COUNCIL OF SOUTH MIAMI HELD TUESDAY EVENING,
- January 4, A. D. 1949 AT THE CITY HALL AT
8:00 P.1".
The meeting was called to order by Pres. Brown with Mayor Barrow, Atty.
Ward and Councilmen Bryant Bennett, Shafer, Atwood,2 Pressley, Maples
and Brown responding to roil call.
iainutes of the regular meeting of December 21 were rapproved as read.
J. L. Carballo appeared before the Council to `ask for action by the
r,.ecently appointed committee to work with the K -P Lodge committee on
traffic safety. Following discussion, it was decided to retain the
original committee and a, meeting with the K -P Lodge committee was set
for Monday evening, January 10 at 8 P.DS.
Reports of standing committees were as follows:
Finance: O.K.
Sanitation: Under control.;
Fire: Chairman Maples asked Chief Melton to report on the need for
additional fire wells, with special: emphasis on the area around S -3rd
Rd. and 4th St,., and $- 7th St and 3rd Ave., !stating that he believed
the wells could be put in.and capped at a cost of not over $125.00
each. Following discussion, Councilman Pressley, seconded by Councilman
Maples, moved that the Fire Dept be authorized to dig 2 or 3 wells not
to exceed $?5.00 per well for digging and not to exceed $50.00 per well
for capping. Motion carried by poll, as follows;

Police: O.K.
Streets & Parks: Chairman Atwood asked for the additional street lights
provided for in the current budget and reported the receipt of more
equipment.`which will make it possible to start on street work in the
morning. It was suggested that the streets most dangerous for the
public to travel be the first to be fixed. Following more discussion,
Councilman Atwood, seconded by Councilman Naples, moved that the City put
in 20 additional street lights as soon as they can be installed. Motion
carried.
Councilman Maples, seconded by Capnci]maa Pressley moved that the Chair-
man of Streets be guided by his own judgment as to the order in which
to fix the streets. Votion carried. It Was ,pointed out that the mayor
would also have authority to designate the order of this work.
Buildings: Chairman Shafer reported that VIM. Segal still wants to know
when he can get an interpretat1pn of the recommendations made by the
zoning Board as to what can and what cant cc into his buildings and
brought up tho possibility of creating a CAA zone. Atty VVlard recomn;ended
that a change of definitions of things that would come under Cl, 2 "and 3
might be advisoblet that, many things originally classified as objection8tle-
are nowt' under modern conditions acceptablep including the semi- profe4siontt
use of homes. It was brought out that the Zoning Board had a meeting
scheduled for I.-Yed. Jan. 12.
On special committees,) Pres. Brown reported his inability to contact
Theo J. Bleier of the School Board,, to see what suggestions he has to
offer for the park and playground project, but agreed to try to arrange
a meeting for Tuesdayq January '11.
Mayor Barrow reported that a letter had'been sent to Ted Crockett on
his zoning and occupational license violations, but no reply had as
yet been received.
On the matter of the magazine solicitors it was pointed ou�t that an
ordinance would be necessary. l`
On the matter of the Greyhound bus matter2 Councilman Pressley had not
contacted Atty. Ward, who recommended that the City write a letter to
the State Railroad and Utilities Commission, setting forth the complaints
and asking if the present permit under which the Greyhound Lines operate
covers the right to stop and take on and let off passengers at this point.
Tie also suggested that carbon copy of this letter be sent to the Motor
Lines.
?he Clerk 'read a letter from Atty. Ward on the 'Pawelek and Logan cases;
recommending that the charges be dropped and bond returned in con sidera
t.ion -of the releases given by the defendants. Councilman Pressley
seconded by Councilman Bennettq moved that Atty. Ward's recommendation
be accepted, and $100900 bond money returned to Atty. Louis Jepeway•

Councilman Atwood discussed the City's need for rock to repair the streets
and the possibility of getting it out of the pit, but Atty. Ward stated
that would require a permit. Following discussion, Atty. Ward stated he
believed it would be better for the City to pay 750 per yard at the rock
company than to start hauling it out of the pit and stirring things up.
It was decided to investigwi the possibility of taking the rock pit
back into the C'ityq inasmuch as it had once been a part of South Miami
and was excluded by legislative action whereby the City's boundaries
were contracted.
Councilman Bryant brought up the matter of the proposed swimming pool but
Atty. Ward called attention to a recent California case in which the
Court orded that a municipal swimming pool be opened to the colored as
well as the whites.
Councilman Shafer seconded by Councilman Naples, moved that Pencie Melton
be appointed Cle;1 and J. R. Collar, Natt a Sapon and Carrie Lou Shelley
as inspectors at the forthcoming election on February 89 if they will
