The meeting was called to order by Pres. Barrow with Mayor Vander
bough, Atty. "lard and all members of the Councii present. Pres.
Barrow read the notice for the meeting which had been called for

South Miami Riding Club members viho were present were Messrs. J.M.
Bostwick, E. L. Cotton,, Rodney Iiiiller; Omar Stang? �Z.L.Thonpson,
L.D. Llewellyn, Harry Shay, Mrs. Thompson, Mors. Suzanna Geiger,
Mrs. Shay, Mrs. Miller and ISIrS. Geo. Zain.
Nrssrs. Miller, Llewellyn, Shay and 1,1rs. Zain called attention to the
value of the publicity given South Miami by the recent Horse Show put
on by the South IaIiami Riding Club, the need of that organization for
a permanent location for holding its regular meetings and shows, etc.,
and to the fact that the development of this Club, which is already
s drawing card for this area, can well lead to its becoming one of v
the outstanding features of South Florida, attracting' the kind of
people who woq_.d build homes that would be desirable in the community.
From a standpoint of publicity or newspaper advertising such a project
would be one of the best things South Miami could undertake. Mr.
Co ton stated that he had only recently sold 4 properties to people who
OF hati their interests turned in this direction because of the Riding
Club, and also stressed the importance of the City's looking toward
the .future and providing sufficieint space for Parks.
Atty. ' -Jard then outlined the legal aspects of the case, namely: That
the City does not own the approximately 70 acres in question but has
only a tax interest in this property, represented in part by City
certificates and in part by the County and Drainage certificates purch-
ased by the City since it decided to try to ac(,uire this property
several years ago for park purposes. In 1943, however, tho State
legislature had pAssea a law authorizing the County Comissioners to
foreclose tax liens for State, County and Municipality, .and taking
title as trustee for the various interests., a greatly szmpli'ied process
over that originally contemplated by the City and it was decided there-
fore to let the County proceed on that basis. This foreclosure was
complete(] in January 1945 and as it now stands, the City holds about
$19,000, the County ab.,ut �.j 2,000 and a private individual about $42000.

Hiding Club bid that ins the balance to be reserved for public
park purposes, was then discussed. Councilman Brown;, seconded
by Councilman Faust, moved that City Atty. 'lard work out such
a plan as su;gested by Mr'. Cottony asking the County to dedicate

N. 4th Ave., and N. 8th St. (Hardee Rd.)q a tier of lots along
the canal, and the property on Miller Road, and to trust to sale
