1946-02-05 MINUTES CITY COUNCIL MTGf4 MI uTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF SOUTH MIAMI HELD TUESDAY EVENINGS FEBRUARY 51 A.D. 1946 AT THE CITY HALL AT 8 :00 P.M.,. The meeting was called to order by Pres. Barrow, with ,Mayor Vanderboeghe Councilmen Gladdent.Maples,,Brown, and Barrow responding to roll, call. Minutes of the special meeting of January 29 were approved as read. Regular business was then suspended to ,permit O. E. Bramlett of the Coconut Grove Civic Club to take up with the Council the matter, of the proposed new bus route into Miami as outlined in a petition drawn up by that organization and reading as follows.* To the Honorable City Commission of The City of Miami, Florida Whereas the present bus service in the Coconut Grove area and between the Coconut Grove area and downtown Miami is inadequate and grossly 'inefficients and Whereas an appeal to the traffic manager of the Miami Transit Company has failed to divulge any manner or means of improving the service to the satisfaction of the Grove residentso and declare that Whereas the to of the 'Miami Transit Company does Whe ag Coconut Grove is operating at a financial loss, and Whereas the South Miami Coach lines operating between Miami and South Miami has agreed to furnish the above required transportation if permit is grantedv and Whereas this additional service will provide direct transporta Lion to the churches of Coconut Grove and Miamig which is not now, provided,o and will provide considerable relief from the overcrowded rush hour bus traffic by giving ten minute service to and from Miami and South Miamis, and Whereas the present traffic situation is ad desperatet the city has employed a traffic expert to relieve the situations and "Whereas this additional bus service will greatly relieve the present traffic congestion by encouraging residents to use busses instead of driving their cars to towns thereby relieving not only the traffic situations but the parking problem as well. Nowr thereforev the Coconut Grove Civic Club and the City of South Miami as co- sponsors, do hereby petition the honorable City Commission of Miami to 1. Grant a convenience and necessity permit to the South Miami Coach Lines to operates in addition to their present line ,y a bus line on the following streets to wit: Leaving the preseR route at Ingraham Highway and Grand Avenues proceeding south on Ingraham Highway to Hardee Roadq thence West on Hardee to LeJeune o Roads, thence :South on_LeJeune Road to Cocoplum Plaza and Joining the present route', ands o nt south of the taking on and discharging of passengers at any p Plaza along said, routes. A representative of the Florida Equipment ComppW discussed the merits of a light tractor with side mower or sweeper at 988.50 for the tractor and 255.00 for the mower attachment and a small patch roller (3 T. for $1500. To replace the vacancy on the Advisory Zoning Board occasioned by the resignation of Rodney Millers Councilman Browns seconded by Councilman Napless moved. that W. Do Horton be appointed to that post. Notion carried. A card of thanks from the Larkins family for the floral tribute at the services of the late W. A. Larkins was read. Reports of standing committees were as follows Finances. O.K. Audit being made.- Sanitations Absent. Fires It was generally agreed that the fire hose offered by the Sector Supply Company was not wanted. Pres. Barrow brought up the matter of a driven fire well at the Bakery and after a discussion on sized depths etc.9 the Clerk was instructed to call the Leveritt Company for a price on putting down a 6 in. well about 25 ft. Polices Chairman Brown reported that the department had had a crazy f` r I' negro in jail for 24 hours until proper lunacy papers could be taken out and the man transferred to the Countyq and that repairs to the jail cell will be necessaryg including A complete new plumbing'' fops fixture In connection with a Motorcycle Available from the State Highway Patrol, a check of the Court revenues revealed them already sufficiently over the estimated income for the fiscal year to cover the purchase of this piece of equipment definitely needed to effectively control speeding on the highways and Councilman Brown, seconded by Councilman ; Napless moved that the City buy the Harley- Davidson motorcycle from the Florida Highway Patrol for $350.00 equipped (ceiling price 316.00, equipment 34.00) as of February 4. Motion carried by polls as follows f. Gladden yes Maples yes Brown yes Barrow ;yes The advisability of installing "Stop" signs at S. 112 and 3 St. into Red Road was discussedo also the problem of the intersection at Red And ;Millers which is under the joint jurisdiction of Coral Gables and the County. Following a discussions Councilman Browns seconded by Councilman Mapless, moved that Atty. Ward be instructed to draw up the necessary ordinance requiring a current driver's license of all persons operating motor vehicles within the City of South Miami. Motion carried. Streets & Parks In the absence of Chairman Pope from the City! Pres. Barrow reported that holes in the streets had been patchedg some of them with patching asphalt. Buildings: Absent.
