The meeting; was called to order by Pres. Brown with Mayor Barrow, Atty.
tVard and Councilmen Bryant, Bennetty Shafer, Pressley, IEaples and Brown
responding to roll call, and a large delegation of residents present.
Minutes of the regular meeting of November 16 were approved as read.
Nichols Kyles representing part of the group of residents present
stated they were there to protest the "no parking" signs recently
placed on N. Bed Ct. in front of the apartments between N 6th St. and
N. 8th St., without notice to them or a hearing, and that the children
of the apartment residents playing in the back presented a hazard to
the parking of cars there. He stated that the Lamonts were willing
to give 3,feet on their side of the 'street if the property owners on
the other side would also give 3 feet, which would give the necessary
additional width to permit parking on both sides of the street and
added, before the "no
parking " signs were put there there was no traffic
to speak of in the alley and now, there is more in the alley than in
the street.
Mayor Barrow urged that the matter be checked thoroughly before any
.further action is taken. Uouncilman Bennett2 seconded by Councilman
Shafer2 moved that a committee be appointed to check' and if investigation
proves there is more danger with the off - street parking, then return to
the on- street. Motion carried, and Pres. Brown named Councilmen Pressley,
Bennett, Idaples and Bryant a committee to make an inspection within the
next two days around 5 o'clock in the evening, when traffic is 'heaviest
there and gave them authority to act. it was also suggested that the
residents across the street be notified of change.
with reference to a complaint of the repeated ringing of the bP-Ils on
the ice- cream peddlers trucks, thru the day, it was agreed that a stop
be put to that.
Petitions ; and communications were as follows;
A letter from Gore & Gorey soliciting! the City's support in the con-
struction of a causeway from Miami to the Beach in the vicinity of N.E.
36th St.
Councilman Maples, seconded by Councilman berulett, moved that the City
acknowledge the letter and state that it is in favor of this project.

Councilman Pressley brought up a problem with regard to jurisdiction of
the ball park2 which is city- owied property but equipment put in by the
Volunteer Fire Dept, and which the !'xchange Club waists to user for some
boxing, eta. Atty. .card referrod'the Council to Sec. 3LL on page 14 of the
City's charters and Sec. 682 ?9 and 96, as well as Chap. 418 General
Statutes on recreational playground, whereby authority can be delegated
only to school boards or park boards and recommended the creation of a
park board. He sugf;estod that anyone using the ball park dust agree to
leave the f'ie'ld in the condition they found it in. tie stated definitely
that the City has no authority to give a lease but should cithdr create
ark
a p board or let him draft a permit agreement for the use of the park.
Councilman Shafer, seconded by LOUncilman maples, moved that the 1.ayor
-, and President of the Council confer and make plans for a park board and
male their recommendation for the next meeting Motion carried.
The Clerk presented the acceptance by Consumers Hater Company of the water
franchise known; as Urdinance #178.
`there was a discussion on the shooting by the Perrine, police in the South
Miami limits and the question raised about housing the Perrine prisoners
in the South 1111ami jail, and Atty. VIard was to notify the City Attorney
of terrine, that because of the liability and legal angles involved, they
must discontinue use of the South h,iami jail for their prisoners -.
H le tter from Belcher Uil Co. quoting a price for 1948 on road oil was
read and action held over.
A letter from the J. R. E. Lee Elementary "School's PTA was read, thanking
the Mayor and City Council for their assistance in raising.money thru
the carnival for the erection of a fence around the school.
A letter from Fla. products asking information regarding the erection of
signs was read, and the Clerk instructed to reply that the safety feature
was the main factor over and above zoning requirements.
R "ayor Barrow presented an application from the Crime Commission of Greater
liami, providing for w)10.00 regular membership and ',x1..00 per year for
associate members. Following discussion, Councilman Bennett, seconded by
Councilman Bryant, moved that ivayor Barrow take a regular membership and
that ach of the Councilmen become associate members. 1,10tion carried.
Pres. Barrow read the letter he had addressed to !,:ayor Barfield of Perrine
with regard to the shooting, but stated he had 'as yet had no reply:
kres.' Brown asked what progress the committee on traffic safety had made
and Chairman Pressley reported that a check of the streets had shown the
need for 53 raised stop signs and that money for only 43 is available.
'here was a discussion and it was agreed that the main thing at this time
is to meet with the committee of the I. -P lodge as originally agreed.
Pres. Brown also reported on the matter of the state Highway (U.S. X1)1 stat-
ing he had talked. with Iir,. Fultz of the State Road Dept. who said that
the present Board had not considered anything on a highway south of where
it now has stopped on N.U. 27th eive.: and 36th fit. The possibility of getting
the vest side of the FEC RR for another highway was discussed and as
11r. Fultz was leaving, on Yriday for the last meeting of this Board at
Tallahassee, Pres. Brown stated that he would like the Council to concur with
Whatever the Advisory Zoning Board works out at its meeting on ilednesday
night and recommends. Foliowing discussion in the course of which Council-
man 6hafer raised the question of whether the City would have to provide for
the condemnation of property within the City and lay for it, Councilman
Bryant, seconded by Councilman Pressley moved that the Council concur in
the recommendation. the L,dvisory 4oning Board will make on the proposed
highway. Lotion carried.
It was reported that L.r. Butler of the ata`te .load Dept. had discussed the
widening of the high,tay for parking and stated that there is a natural
fall and no need for a culvert but put i11 a narrov, trough. It Was

n work out a recommendation for that and have it
ready iriday for delivery to Air. r'ultz, as per motion by Councilman
6hafer, seconded by Councilman I.iaples, asking the State Iload =dept. to widen J
the road by filling up the ditch and surfacing the tors after the Telephone
Co. has 'put in its cables. Motion carried.
Reports of standing, ' committees were as follows;
Finance. Chairman Bryant reported that 48% of the Real ;roll and 62 of
the Personal roll had been collected.
Sanitation: Chairman Bennett reported that a total of 973 had paid their
garbage service fee, leaving about 200 unpaid. He also reported trash pit
trouble over burning without having: someone in attendance. he stated
the County Fire Department has given the City a 30 -day permit and with
the agreement that a man be left at the pit during the burning,.
He also raised the question of toilets at the bus stations which is also
used by persons waiting for the Greyhound buses.;

Streets Lve Parks : Absent. Councilman Shafer made the request on behalf of
the local churches for the use of the Commdnity Park for the Christmas
music festival the Sunday after Christmas. Codheilman Pressley seconded
by Councilman Bennettq moved that the Council grant them. the use of the
ball park for this purpose the Sunday after Christmas Motion,. carried.
Buildings: Mrs. Daino's attorney is to .get in touch with Mr. Ward,.
Mayor Barrow discussed the condition of the fire hduse' and recommended
that with'three men now on the force, it should be the duty of the first
man on each day to see that everything is ship -shape and.each man after
him is to check and keep it so.
Councilman Maples stated that he would get prices on painting the fire
truck.
Mayor Barrow again brought up the matter of the carnival, stating that
it had been definitely understood that there was to be no bingo, games,
etc. Councilman Bennett said 'that. `that should have been voted on directly.
Councilman Shafer expressed his disapproval of "street corner" council
meetings.
