The meeting was called to order: by Pres. Brown;, with Mayor Barrow
Atty. Ward and Councilmen. Bryant, Beruiett, Shafer, Pressley, 1ALple
and Brown responding to roll call. Councilman Atwood joined the meeting
during 'the reading of the minutes.
Yinutes of the regular meeting of November 4 were approved as read.
Regular order of business'.was suspended to take up a petition to 11,1ayor
Barrow and members of the Council signed by Julian L. Carballo, Chairman
and Jas. B Dowling and J. P. Canington as members of the committee
representinc, the Knights of 1-'ythias Lodge. Mr. Carballog accompanied
by Lodge members Leo Glasel and L. J. LaGoy, was present to go further
into the matter - namely;, traffic safety on the City's streets. It was
brought out that a state road department check the Preceding week had
turned in a count of 7400 cars in a 24 -hr period on the Highway, and
the question was raised whether a "no parking" policy might be the
possible solution at this time. Insofar as straig,!htening out the S.
4th Ave. crossing, Atty. Ward' stated that the FEC is still in the hands
of the receivers, marking time and not willing to do anything, and that
another solution might be the opening up of a bawl: highway, as in
Homestead. He suggested that it might be a good plan to get Traffic
Expert Earl J. Reeder from Niami down to work on South 1"iami's problem.
Following further discussion, Councilman Bennett, seconded by Council-
man Maples', moved that Pres. Brown appoint a committee to meet with the
committee from the K -P Lodge and spend as much: time as they want to,
to talk it over. Xbtion carried, and Pres. Brown named Comicilmen .Pressley
Bennett and Atwood to this committee.
Mayor. Barrow called attention to the fact that the rostoffice'is to be
moved soon and that three possible locations under consideration will
probably present another traffic problem.
Inasmuch as the majority of cars parked along the highway south of
Sunset belong to patrons of the South Miami Theater the question was
raised as to whether the Theater proprietors should be made to provide
off- street parking space.
Mr. 'Glasel arose to say he had first brought up the question of straighten
inL out the S. 4th Ave. crossing about 7 years ago, and if the Railroad
is in receiver's hands, wanted to know if the matter could not be taken
to the U.B. District Judge who aipointed the receivers. It was decided
that this should be dome only as a Last resort.
The written application of Ted Zell, for the transfer of the boor -wine
license held by him and his partner, .Bill Fodor, from their present loca-
tion at 301 It. 2nd Hd. to a proposed new building on 1I. 4th St. just
west of Red Rde was read and Mr. Zell was present to present his case.
Atty. Ward stated that the Council could only give tentative approval of
a transfer of such a license only w111011 def "i.tlito constl,uction has been
undertaken$ and Councilman Maples, seconded by Councilmati Atwood, moved
that Mr. Zell pr6sent a complete set of plans rf what he intends to do to
the Advisory mooning and Plannirr� Board, to be returnee: to the Council - or

A letter from the Horsley Insurance Agency, calling 'attention to the
there fact that is no fire extinguisher in the kitchen of the Community
Building, was read,, and it was agreed to correct this omission.
Barney Tassel next appeared before the Council with reference to con-
ducting a carnival for the Volunteer Fireman on'a 50 -50 basis, stating
that he would run a clean show, and referred them to other places in which
he had operated, including Coral Gables, . Coconut Grove, Lake ;dorth, ;Morning-
side school, etc.. He stressed, the need for fast action as he has only one
more week on the road
Councilman Atwood pointed; out that the City's ball park would not be
available until Dec. 4 because of scheduled games So that another location
:would have to be worked out, probably Dorn's field. It was pointed out
that all money from concessions, bingo games and percentages from the
shows and rides go into the "general fund and each day's business settled
up that evening.
It was stated that no gambling is to be permitted, but it was believed
that the rides, show:, etc:. would be fun for the children.
It was also pointed out that this is 'a poor time, just before Christmas
and the week of the Community Chest Drive.
Following further discussion, in which Councilman Bennett said he was in
favor of giving the Volunteer Firemen a chance to make some money, he made
>, the motion, seconded` -by Councilman Pressley, that the Council be polled
as to whether to permit a carnival exclusive of gambling and lewd shows
of any kind to come in. Motion carried by poll, as follows:

Uayor Barrow, expressed his opposition, and assured the Council that
if there was even a slight bit of gambling and the Police Department
does not stop it, there will.be a change in every department.
A letter from Harm Wieder asking g for permission to erect a temporary
stall for selling toys at 305 S. State Highway was read. Atty. Ward
advised that this is contrary to the ordinance and that the Council
cannot give the permit. It was pointed out that the stand was already up
and he said it Mould have to come down.
A letter from the South Miami Homo Demonstration Club wqs read, as,. ng
to be relieved of the responsibility of financinL the gas for the stove
at the Community Bldg. Councilman Bennett, seconded by Councilman
iressla moved that the City acknowledge receipt of the letter and re-
lieve the Club of its responsibility for the stove. Motion carried. It
was agreed to try to get sane Crirt• of lock, so that each organization
Can be held responsible for its use of the stove.
Reports of statlding committees Vlore as follows:
Finance: rTo report.
Sanitation: Atty. ,Vard stated that the City cannot penalize a resident for
failure to pay a service charge, but can stop the service, and then watch
for violations.
Fire: O.K.
Streets & Parks: Chairman Atwood reported that the, equipment authorized
at the last meeting 'had been ordered. There was a discussion on a Christ-
mas lighting prograrn and it was generally decided to work something out
on the ball park, rather than try to illuminate portions of the highway.
Police: Chairman Pressley brought up a problem of parking along Sunset
Drive east of the railroad, angle parking versus parallel parking, stating
that Chief McKinney had failed to obey orders to make the chanLe. Follow-
ing discussion, Councilman. Pressley seconded by Councilman Bennett, moved
that angle parking be discontinued only in front of 117 to 123 Sunset
Drive. Motion carried.
Chairman. Pressley, seconded by Councilman Bennett, moved that Edison
Stout be put on a permanent status as police officer, at $180. per month,
on.Provember 20, at which time he will have successfully completed his
three months' probationery period. <�Tvlotion carried by poll, as follows:

Buildings; There were no recomuentions to consider at this time, from the
Zoning Board, but Chairman Shafer called attention to the fact that
property owners along Bird Road west from N. 4th Ave. were organizinft
to sue out of town? (MCMEVE`t TMRRACE and BIRD ROAD ESTATES).,
