4 CITY COUNCIL OF SOUTH MIAMI HELD TOES-
DAY BVENING2 NOVEMBER 19, A. D 1946
AT THE CITY HALL AT 8900 P.M.
The meeting was called to order by Pres. Barrow with Mayor Vanderboegh,_
Atty. Ward and all members of the Council present.
Minutes of the regular meeting of November 5 were ,approved as read.
Regular order of business was suspended to take up the matter of a
zoning violation by Howard V. Smith who had moved with his family
into their uncompleted building on S. 7th St. Mayor Vanderboegh con-
ducted the hearing at which both Mr. Smith and Messrs. George Lord,,
Dan Bufano, E. L. Cotton and C. F. Foyle as complainants took part.
Following a thorough discussion, in which it was suggested that
t. violations of this nature could be prevented in the future by seeing
that complete foundations are put down and structure AoV,roofed
until all walls are up as per plan, Mr. Smith was granted 60 days
in which to complete the outside structure of his ;house according
to plans and install sanitary facilities,, according, to motion of
Councilman Maples,, seconded by Councilman Gladden, and carried.
Prea. Barrow excused himself at 9 P.M. and Vice -Pres. Brown took over.
M. J. Johnson again appeared before the Council to present a written
application for a certificate of convenience or franchise to operate
a negro bus line from the South Miami colored section thru that of
Coconut Grove and into Miami's. Atty. Ward questioned the legality
of such a permit as well as the City's right to grant any such permit
at this timep in the belief that it would be in violation of its
present franchise with the South Miami Coach Line. Councilman
Maples expressed the belief that the South Miami Coach Line should
be given a chance to come to a hearing on this, and Councilman Shafer
seconded by Councilman Gladden moved that Mayor Vanderboegh be requested
to call :a special meeting for this purpose for Tuesday nighty Novem-
ber 26 and have all interested parties notified to that effect. Motion
carried.
H. G Cumm{ngs, of the South Miami Taxis asked that the minutes be
read insofar as their appearances before the Council and those of No
J. Johnson were concernedf and suggested that beginning with the
present operators of Maxis in South 'Miami and any future operators
that their records be closely scrutinized. He also made oral appli-
cation for 10 U drive it cars and was asked to present this request
in writings together with rates to be charged.
Councilman Faust asked to be excused at this point.
Applications 9+ building permits were checked and acted upon as followst

at acost of $400.00. Councilman Mapleaq seconded by Councilman Shafer,
moved that the application be approved. gotion carried.
N. J. Beaver .0 application for conversion of garage into. garage apartment,
at a .cost of $19000. and FHA authorization granted. Councilman Shafert
seconded by Councilman Saposl, moved that the application be approved.
Motion carried.
Carl Brorupq application for $10,000 residences FHA authorization
granted. Councilman Maplest seconded by Councilman Gladden, moved
the application be approved. Motion carried.
Be L. Saulsq Jr.9 application for a two-story .2 apartment and 1 office
bldg. at a cost of $17P000.t FHA authorization granted. Councilman
maples, seconded,by Councilman Shaferx moved the application be ap-
proved. Motion carried.
Thos. D.,Richardst application for $109000. residences FHA authoriza-
tion granted. Councilman Maples seconded by Councilman Sapos t moved
the application be granted. Motion carried.
Lloyd Rentzapplication for $79000. residence, FHA authorization

the application be approved subject to FHA authorization. Motion
carried.
J. W. Strong, application for pump house addition at a cost of $100.
Councilman Shafer seconded by Councilman Saposp moved the application
be approved. Motion carried.
Chas. Saritskyy application for pump and storage house at a cost of
$350. Councilman Maples, seconded by Councilman $haferp moved the
application be approved. Motion carried.
Norman Slacko application for addition at a cost of $150. Council-
man Shafer, seconded by Councilman Gladden, moved the application be
approved. Motion carried.
Reports of standing committees were as follows
Finance: O.K.
Sanitation: Absent.
Fire: O.K.
Police: A letter from the Galvin Mfg. Co. advising of the change in
price of the station house receiver -to $280.00 was read and at the
suggestion of the Miami Police Radio It was decided to let the set
come and decide afterwards whether to keep it or not.
Streets & Parks: Chairman Sa os reported the road repair work com-
pleted at a total outlay of 703.20.
Buildings: Previously taken up.
