THE CITY COUNCIL OF SOUTH 'MIAMI HELD
TUESDAY EVENING. AUGUST 7, A.D. 1945
e AT THE CITY BALL AT 8:00 P.M
The meeting was called to order by Pres. Barrow with Mayor Vanderboegh
and Councilmen Gladden, Sapos, Faust, Pope, Brown and Barrow respond-
ing to !roll call.
Minutes of the regular meeting of July'17 and of the special meeting
of July 24 were respectively read and approved as read.
Reports of standing committees were as follows
Finance: Chairman Gladden reported receipt of the 1944 -1945 audit
report, which showed that the budget had been considerably overspent
due in most part to the increaso to three men in the police department
when provision had been for only two men. In connection with thisl
Pres. Barrow brought up the question as to how the recently enacted
law for a 72 hour -week for firemen would affect South Miami's Fire
Department. There was a general discussion and it was decided that
this would have to be worked out with the police department.
Sanitation: O.K.
Fire: Absent
Police: Chairman Brown reported that L. R. Geiger was on his vacation
that the class in First Aid had been startedg and that the American
Red Cross had named E. L. Thompson as District Co-ordinator for this
area in the event of disaster.
At this point Mr. Thompson came before the Council to ask whether the
City•s pick -up truck could be used to transport some of the boys of
the junior ball team to a scheduled game in the DTW section, of Miami,
but :it was not considered advisable, inasmuch as it is an open truck
and the City has no insurance on it to cover that use of its and it
was suggested that private cars be used.
Streets ,& Parks: Chairman Pope stated that patching material is avail-
able but that there is no use putting it down on wet streets. There
was a general discussion on the opening of certain streets in colored
town which had recently been surveyed and center line markeds but it
was pointed out that a building which is in the R/W must be moved, and
that the owner was trying to arrange to do this. Mayor Vanderboegh
also reported that he is working on the " deeds for S. 2nd Ave. and
Chairman Pope said he would like to see this R/V1 cleared out when the
titles have been obtained,
Buildings: Chairman Sapos brought up the question of J. J. Root's time
limit for getting his chickens out of the building originally put up
for a residence. it was agreed that with the difficulty he is ex-
periencing in obtaining, materials for his proposed brooder houseq he
might need an extension of time, but it was also decided that papers
be served on him at the expiration of the prestnt agrcemtn and grant
him an extension on a hearing.
The need for a Co-ordinating and Planning Board was again stressed and

sentatives on such a Board. The possibility of installing :a water
system and electric plant was discussed.
Pres. Barrow raised the question of the handling of prisoners, with
the suggestion that the police chief be in charge of all prisoners
and dispatch them to their work, and that the garbage service
should be given help. A general discussion followed.,
Councilman Gladden, seconded by Councilman Browny moved that Ordinance
#149, caption of which follows be placed on third and final reading
in its entirety. Motion carried.

Thereupon, Councilman Gladdens seconded by Councilman Browny moved
that Ordinance #149 be adopted as read. Motion carried by pollt as
follows:

A revised plat of Tract A, Block 1 CAMBRIDGE LATNNS, prepared in
accordance with a motion passed at the regular meeting of July 17,
Was, submitted on behalf of Fred Acker. Councilman Brown, seconded
by Councilman Saposs moved that the necessary resolution approving
and accepting the plat.of said Tract As Block 1 (formerly Lots 13
to 17 incl.9 Block 1) CAMBRIDGE LAWNS be prepared. Motion carried
by polls as follows:

Altho both garages in "South Miami had been requested to figure on M�le 5c�n�1�
business the South Miami Gulf Service Station was the only
one to turn In an estimates which totaled in the neighborhood of
$400.00. With the opening of school only a month off9 further
delay in getting this work started was not advisableg and Councilman
Pope' seconded by Councilman Browns moved that it be undertaken and
given to the South Miami Gulf Service Station. Motion carried.
It wa= also decided that the Council's committee on zoning have
another meeting with the Advisory Zoning Board in an effort to
work out the remaining questions on the minimum limitations in
certain areas.
