The meeting was called to order by Pros. Clark, with Mayor Thompson
Atty. Ward and Councilmen Bryant. Shaferg Barrow, Pressley, Maples
and Clark responding to roll call.
minutes•of the regular meeting of February 17 were approved as read.
Minutes of the special meeting of February 24 were read and approved
subject to a correction on the radius within which the house count, had
} been made.,
Ben Feinberg, planning to do business as Red Road Food Market at Bird
and Red ;Roads appeared before the Council with a request for a license for
the sale of beer and wine not over 14% alcoho'12 for consumption off the
premises. Councilman Maples, seconded by Councilman Pressley, moved that
Mr. Feinberg be granted a permit to sell beer and wine not over 14
alcohol for consumption off premises. Motion carried.
The question was raised as to whether the state law for package store
limitation on population basis is binding on the City's charter but
Atty. Ward expressed the belief that it would take considerable liti-
gation to try the law out.
C. Gammage, Electrical Inspectors reported on progress in setting
up a Board to conduct examinations for master electrician? to be com-
prised of ari electrical contractor, a journeyman electrician and the
electrical inspectors as per the City's" electrical ordinance. He
recommended Theo. Stadig as the contractor and Idilliam Wallis as the
Journeyman, both residents of South Miami. He also pointed out that
the Ordinance provides for the collection (!f ;a �1Q' per year fee from
masters and scaled down to maintenance man, =.pith the recommendation
that the examination fees be the cost of the first year's license.,
Following discussions Councilman Haples,p seconded by Councilman
Pressleyt moved that the Council accept Mr. Gamnage's recommendation
on the two men for the formation of the examining board2 with the
fees for the first ,year's license to be the Board's pay. Motion carried
by poll9 as follows:

W. 0. Canington, Building Inspector7 reported that he had been asked
the possibility of arranging for parking space along the RR right-of-
way south of Sunset in connection with a 20 -r -,Oom hotel that is to be
put up back of the Dixie Pig) as soon as construction on the building
at the corner of Sunset and the Highway is completed. It was brought out
that Chairman Atwood had already written the State Road Dept. representa-
tive along that line.
Mr.* Canington also raised the question of what could be done about the

In connection with the proposed revision of the City's Occupational

License Ordinances, it was found that the date is not set by charter, and
it was Atty. iiard's recommendation that am emergency, ordinance be
passed, permitting the renewal on the present rate for half a year,
nermittiz;' the careful preparation of the revised ordinances and due
notice of the upward revision. He also advised in connection with the
house -to -house solicitations for magazine subscriptions, which at times
has been a nuisance to residents, that the City cannot keep them 'from'
going in to solicit the subscriptions, but can keep them from taking
any money thereon,. It was generally agreed that they could probably be
kept out by requiring them to get an O.K. from the Council before per-
mitting. them to operate -.
In connection with the proposed funeral home location$ Atty. ''hard+ went into
a detailed discussion 'on zoning principles and basic law regarding a
property owner's rights in connection with the use of his property, between
specific use ,zoning, such as C -1, C -2, C -3 etc., and special uses which
are permissive rather than specific zoning, and which come entirely
within the discretion of the Council to grant. He added that iri his
opinion, the City's zoning ordinance is good that the Council had
followed it by referring the matter to the Zoning Board, which in turn
held a meeting and then :made its recommendation, and that while the
Council is not bound by law to accept the recommendation, it should have
a good reason for not accepting its and that in granting the permit for
the funeral home the matter was completed. Ile further stated that the
man could have enjoined the City from cancelling the permit unless there
were proof that the facts had been misrepresented
Following this discussion Councilman Barr

Pressley, moved that the Council accept the original recommendation of
the Advisory Zoning Board and not refer the matter back to the board.

Councilman Barrows seconded by Councilman Iviaples� moved that in future
all Zoning Board recommendations remain sealed until opened by the -
Council Motion carried.
Reports of standing committees were next considered, as follows:
Sanitation: Chairman Barrow reported that 'the Chevrolet truck received by
the dealer was a 2 Ton and about $500 more in price, but that he now has
a price on a l�-Ton Ford from Universit;yDlotors, at $1700.94 for cab and chae
ss, and $767 £or a steel platform and hoists making a total of $2468.94 and
a promised delivery date of March 15. He also pointed out that the Fond dea]
or is also the nearest, a point to consider for service. .
Councilman Maples, seconded by Councilman Shafer, moved that inasmuch as
bids had been requested by advertising but no regular bids had been sub-
mitted at the time and the Council had held the matter open for further
investigation and additional proposals had been elicited, and that
Chairman Barrow recommended the purchase by negotiated purchase from
University motors of a ;1948 Ford bab- and - chassis, with stool platform
and hoist at a total cost of $2468.949 that the recommendation of Chair-
man Barrow be accepted and the City purchase the said l Ton Ford cab
and - chassis with steel platform and hoist from University Motors. Motion
carried by polls as follows

At this point Councilman. Barrow was
excused.
With the question of a water distribution system temporarily at a
standstill, the Clerk was instructed to ask the Fla. Inspection and
Rating ureau to
ng postpone its report on requirements for an adequate
fire protection rating and return the map submitted to it thru Whi. H.
Cauley.

1. From Dalton C. Wright, area Director of USO1 commending the South
Miami Variety Group for its splendid services in furnishing entertain-
ment in veteran's hospitals, etc. and asking the City's continued
support for the group,
2. From the South Miami Chamber of
Commerce, recommending zoning
changes along Sunset Drive between the Highway and Red Rd.
3- From Councilman Atwood requesting leave of absence for the next
two or three weeks. because of business calling him out of town for
that period.
4. From the ifiami Postmaster', commending the ,Police Department for
its services in making possible the
delivery of six cartons of baby
chicks addressed to ;a P.O. Box, by contacting
the addressee who
lives out in the country and has no
phone.
