MINUTES OF TIM REGULIR MEETING OF THE
CITY COUNCIL OF SOUTH MIAMI HELD TUES
DAY 'EVENING MAY '6 A.D. '1947 AT THE
CITY HALL, Al 8 :00 f.M.
The meeting, was called to order by Pres. Clark with Mayor Thompson
Atty. Ward and Councilmen Bryant Shaferg Atwoodq Pressley$ Maples
and Clark responding to roll cal..
Regular order of business was suspended to, take up the matter of
visitors
✓ Isaac doffed attorney representing the Gables Taxi Inc. and its
new owner, asked for a renewal of the licenses stating that the
company has 'both Coral'Gables and Hialeah licenses and was willing
to have a stand with phone and engage South Miami residents to
operate the taxi. In the course of the discussion it was brought
to Mr. Joffe's attention that a previous -request had already been
made and the paragraph,dealing with the Council's action thereon
was read from the minutes of the meeting on April 159 and the request
again denied.
Wm. CRuley as former owner and owner of adjacent property and Dexter
Saunders as resent owner of a tract of land on the Highway just
north of S. 8th St. (Davis Rd.) appeared before the Council in
reference to the zoning of that tract. Mr. Saunders stated that
he had received the O.K. for a lumber ,;card at that location from
the Clerk and Prom the Council. He also admitted buying the property
from Mr. Cauley in the name of another party. It was decided to
turn the matter over to the Advisory Zoning Board for ,investigation.
Mr. Saunders also stated that on the front of the property he wanted
to put up an 800 sq.ft. frame house for demonstration purposes, to
sell at $1700 for the material that there would be no electric or
plumbing connections and that It would be for display purposes only.;
Atty. Ward ktated that he believed the Council has the right to
grant a temporary permit for a period not exceeding six months.
Following a discussion, Councilman Maples, seconded by Councilman
Fressleyy moved that the Council grant a temporary permit for six
months- for display purposes only. Motion carried.
A delegation of colored residents headed by John Fryer came with two
requests, one, for more ground for the building purposesp andp twos'
some playground spaces which they agreed to keep up themselves.
Following a discussion Councilman Shaferg seconded by Councilman
Maples, moved that on Itty. Ward's recommendation the Council
call a special meeting, for which the following men were to be
contacted with a request either for their presence or information
concerning this problem: a representative of the Dade County Zoning
Boards a County Commissioner, the local Chamber of Commerce the
local Zoning Board doe Orr and Kennard Johnson of thelMiaml Chamber
of Commerce Jas. kenderson local School Board representative, Jae.
Atkinson, FAA on negro housIt�" Motion carried. It was also agreed
that John Fryer and Marshall, Williamson be called to this meeting.
li notes of the regular meeting of April. 15 and of the special meeting
of April 29 were respectively read and approved as read.
Reports. of standing committees were as follows:
Buildings: Chairman Shafer reported that it will be necessary to find
a new electrical inspector to replace R. E. Chivers who has requested
to be relieved of this post. It was agreed, -that Chairman Shafer talk
with some of the local electricians for possible leads to getting
some one to take this over.
Streets & Parks: Chairman Atwood reported that his department and
the sanitary department want to put on a clean -up week beginning,
next week= and if people will put the trash out in front of their'
houses the City will move it. Re also reported that work had been
started on the Community Building patio ;roof.
Sanitation: Absent. Pres. Clark reported that he had authorized
the purchase of a water keg for the garbage truck.
Police: Chairman Pressley called attention to the fact that vacation
time is about at hand and suggested pay for a substitute in his de-
partment at $150.00 per month. he also stated that 11 signs had
been made instead of 7 and some of the old ones needed to be repaired
and re- lettered. Councilman Pressley, seconded by Councilman Maples
moved thatthe old signs be taken care of for not more than 535.00,
Motion carried.
Zn connection with a recent episode it was brought out that the City's
liability insurance insofar as the police department is concerned
covers only legal liability.
In the course of a discussions it-was agreed that if he receives any
more complaints on his departmentg Chairman Pressley should bring the
complainants before the Council.
Fire: Chairman Maples again discussed the need for about ,3 fire wells,,
- driven., with 4 in. pipes.
Finances: Chairman Bryant urged all to get ready 'to work on the forth
coming - budget.
In connection with the recent action on trailers, the question was
raised whether it would not be possible to permit the parking and
occupancy of a trailer in a yard adjacent to a houses with sufficient
sanitary facilitiesp and following a discussion and his own recom-
mendation Councilman Bryantl seconded by Councilman Maplesp moved
that the 8ouncil re -adopt Ordinance #150,9 excluding Section 1 as for
a period of one year from date of February 15,, 1947- Motion carried
by poll, as follows:

Action on a letter from Atty. Thos. Mayes regarding a proposed QW
action on the R. N. Ash property in Sec. 24 - 54 - 40 was held overo on
the advice of Atty. Ward
Councilman Shafer asked for the status of the Wilson goat farm matter.
Mayor Thomson reported that he had gone to serve his letter in person
but rr. 't on %eras . not home at the time so he left the letter with a
,member of the family. It was decided to ask the police to check.

E L. Cotton had come to the meeting while committee reports were in
progress and stated that he had come about the Saunders lumber yard
matter. He suggested changing the
zoning to a C -3 use and make him
adhere strictly to that. There was considerable discussion and the
meeting was finally adjourned at midnight«
