs had been destroyed or knocked down. The Clerk was instructed to acknowledge receipt of the letter and ad- vise that the matter will be taken care of. Of Mayor Barrow called attention to the confusion created by "the different systems of house numbering in this area and recommended that the new Council give thought to renumbering the balance of South Miami (the' north section is already on a County basis) on the County system. Atty. 'Nerd reported that he had been in conference with Mr. Snyder of the school board, as requested, but that the latter had been rather' indefinite as to how far' the Board -could go, that. they do not have any arrangements l maintenance or care of playgrounds during vacation periods only during limited times in the afternoons, and that they could of make any commitments. it was Atty. Ward's recommendation that the City ask the School Board to write a letter stating what they could or would do. Reports of standing committees were as follows Finance. Chairman Bryant reported that the semi - annual audit was in progress. Sanitation: U.K. Fire• O.K. Police: G.K. Streets & Parks: Chairman Atwood explained that in re- working the block on N. 3rd St. from N. 2nd Rd. to N. 2nd: Ave. they had picked at random a strip badly in need of repairs in order to get a general idea and break -down on costs. Buildings OK Special Committees: On the matter of the School Board), the report was already inbut Pres. Brown explained, to the ne#ly- elected officials that it was a matter of the "School Board wanting a 10 -acre site for a school adjacent to 10 acres for a playground but wanted the City to maintain the ,playground. Regarding the maps for the Zoning Board, it was reported that W. G. Bliss had been contacted and agreed to get them out, at his convenience. Councilman Maples reported that he had contacted the head of Biscayne engineering Co;. who believed that Mr. Bliss would be the logical man to make the p a' but recommended Scott who was also expert at map - making, in nded maps as he has done most of the work in this area the event Mr. Bliss cant undertake the work. Pres. Brown agreed to ask Elroy C. - Cormack, also an engineers for an estimate on the cost and time re- quired to get such maps. R. VanDusen, Harry W. Prebish, Robert Bruce Prebleg John J. Andrews A. Go Gresham, dr. Julian L. Carballo and Edward J. Corley be certified as Councilmen- electq all to take office on high noon, March 19 1949 for a period of two years,.
