1947-10-07 MINUTES OF CITY COUNCIL MTGMIRUTES Of" TIM REGULAR MEET12TG OF TIC CITY COUNCIL OF SOUTH MIAMI IiELD TUESDAY EVENING, OCTOBER 72 A.D. 1947 AT TIC CITY HALL AT 8:00 P.M. The ;meeting was called to order by, Pres. Clark, with .11ayor Thompson Atty. 'lard and all members of the Council responding to roll call. Minutes of the special meeting of September 23 were approved as read. Regular order of business was suspended to take up the matters of visitors present. Alvy McDonald, representing John Pratsinek, the new owner of the I!E' corner of Sunset Drive and State Highway, asked what could be done about the set -back requirements on the Sunset:DriVe side, designated as an arterial highway in Ord. X98 and providing for a 50 ft..set -back from the section line. Councilman Shafer2 seconded by Councilman Pressley, moved that the matter be .referred to the Advisory Zoning Board for recommendation. Motion carried. The question was also raised as to whether this would not come �uzder County jurisdiction rather than City, because Sunset Drive is a County maintained road and Arterial Highway, with Atty. V ard's recommendation that the City should work with the County on set -backs on all County- maintained roads, and that in his opinion it would be a violation of the Zoning Ordinance to permit the erection of the building'as, proposed by Mr. McDonald. The amended plat of the proposed subdivision of 6.7 acres in the Sri of 26 -54 -40 bearing the approval of the County Engineer's office, to which they had been referred at the special meeting of September 23 was again presented. Inasmuch as this met all requirements, Councilman Maples, seconded by Councilman Pressley, moved that the City accept this tentative plat as amended, Iaotion carried Leo Glasel appeared_ before the Council to calf attention to the traffic hazard at S. 4th Ave. and S. State highway, brought about by a jog in the intersection due to the FEC crossing. Councilman Barrow, seconded by Councilman Atwood, moved that the Police and Street Commissioners try to work out something with the county to remedy this situation. Motion carried. Ernest Roscoe and Don Schrager appeared in person to report that they have a possible location at 100 Sunset Drive, for the location of their proposed "Tourist Guide and Escort Service" as outlined in their letter presented at the special meeting on September 23. Councilman Maples recommended and endorsed 11.r. Roscoe whom he Imew personally. Following a further discussions Councilman ITaples, seconded by Councilman Bryant, moved that Lessrs. Roscoe and Schrager be granted a license upon presentation of a rent receipt and in accordance with the terms of their letter. Motion carried. E. L. Cotton again presented the plat of the proposed subdivision of the Fuchs property in 36- 54 -4G, amended to provide a 50-ft. alley-at the rear of the business lots. Councilman Shafer, seconded by Councilman Maples, moved that the plat ds amended be approved and referred hack to the Advisory Zoning. Board .for the zon rig. problems thdreon. Motion carried> C. 4ti ittkow sked the Council to lower the mininxun square -Toot require- ments of 19000, sqe, ft. per one family residence in the 40 acres it the SW Corner of N. 4th Ave. and No. 8th St.� stating that these were too high, and E. L. Cotton suggested 700 sq. ft., so that he could; put up houses that would sell, for $6500:.00. Counciliiian Napless seconded by Councilwail Atwood, moved that the matter be referred to the Advisory Zoning Board. Motion carried. Mr. Cotton stated that they would be willing to put a restrictive covenant in the deeds to prevent colored occupancy. Omar E. Stang' next was heard in connection with the water survey being made. by a private group. He stated that theirs was practically com- pleted and they would like to show what has been done , what the City's' needs would be and what might be Eotten 'with the present franchise about ,to be made. He introduced Messrs. McDoruzell and Linthic'ums who have been working on this survey and Mr. Linthicum presented a tracing applied over the City's -map, giving ;full details of a water system that would meet the demands of a c.onmunity of 7200 people and provide full fire protection. He staved that the underwriters require 1500 gal per minute over and above domestic demands, for fire protection., and that the system as outlined2 could be put into service within a year after approved. It provides for a total of 83,000 ft. of mains, a 200,000 gal. storage tanks and the entire system was estimated to cost $3699000. Mayor Thompson reported that at the hearing a week ago quite a few people had indicated their willingness to bond the City for a water system. Following a discussi'on, in which Yr. Atwood, moved that the Stang group he given 30 days time to get complete details of their survey before the Council. Yotion carried. Councilman Shafer suggested the advisability of creating a department of water and combine it with Sanitation as; a department. At this point Councilman Barrow was excused. A letter from the Director of the State Planni-ig Board requesting the membership of the Municipal Planning Boards if any, was read. It was agreed that Councilman Shafer discuss the matter with W. We Brown of the zoning Board and report back at the next meeting. Councilman. Pressley presented a letter written Oct. 3 by Leo Sheiner2 attorney representing the family of the colored man shot by Officer. Wiegand Attye Ward recommended no answer. A letter from the Red Cross regretting any damage that may have been incurred at the Community House during shelter occupancy and offering to reimburse the City was -read and the Clerk instructed to thank them for the offer and express ;appreciation for the service rendered by their workers thru the storm. Councilman Cl. W. Brow Shafer reported that he had checked with former Police Chairman . Brown on the matter of the police always riding 2 in the car and that it had been a recommendation and not a Court order. The question of arranging it so that the two men of the Fire Dept. can also have time off each week was brought up by Councilman Atwood but in view-of the late hours Fire Chairman Maples agreed that this matter be held over until the next meeting'. Police: Chairman Pressley reported that the whole front that the car was in bad shape and end had gone bad and would, have to be worked over.
