1945 AT THE CITY HALL AT B P.M.
The meeting was called to order" by Vice Tres. Browns with Mayor Vand,er-
boegh and Councilmen Gladden, Sapos, Faust, Maples and Brown respond-
ing to roll call.
Minutes of the regular meeting of August 21 were approved as read.
Visitors at the Council meeting were Sgt. Norton of the Fla. Hwy.
Patrol,, and Messrs. Harry Brown' J. P Canington and J.R. Collar.
Police Chief E.. ;'J. McKinney appeared before the Council with a copy
of Sunday's Miami; Herald containing an article to. the effect that 'he was
to be replaced, and that talks of a successor had included the name
of Harry Brown, C E. Pope and J. H. Strong, and that while his first
re- action had been to tender his resignation, he had decided to with-
-hold same and felt that he had the right to a trial on any charges
that might be preferred against him. He also added that if after
such a trial the Council voted him out, he would be willing to go
Mayor Vanderboegh acknowledged the interview with the reporter. A
detailed discussion followed, in the bourse of which Police Chairman i
Brown stated that in addition to discipline he wanted it definitely {
understood that except in cases of emergency, he expected the Chief
to consult with him before entering into any major program -or action., that insofar as prisoners are c ncerned, he (the Chief is definitely
in charge of and responsible for them, that the trash truck is entitled
to at least 1/3 of the prisoners on hand, 1/2 if there are only 2,
and in the event there is no hired help available for the truck, the
driver is to have the prisoner, Oven if there is only one.
At this point Councilman Pope joined the meeting.
It was also agreed that the policy of _permitting prisoners to do odd a
jobs after ter regular hours, for pay, must be stopped.

In the forthcoming tin -can pick -up it was agreed that if necessary the
small pick -up truck could be used to help get the -cans.
Reports of standing committees were as follows
Finance; Chairman Gladden reported that the City's bank account in the
General Fund is getting loci and it was agreed that if necessary to
borrow from the other funds
At t:is point Pres. Barrow joined the meeting and took over,
Sanitation: Chairman Faust reported that everything is C.K. except
that J. Ii. Barns has tendered his resignation effective with the end of
the Week.
Fire: Chairman Irlaples reported things O.K. He also reported receipt
Of a letter from the Fuchs Baking Co. requesting a now fire well and
stated that Chief Helton maintained that a dui; well Would be more
desirable thwi a driven well because it is easier tG use. It was
agreed tc check the present well once mere and Councilman Ma les
seconded by Councilman Brown, mo +iod thijt if necessary, a new well

be dug.• Notion carried. it was pointed out that this well /take
cr re of the entire neighborhood.
Police: Chairman Broom presented the written resignation of Officer
L. R. Geiger written Aug ust 31 and to be effective as of September 1,1
and said he had put Earnest Tatum on as police officer on 60 -.day.
trial., He also reported that Officer LaGoy was off for 30 days (1 week
with pay, the balance on his own time) or possibly longer', on a._trip
to California, and that it,may be necessary to get. another man in
his place. With the discussions earlier in the 'evening, he believed the
other .matters had been taken care of. His `action in the appointment
of Officer Tatum on a 60 -day trial was approved, and Councilman° Browi ,
seconded by Councilman Gladden, moved that Officer Tatum be placed
on the pay roll at $180.00 per month on that basis. Motion carried
by poll, as follows:

Streets & Parks: Chairman pope stated that he had hoped to get the
R /`1 at the proposed Legion home cleared, that he had asked Troup Bros.
to look into the matter but they never did, that another man was to
give an estimate and he had made no report either. He also reported'
on the hole in S. -2nd. Street near ;#2379 but pointed out that it was a
natural drain and advised against filling it up
Buildings Inasmuch as J. J. Root was proceeding with his work on a-
new chicken house as rapidly as possible, due to the material short-
age, it was agreed, on the advice of the City Attorney, not to press .
charges against him, but to keep the matter c #ecked.
Councilman Maples reported that W.H. Angerman asked to be relieved of
t =xe job of electrical inspector and that Gene Chivers had agreed to
take it over, and thereupon Cowadilman Maples, seconded by Councilman
Pope, moved that Gene Chivers be appointed electrical inspector.
Motion carried.
Councilman Pope stated that he had gone back to Pan- American Airways to
work on September 1 and as he expectc to go to the Dominican Re.ublic,
wooul.} like either a leave of absence or tender his resignations which -
ever the Council saw fit. Inasmuch as he was not certain of the length
of time he would be away, Councilman Brawn, seconded by Councilman
Gladden, moved that he be granted leave of absence for the time being.
Motion carried.
Councilman Brown reported on a meeting; of the Co- ordinating and
Platuiing Committee of Dade County on an over -all airport plan for
the County,, stating that in his opinion South Miami would need only a
landing strip inasmuch as Chapman. Field and Brown's Airy art would
take care of airport needs in the area. The landing strip (about
300 ft by 1800 or 2000 ft.) could possibly be provided in the proposed
park area.
