CITY COUNCIL OF SOUTH MIAMI I-ff+4'LD TUESDAY
TING, JUNE 3 A.D. 1947 AT THE CITY
HALL AT 8:00 P.M.
The meeting was called to order by Pres. Clark lr-iith Mayor Thompson
Atty. W. G. 'hard and all members of the Council responding to roll
call.
Regular order of business was suspended' to take up the problems of
visitors.
Representatives of The Mackle Co. requested permission to install a
4 in. water main to serve the houses they are building in BIRD ROAD
ESTATES Following a discussion? Councilman Barron, seconded by
Councilman Iviaples? moved that the City give The Mackle Co. permission
to install the 4 in. water mains down the west side of BlLiD RVAD
.WST„ TZ''S along N. 6tli %ve. under the same agreement and 'conditions
granted the Fuchs Baking 80. and Consumers V!ater Co. in August 1946.

Vincent DiCamillo and hio associate brought up the question of the
Ash property in the NVI quarter of 24 - 54 - 49, involved in a proposed
Quo Warranto action and which they were contemplating purchasing for
subdivision purposes and would prefer to have the property, retrain in
South I'liami. � j'hey suggested a minimum 6,000 sq. ft. lot with a mini-
mum 60 ft front if running water is furnished from a central distri-
bution system. Following, a discussion, and on recommendation of
Atty. Ward Councilman Shafer, seconded t y P� essley, "m.oved that
Ur di ance x#160, caption of which follows, be placed on first reading
in its entirety. Motion carried.

Following this action and the reading of the ordinance, Councilman
Maples2 seconded by Councilman Shafer, moved that Ordinance #160 be
placed on second reading by caption only. Motion carried.
In view of the fact that there are certain threats of Quo Warranto
proceedings pending on property in South Miami which would be eliminated
If this ordinance is adoptedl and it i.s necessary for the general welfare
and protection of the City that proper regulations be laid down particu-
_,� larly for the Furnishing of viater and protecting the square footage and
frontage: Counci]mati Vaplesv seconded by Councilman Piessley, moved
that ordinance ,160 be reach and passed on third reading as an emergency
measure and that said provision with reference to the emergency measure
be incorporated in said ordinance.

Mayor Thompson_ also voiced his approval..
Carl Gluck appeared. before the Council with a recommendation that the
Council consider the granting of building permits without FHA or CPA
authorization. In the discussion which followed2 Chairman Shafer stated
that only that day restrictions had been lifted on residences up to
21000 sq. ft. and commercial construction up to $2500, that b?iani. was
not granting any permits unless the CPA approval had been given but
that Coral Gables City Attorney had ruled that they could go ahead with
the granting of the permits but must notify the CPA immediately that
such permit had been issued. Atty. Nard brought out it was not a matter ,
Of law but rather of policy, and fir. Gluck's recommendations were to be
taken under consideration.
R. C. Gammage next came before the Council to present his credentials
for the post of electrical inspector, stating he was a retired elec
trician with some spare time which _he "would like to occupy. Chairman
Shafer reported good recommendations of Mr. Gammage and made the motion.,
seconded by Councilman Pressley, that R. C. Gammage be appointed elec-
trical inspector on same basis As the present inspector (permit fees in
full)9 and that a vote of thanks be given to the retiring inspector,

E. L. Sauls, Jr. came before the Council in connection with the proposed
installation of a tank for gasoline for the City,,. owned and operated
- vehicles. lie stated that the usual procedure is for the City to buy
the tanks and install them and-the gas compwV, will install the pumps
that the cost of installing a tank is a good deal more than the cost of
the tank itself, a ;550 gal. tank being about $40 and a 1050 gal. tank
about $75, while installation would ,run around $130, including' pipe
connections for the valve and ru viing to where tank would sit but would
not include the digging and electrical work. He suggested putting in 2'
tanls2 one for gas and the other for drained oil which could later be
used on the streets. The matter was to be taken under consideration.
P. B. Jacobs appeared before the Council to let them know he had finally
received his CPA authorization for his tourist cabin project and to
thank the Mayor and Council for their co- operation and assistance.
Minutes of the regular meeting of May 20 and of the special meeting of
May 22 were respectively read and approved as read.
Deports of standing committees were as follows
Sanitation: Chairman Barrow reported everything O.K. c -xcept for the fact
that they had to get tutu new tires. The possibility of a suit being

filer against the City on its - garbage pit was disused and the Dade
County Health Department was to be asked and see if the pit is being
properly operated. At this point Chairman Barrow asked to be excused.
�.. There was a discussion on the possible outright acquisition of portions
of CAMBRIDGE LA,"JNS now owned by the,::- County and dedicated for public
park ,purposes and letting the rest go into private ,ownership by sale
but no action was taken at this time
Buildings: Chairman Shafer reported that the secretary of the Dade
County Planning Board had called that day wanting a- representative of

In connection with a third member of the Zoning Boards it was decided`
to withhold action until W4 D. Horton can check with 1U. V,'. Brown.
It was agreed that the suggested Juvenile Police be organized by Dr.
Hughes as a project of the Boys' Club.
Following Chief LIcxinney's report that the Wilsons still have :about 250
goats on their ,place and their saying they cannot move them$ it was
decided to have the Council members 'pay him a visit.
Fire: O.K.
Police: Chairman Pressley asked that a letter be written to the district
engineer of the State Road Department at Ft. Lauderdale asking permission
to install a regular signal light in place of the blinker at the inter-
section of U.S. #1 with Red Road, together with Coral Gables, in the
interests of public safety.
Councilman Pressley, seconded by Councilman Maples, moved that the City
renew its contract with the City of Miami for police radio service.

In accordance with'a legal notice inserted, in the Miami Herald calling
for bids, to be opened at this meeting, the Clerk presented the only
sealed bid receved2::,which was as follows:
"in answer to your add for'sealed bids on three ton roller. We have
in stock and ready for delivery a Standard 3 ton 3 wheel Fordson Road
Roller. Used, and in excellent condition. Full price F.O.B. yard $850.00.

In view of the need for this piece of equipment and inability to obtain
more bidsy Councilman Atwoodq seconded by 'Councilman Maples, moved that the City accept this offer and purchase the Fordson roller described.

Councilman Atwood brought up the
question
of permits for the utility
companies for work in the City, stating
that in other cities,they pay
w2.00 per permit. it was stated that this
will require an ordinance.
Chief IV�cKirnzey asked whether the City
would lease 'about one -calf of its
20 -acre tract out on Ludlum Road for a Police and Fire Association de-
velopment, but it was decided this
would not be adlisable from various
angles.
Tires for the Huber were needed and were to be purchased if available.
