CITY COUNCIL HELD TUESDAY EVENING
NOVEMBER 4� A. D. 1947 AT THE CITY HALL AT 8 :00 P.I .
The meeting was called to order: by Pres. C1arL- with Mayor Thompson
and all members of the City Council and Atty. H. F Ward responding
to roll, call.
IJiinutes of the regular meeting of October 21 and of the special
meeting of October 28 were respectively approved as read:
Action on the request of Robert Lesser for permission to put up an
electric fence 'around his property to keep his dogs from running onto
the street;, was withheld pending further details.
Roland Sweet, .representing the Keys Transit Co., stated that they
held a franchise from the Florida Railroad Commission to ,carry white
and colored passengers over the Rickenbacker Causeway and would like
authority to pick up negroes in the colored section and carry them
only to the new negro bathing beach on the keys. He stated that they
were now hauling colored workers for the county. Atty. H. F. lard
expressed his belief that they can lease a lot and operate fro

The Clerk reported receipt of a verbal application for a beer and wine
license at 109 Sunset Drive. Councilman Liaples� seconded by Councilman
Shafer, moved that the request be tabled until the applicant appears
' in person. Notion carried.
E. L. Cotton presented a request for the use of TAZ of Lot 65 and all
Lot 66 l'!. A. LARKINS for parking purposes and presented signed waivers
agreeing to this use from all adjoining property owners. Councilman
Barrow, seconded by Councilman Yaplesa moved that the request be granted.
Notion carried.
NO i. Wilson appeared before the Council to state that he still needed'
more time to complete his moving. Councilman Barrow, seconded by
Councilman Atwood, moved that Iv;r. Wilson be grained an additional 60'
days. Iviotion carried.

The Advisory Zoni; Board recommends to, the Honorable
Council that the requested re- zoning be made. It is our opinion that
a change in zoning as requested would result in improving the entire
subdivision of UNIVERSITY PARK and enhance land values in adjoining areas.
The Board further recommends that before the Honorable`
Council makes any change in zoning that the City be assured of dedication
of the Park area as outlined in Babcock- Lamont's letter of October 24,
1G47 and further that full restrictions as outlined in paragraph 6 be
included in each deed of the Babcock - Lamont Company.

Councilman Shafer, seconded by Councilman Pressley, moved that the Council
accept the Advisory Zoning Board's recommendation, with the added provis

In connection with the application of Iverson Head for the re- zoning of
his lots in RIVIERA PAR.K2 which had been rejected by the Advisory Zoning
'Board after a hearing, Councilman Bryant, seconded by Counneilman Maples moved that the Board be asked to ca 11 a hearing for the re- zoning of all
Red Road frontage from the Highway to Bird Road to C -1. Iviotion carried. "
On the eater situation, Omar Stang reported that it was now believed
possible to finance the entire system, including fire protection, that
it will require the services of a civil engineer who understands the
installation. He stated that finances were now being worked out and
asked that the City not take anything less than what they know can
be given.
H. E. Keating of the Consumers .t'ater Co. stated: that they would bring
ti�jate'r into the residential area as tie revenue from that area would
„arrant.
Councilman Bryant said that definite questions regarding pressure;
storage tank, exteniton of water to residential areas, size of mains

Mr. Stang asked that the Council meet with hint on Nov. 6 for full details
and Mr. Keating asked that a map be given him indicating the residential
areas his Company would be expected to serve.
In response to the written request of 8abcock- Lamont`C649 Councilman
ItiYaples, seconded by Councilman Pressley, moved 'that 'a permit to in-
stall water facilities be granted them �ubject to any subsequent
Franchise.
A similar request from Michael Fascell for his 7J acres in the SE-,,- of
1tF. of 36 -54 -40 resulted in a motion by Counciln +.an Pres ley? seconded

A letter from the :.pest Palm Beach Jr. Chamber of Commerce on the need
for an over -all program on drainage control was ready and the Cleric
-,, instructed to send them a copy of Resolution ,'x'268.
Atty. Ward advised that the request of Arthur Mooror to erect a utility
house on the back of the vacant lot adjoining his property at the rear
would constitute a zoning violation.
At this point Councilman Barrow asked to be excused.
Reports of standing committees were as follows:
Finance: Chairman Bryant reported that cash is getting low and suggested
that they try to work out something between the police and fire depart-
ments to provide for time off for the firemen. There was a discussion
regarding hours worked by the police and Mayor Thompson asked for the
return to the 8 -hr. shifts 6 days per week.
Sanitation: Excused.
Fires Nothing
Police: 'Nothing.
Streets & Parks: Chairman Atwood reported that he had found a cement
mixer which could be purchased for $30.00, which it vas agreed to buy.;
At this point Mayor Thompson again asked for, the 8 -hr. shift on the
police department, and Councilman Shafer suggested that Chairmen Maples
- and Pressley be left to work this out.
Buildings: There was a discussion about the balance of the work still
T ,o be done on the City Hall building.
Bldg. Inspector Canington reported on a meeting of building inspectors
of the 14 municipalities, sponsored by the Builders' Exchanges at which
they wort working toward a uniform building code. He stated that all
but 2 were now working on the Miami code and it was a question of making
a uniform code by adopting the Miami code. It was agreed to let Building
Chairman Shafer and Inspector Canis ton work this out.
