CITY COUNCIL OF SOUTH MIAMI HELD TUESDAY

HALL AT 8:00 P.M.
The meeting was called to order by Pres. Clark with Mayor Thompson
and all members of the Council responding to roll call.
With quite a few visitors present? Councilman Barrow, seconded by
Councilman Maples, moved that regular :order of business be suspended,
to take up the matters of the visitors.
Mr. L. 0. Paulson of the Postoffice Department and Mrs. Ruth Palmer,
superintendent of the local office, outlined to the Council details
of the pending carrier service which will give South Miami residents '
within the areas to be thus served twice -a -day delivery to their
homes and places of business. Mr. Paulson also pointed out the
confusion in the area from Miller Road north, in which there is a
good bit of County property carrying County numbers and suggested
squaring off at N. 10th St. and using County streets and numbers
from there on north to the City's limits on Bird Road, thereby
establishing a unified system of numbering. ' He also called atten-
tion to the condition of the roads Ln the colored section and was
assured these would be put into better condition. Councilman At
wood, seconded by Councilman Maples, moved that the City accept Mr.
Paulson's recommendation and change to County numbering for the
entire area north of N. 10th St. north to the City liraits. ;Motion
carried
E. L. Sauls, Jr. again appeared before the Council to renew his re-
quest for a license to operate a cocktail bar at his place at 209
S. State Htivy.9 stating that he has an opportunity to buy the package
store at Fox's and would like to move it to his location. CounciLnan
Barrows seconded by Councilman Maples2 moved that action be 'withhold
until Atty. 41.ard can be contacted. Irlotion carried.
In connection with his proposed building on S. State I% --jy. north of
Se 8th Ste, 'David 'Pullman asked the City to establish a definite set-
back. Inasmuch as this is also U.S.rij the City had :requested a
ruling from the State Road Department, and received the following.;
"The State Road Department controls 66 ft. of right of way' -- 33 ft
on each side of the centerline of State =load 5, U.S. Highway No la
from South Miami to Homestead.
'#Dade County has adopted a zoning regulation through the above mentioned
section of road requiring a setback of 50 ft. from the existing right
Of teary line or a total of 83 ft from the existing center line which
will provide ample area for improving the highway in the future. a +�
"It is felt that if this same regulation could be adopted by the City'
of South I'.iami, it would be of great benefit to all concerned when
future improvements to the highway take place."

Following a discussion, Councilman Maples, seconded by Councilman
Barrow= moved that the City accept the State Road' Department's recom
mendat.ron for set back of 83 ft. from center little' of existing right
of way on all acreage fro*iting on U.S.41. , notion carried.
The plat of 15 acres in the Nt ^l quarter of Section 24 54 40� to be

known as i HEIGHTSp was presented for approval. Inasmuch as this
was in line with recommendations made at the last regular meeting and
.provisions for water supply from a central distribution assured, in
keeping; with requirements of ordinance ,#160 Councilman Maples seconded
by Councilman Atwood, moved that Resolution No. ,264 be read. Ltion

De!"litt Davis appeared 'before the Council to ask what constituted a
nuisance and under what conditions a nuisance charge could be brought.
In the absence of Atty. `.yard there was only a general discession on
the subject.
Minutes- of the regular meeting of June 3 were approved as read.

Sanitary z• • Chairman Barrow reported on the subpoenas served that day'
on all members of the Council and the Mayor and asked that the matter
be turned over to Atty. Ward for attention. While the subpoenas did
` not state what the charges were, it was believed to be an attempt to
get an injunction against the City's trash pit.
At, this point Councilman Barrow asked to be excused.
The possibility of getting 10 trash cans for Q.00 each, from the
Army Salva e place, for use on the street corners and at the playground,
was discussed and the Clerk instructed to cheek and issue purchase
order for same, and also check on the price and availability of el ctric
water _coolers.

Fire: -0.&. With both members of the department taking their ,vacations
during June, Councilman, Maples, seconded by Councilman, Shafer, moved
that Harry Hagens be appointed as substitute at $180.00 per month for
June. Motion carried by poll, as follows

Police,; Chairman ,Pressley reported that the mein in his department were
starting their vacations, one at -a time and the others splitting his
times and made the motion, second ed by 6ouncilaan Maples, that the
$150..00 per month allowance for substitute be split among them, until

Streets & Parks: With the playground in full operation and a good pro -
gram underway, Chairman Atwood, seconded by 'Councilman Maples, moved
that Dr.. Henry Hughes be put on a .pay basis of $10. per week as of
June 9 and Gloria Reeves at $20.00 per week as of June 9 Motion
carried by poll, as follows:

The question of disposing of the "juke" box at the Community building
and buying a record player instead, was disciussed and left up to Chairman
Atwood to work out.

Chairman Itwood stated that 1,ee Goodwin, caretaker of the Community
Building and grounds would like to put a cot in the tool shed and'sleep
down there, feeling that he could control the building and grounds at
night. Following a discussion, however, it was considered inadvisable
- to let him do this and his request was turned dorm.

at the far end of the rki stating that it would take,about
4i300.00 more for soil, 'that he could get 5 yard loads hauled for X1.50
per load and the fill at a cost of 400 per yard, and that the Volunteer
Fire Department would put in the sod and back stop if the City put in
the fill. It was decided to go ahead with this development.
Buildings: There :,ias a general discussion regarding re- zoning for more
apartments and business areas.
In accordance with legal notice requesting bids to be opened at this
meeting, for the purchase of a combination cash registering machine,
the only:'bid received, from the Burroughs Co., was opened and read, as
follows:
