1948-10-21 MINUTES OF CITY COUNCIL SPECIAL MTGn MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF SOUTII IvfIAMI HELD THURS- DAY EUENING9 OCTOBER 21� A.. D. 1948 AT THE CITY HALL AT 8:00 P.111.. The meeting was called to order by ire - President Bryant, with Mayor Barrow2 Councilmen Bennettq Shafer, Maples and Bryant responding to , roll call. President Bryant read the notice for the meeting which had been called for the purpose of filling Council vacancies, arranging for the change of signatures at the bank and approving pending bills and taking final action on Ordinance No. 1 ?9 and for no tither business:. The following bills were submitted for approval and payment: E. L. Thompson 244r.55`labor and material on dry wells `Horsley Insurance Agency 26.36•balance on ;insurance premium on City Hall Councilman Shaferg seconded by Councilman Maples moved that the bills :be paid as read. Motion carried by poll, as folows: Bennett yes Shafer yes Maples yes Bryant yes At this point Councilman Pressley joined the meeting. a' Following discussions Councilman Shafer, seconded by Councilman Maples, moved that the Council appoint Winford W. Brown to fill the vacancy on the Council. Motion carried by poll, as follows: Bennett yes Shafer yes Pressley yes Idaples yes Bryant yes Mayor Barrow then administered the oath of office to Winford W. Browny who then took his seat as a Councilman. President Bryant tendered his resignation as President of the Council and Councilman Shaferg seconded by Councilman.Pressley,q moved that the Council accept his resignation as President of the Council. Motion carried. At this point .Mayor Barrow called attention to the fact that when CV. T Clark became President of the Council he made; all his appointments on a temnora_ry basist and .wanted the new ,president of the Council to 'bear this in mind Councilman Pressleyl seconded by Councilman Bennetts moved that Winford IV. Brown be namdd president of the Council. Motion carried by polig as follows Bennett yes Shafer yes Pressley yes Brown not voting Maples yes Bryant yes The ,gavel was then turned over to him and Ares. Brown took the chair. Councilman Shafer$ seconded by Councilman Pressleyq moved that Councilman - Bryant be named Vice- President of the Council. Motioxi carried by poll .: as follows Bennett yes Shafer yes Pressley yes Brown yes Maples yes Bryant not voting Mayor Barrow led a discussion on holding spectator delegations to a time limit on speeches and urged that meetings be held to normal time schedules. In order to provide for the change of signatures on the City youchers Councilman Maples, seconded by Councilman Bryant, moved that Resolution #283 be read. Motion carried. RESOLUTION NO. 283 A RESOLUTION AUTHORIZING TI-M SIGNATURE OF WINFORD W. BROWN AS PRESIDENT OF TI-E CITY COUNCIL ON ALL CHECKS OF THE CITY OF SOUTH MIANII AND CANCELLING THE SIGNATURE' OF H. HOLLIS BA3.ROIV. BE IT RESOLVED BY THE I4AYOR AND CITY COUNCIL OF THE CITY OF SOUTH MIAMI, FLORIDA: WHEREAS, H. Hollis Barrow has succeeded to the office of the Mayor-of the City of South Miami2 Floridat and " WEEREAS, Winford 111. Brown has succeeded to the office of the President of the Council of the City of South Miami, Florida NCF29 THEREFORE BE IT RESOLVED THAT the signature of H. Hollis Barrow as'President of the City Council; on the checks of the Cit6 of `South Miami, Florida be cancelled as of the close of business on ctober' 19, 1948 and the signature of Winford V1. Brown as President of the City Council of the City of South Miami,2 Florida be honored as of October 20, 1948 and until further notice. PASSED AND ADOPTED this 21st day of October, A.D. 1948. Thereupon Councilman Ma less seconded by Councilman Pressleyq moved that Resolution No;. 283 be adopted as read. Motion carried by poll9 as follows: Bennett ,yes Shafer yes Pressley, yes Brown yes Maples yes Bryant yes Following a discussion on Section l of proposed Ordinance No. 1799 it was decided to withhold action until it could be checked with Atty. VVardq inso- far as the extent and meaning of the words "or during construction" were concerned. Police Chairman Pressley asked for clerical. assistance in his department during the car inspection rush, and Councilman Maples, seconded by Councilman Pressley, moved that the Council authorize the payment of $35.00 per week to a clerk for not more than six weeks to help during the car inspection rush.
