1948-04-06 MINUTES OF CITY COUNCIL MTGMINUTES OF THE REGULAR MME TING OF THE CITY COUNCIL OF SOUTH MIAMI HELD TUESDAY EVENING, u` APRIL 61 A.D 1948 AT TITS CITY HALL AT 8:00 0' CLOCK. The meeting was called, to order by Vicepresident Barrow with h:ayor Thompson, Atty. ?lard and Councilmen Bryant, Atwood, Barrow, Pressley, Maples and Shafer respoii ,ia :g to roll call. Minutes of the regular meeting of March 16 were approved as read.. Bitty- !Hard reported on the later situation, stating that Mr. Adrian McCune had agreed to get up some definite proposal from Iliami, and would try to arrange to leave a parkway along the private property or lease back to the property holders so as to provide for proper' maintenance against wild and uncultivated growth over the proposed 50 -ft. right -of -way. He also stated that there was a ;good possi- bility of making ,a deal to tie in for a water distribution outlet, and that the other :rater deal was up in the air until it could be determined what the city can do. Upon Atty. dard's recommenda- tion, the City's original water committee composed of Councilmen Barrow and Maples and Atty. I'lard, is to meet with Miami's man some _ time next week with the main objective to provide a source of water for South Miami. Insofar as the proposed Planning Board is concerned, Atty. Icard suggested an amendment to the Zoning Urdinanee to provide for an Advisory Zoning and Planning Board, and following discussion, . Councilman Yzples, seconded by Councilman Shafer, moved that Ordinance No. 171, dictated by Atty. Ward, caption of which follows, be placed on first reading in its entirety. Motion carried. Thereupon Councilman Shafer, seconded by Councilman Bryant, moved that Ordinance No. 171 be placed on second reading by caption only. Motion carried. The question of a sign for the -idler Poultry Farm, in a residential arena, was again brought up with Mr. Adler appearing before the Council with his request. In accordance with the Zoning Ordinance, he can only put up a small sign with his name and address. In connection with the proposal to put dawn more fiI•e %Vella, several - Q1 - well drilling companies had been contacted and none willing to submit a definite price because of the iR:ide variation of problems involved in drilling;. Hughes F. Miller of 201iller Associates appeared person- ally to discuss this matter, stating that the fairest deal for both parties concerned would be on a well to well basis at a definite price per foot, and agreed to undertake the work under these conditions at $3. 75 per foot, including the pipe, on a 4 in. yell.. Following; dis cussion Councilman 10aples, seconded by Councilman Atwood moved that Hiller Associates be hired to put down the first well at the most strategic, point, as a trial well, at $3.75 per foot fora 4 in. well, not deeper than necessary to provide an adequate supply of water. Motion carried. CommunicAtians were as follows: 1. A `letter from H. E. heating, Manager of Consumers Water Company, clarifying a misunderstanding on his part with reference to supplying water to South Miami residents along, points where their mains border the City's limits. 2. An oPen letter from Yrs. W. A. Entwistle, of Biscayne Gardens in answer to a recent open letter of Ivlaj. Bobt. Crawford on the con solidation issue. It 'was agreed to give Mrs.ntwistle's letter to the South Miami TIIES 3. A letter from the Fuchs Baking Company °inviting the City officials and employees and their wives and husbands, to an open house and fishfry on Wednesday evening for a previe1w of their new automatic . _ bread plant In connection with the bakery, Vice -Pros. Barrow stated that the Southern Bakers association will,meet in convention April 18 to 20 at Ifliami mainly to see this new plant, which is not only the largest in the South but.the only completely automatic bakery in the world. It was agreed that it would be good publicity as well as compliment- ing the bakery, to have a welcome banner for the convention. 4. A petition from property owners around the intersection of IMF. 2nd Ted. and N. 4th St., regarding the noise after 9 P.M. of passengers waiting for the bus, as a result of a chanEe in route after that time. Councilman Pressley stated that the police department was trying to control the matter, but could not park there all the time. It was finally agreed that Councilmen Bryant and Pressley try to work this out. Reports of ;standing committees were as follows; Police; O.K. With car inspections increasing, Chairman Pressley seconded by Councilman Bryant, moved that prances Maples be hired, as of April 19 at $35.00 per week for not longer than 6 weeks. In a memo ° ;prepared by ,a searches it was ' pointed- ut that the canal had never been dedicated and was apparently the property of the original sub- dividers, W. J. McLeod and Lottie McLeod, his wife, now residents of Homestead. The Clerk was instructed to refer the matter to Atty. Ward. The Clerk was also instructed to get a resolution for a new street light at N. 3rd Ave. and N. 2nd St., Chairman Atwood also repor ted that the residents of CAMBRIDGE 1A1.'1NS would' undertake to landscape the proposed playground between the canal and the houses at the west end, if the City could get the property cleared and;graded2 and it was decided to have John Shuck look it over and.aee if the City's equipment can handle thejob On the Dade County School Board's offer of a playground director for the summer months at the Community Park, it was agreed to let Chair- ,man Atwood work this out with them.
