COUNCIL OF SOUTH MIAMI HELD TUESDAY EVENING
JANUARY 18, A.D. 1949 AT THE CITY HALL AT
8.00.P.M.
The meeting was called to order by Pres. Brown. with Mayor Barrow, Atty
Ward and Councilmen Bryantq Bennett, Pressley, Maples and Brown respond-
ing to roll call.
Minutes of the ;regular meeting ,of January 4 were approved as read-.
William H.11iottg spokesman for the South Miami Playhouse group ap-
peared before the Council to present their request for the use of the
Community Building the 2nd and 4th Wednesdays in each monthq at no
charge, for their meetings and rehearsalsy stating that they would
expect to pay for the hall at such times as they charge admission to
their plays. It was decided advisable to hold over action on this
request until next meeting, inasmuch as Councilman Atwood, chairman
of Streets and Parks, is out of town.
Wm. Cauley, of Csuley & Martin, Inc. in asking to be permitted to bid
on all insurance of the City of South Miami presented a quotation for
the police car, on which the current insurance expires the end of this
month t in the Travelers Ins. Co. He urged a comprehensive policy for
the City covering everything instead of the single policies on each
coverage now in effects stating that such a policy would also take care
of hidden liabilities. Fee suggested getting each policy as it expires
and getting all into one company, then cancel them out on a pro rata
basis into a comprehensive policy. He also presented a policy for
blanket coverage of the volunteer firemeng based on the number of
pieces of equipment in operation.
Harry W. Prebish presented a bus problem from UNIVERSITY PARKS stating
that the speed with which the drivers came thru there was a threat to
the safety of the children playing there$ and suggested a loop to Red Road
and back.
%has. Marler asked for permission to operate a taxi. It was agreed
to check the present service and also check with Coral Gables officials
on the possibility of reciprocal permits, and a report to be made for
the next meeting.
Police Chairman Pressleyq presented the typed report of the Traffic
Committee meetingp covering speed limits along the Highwayp parking
and turns on the Highway, straightening of the S. 4th Ave. and Highway
crossing. It was agreed that most points will have to be taken care
of by the incoming Council, but the most important features are al-
ready before the State Road Dept.
lies. Brown reported on the committee meeting with the representative
of the school board on the possible development of a layground. AS

was disenased. Atty. Ward raised the question of whether the school
board would maifitain the grounds during the vacation periods. Fallowing
discussion Atty. Vard was asked to draw up an agrecmentt dividing tho
property into two 10 -here traetsy the east ten on LudlM Road to be
used for the park, the west 10 acres for the school, with a reverter
clause. he was also asked to check with Mr. Snyder of the School
Board.

Streets & Parks. Absent. Mayor.Barrow wanted to know what arrangements
had been made for building (re- building) N. 3rd St. from N 2nd Rd. to
N 2nd Ave., and by what authority. 'There was a general discussion
on streets.
Buildings: Absent. Pres. Brown brought up the question of facing a'
house on a corner lot, with special reference to the C. I. Ogden
house on S. :4th Ave. and S.,4th St. Following discussion Councilman
Bennett, seconded by Councilman Bryant, moved that due to the fact
that he would be facing the Riviera Nursery, which will always be
business property, and that he has 871 frontage, Mr. Ogden be per-
mitted to choose `between north and west providing he observes
full set backs on both streets.
Mayor Barrow reported receipt of a letter from Ted Crockett regarding
his zoning and occupational license violations, agreeing to giving
up the used furniture business, but asking permiltion to keep an ice
box at his house.
Councilman Bryant reported on a clean-up job at the rock pits at a
cost of $410.00 for 41 hours of labor with a .bull - dozer.
L� 1;hicf LtcKinney reported that Fla. Trans. Co. wants to operate a bus
from South Miami to the Flagler Dog track, and parked the bus in
front of the Dorni'_-klartin Drug Store without a permit. It was ,pointed
out that if they charge one fares then they can be stopped, but if
they are just being run free by the Dog Tracks the Fla. Railroad
Commission has jurisdiction and Atty. Ward suggested that Chief Me-
Kinney contact the Fla. Railroad Commission representative at Miami
to check.
Chairman Maples reported that two fire wells were being dug and about
ready to cap.
In view of the forthcoming e'lectiong and in accordance with;the pro-
visions of Ordinance No. 65, the registration list was checked and
Councilman Bennett, seconded by Councilman Maples, moved that all
names of persons deceased or moved away be struck. Notion carried.
Following the Clerk's reports Councilman Maplest seconded by Council -
man Bryantq moved that the following be declared as qualified and shall
have their names -on the official ballot for the Vebruary 8 election:

It was agreed to hold a rally on January 28 at the 'Community Building.
It was also agreed to get three voting machines, and that if copies
are desired, registration lists of the qualified registered voters
be made available. Councilman Bennetty seconded by Councilman Naples
moved that registration lists be furnished at $5.00 per list. Motion
carried.
In the matter of insurance Councilman Maples, seconded by Councilman
Bennett, moved that the City take a policy with the Travelers. Insurance
Co. thru Cauley and'blartin for the .Fire Dept.9 covering all volunteers'
and regular men up to $100 for death, $20. weekly compensation during
disability over a period of 104 weeks, and $1000 medical expenses
for a total premium of $137.50, and the Police car liability 100,00
3009000 and $59000 property damage $50DOdeductible collision for
a total premium of approximately $157.88. Motion carried.
