1947-10-21 MINUTES OF CITY COUNCIL MTGMINUTE OF THE REGULAR iZETING OF TIC CITY COUNCIL OF SOUTH I IA1,?I HELD TUES DAY EVENING, OCTC;BER 21, A.D. 1947 AT TIE CITY 11ALL AT 8:00 P.111. The meeting was called to order by Vice -Pies. Barrow with Yayor Thompson and Councilmen Bryant, Shafer, Atwood, Pressley, Maples and Barrow responding to roll call. Minutes of the regular meeting of Cctober 7 were approved as read. Letters to Mayor Thompson from the Miami Council of the Navy League of the U.S. regarding forthcoming Navy Day activities, were read. A'letter from County Commissioner Bird requesting a resolution promising the City's co- operation toward the solution of the flood control problem, and enclosing a 'copy of the County Commissioners' resolution, resulted in a motion by Councilman h9aplesq seconded by Councilman Shafer, and carried, to pass and adopt Resolution No. 268, prepared by Atty. "lard, as follows RESOLUTION NO. 268 A RESOLUTION JOINING THE BOARD OF COUNTY COM YISSIONERS IN A REQUEST FCR FEDERAL ASSISTANCu IN FLOOD CONTROL AND RECLAIti,ATION. W11EREAS2 the Board of County Commissioners has pe= titioned the United States government for relief and assistance in flood control in southeast Florida, and WEEREAS, the City of South Miami deeds it vital to the preservation of property and to the health and well -being of its citizens that flood control be instigated, and VPr= —ASy no flood control for southeast Florida is possible without control over the waters of Lake Okeechobee and the drainage therefrom, and >1E1EREASj said drainage is now in and under the control of the government of the United States, NO W9 TIM - REFORE 9 BE IT RESOLVED by the Mayor and the City Council of the City of South Miami to hereby request that the government of the United States of America do proceed forthwith and with all due speed to survey the problem of flood water control and reclamation of southeast Florida, and BE IT FUHTIM-R RESOLVED TF?AT a copy of this resolution be forwarded to our United States Senators and Representative, to the Governor of the State of Florida, to the Area Committee, to the Board of County Commissioners and to other interested authorities. Reports of sanding committees were as follows Finance: Chairman Bryant seconded by Councilman Atwood moved that Ruth P. Shggars be granted a raise of $10.00 per month as of July 1 in line with the full -tine employees. Streets & Parks: Chairman Atwood reported that John Shaw had cut the ti of q s little finger nearly off in the power mower. Motion carried. Vice -Pros. Barrow reported that he had checked with the County Health Dept. on the possibility of :permitting trailers to park at the Com- munity Bldg., as an emergency measure and had received the Q.K. for 20 men and 20 women7 but that with the partial recession of the water at a nearby trailer park, it had not been necessary to make the City's facilities available. Building: Chairman Shafer brought up the matter of an awning desired by the Police Department and called attention to the fact that there is no provision in the budget for the present for such work. Sanitation: Vice -Prey. Barrow reported that the department was still operating with only 2 men but that both knee boots and hip boots had been purchased for them, altho the water is still too deep in some places. He also reported that he is working on a schedule for cover- ing a definite territory every day. kitty: Glynn 0. Rascol representing Mr. & Mrs. Ja`s Blunn2 appeared before the Council on the matter of the R/W supposed to have been used for 24 years7 and which, due to present flood conditions, has been made impassable. lie stated that a ba.,. Noble was objecting to the use of the road. Mr. Noble was present and stated he was willing to per- m-it a RAV at either side of his property. The entire matter was re- ferred to Atty. Ward. Fire: Chairman Vaples brought up the question o:e getting a thivd man oii the departmont. It was agreed that it was mainly a Matter of finances and action wars to be held over to the next regular meet1mg, so that ;gays and means of paying this additional Salary could be figured out. Haynie for $94.40 for painting and lettering 121 street signs be approved and paid.
