1945-04-03 MINUTES CITY COUNCIL MTGMINUTES OP THE R8GULAR 1VEETEgG CF THE CITY COUNCIL OF SOUTIi MIAMI IM, LD TUESDAY EVENING, AFRIL 32 A.D. 1545 AT TH@ CITY HALL AT 8.00 P.M. The meeting was called to order by Pres. Barrow with Mayor Vander bocght Councilmen Gladden, Sapos, Maples, Brown and Barrow and Atty. `Ward responding to roll call. Councilman Faust joined the meeting during; the reading of the minutes of the regular meeting of IrIarch 20, which were approved as read. The minutes of 'the special meeting of March 28 were approved as read. A letter from Gen. Baird regarding the forthcoming drive for' clothing for global war sufferers was ready and it was agreed that the City Hall be designated as one of the points in South Idiami where bundles might be left. Reports of _standing committees were as follows: Finance: O.K. Sanitation: Absent. Fire;. Chairman Maples reported that the department was in good shape at the present time, and made a motion, seconded by Councilman Faust that the Dodge truck recently purchased for the joint use of the streets and parks and fire departments be left at the City HalYeach night, for the use of the fire dept. in case of emergency. Motion carried. He also reported that Miami Springs is having fire wells dug and cased and it was decided to get information.as to costs2 e'tc from there. Police: It was agreed that Officer Geiger also be made a deputy Sheriff. Councilman Maples discussed the wiring situation in the jail and the need for a small light just outside the jail entrance and he was authorized to have Nolan Elec. Co. go ahead with the work. Streets: Chairman Faust reported that 3 streets had been patched, and that when this work was completed the City should be able to keep the streets in repair by going over them one or two days der week with its own patch truck. Councilman Maples raised the question regarding the unsanitary condi- tion of the pit and Councilman Faust - said ',the Belcher Gil people had messed things up and it wrould be necessary to see them to get it straig.;hteiaed ,out. Parks: Chairman Sapos reported that the clean-up program along the J railroad had been started. Councilman Maples reported that the pump and motor on which an offer had recently been made had been moved by Frank Manship sometime ago and the Clerk was instructed to Write him a letter asking him to return said pump and motor or come before the City Council at its next regular meeting and make arrangements to pay for same. Atty. `'lard discussed the proposed consolidetiong which is definitely being opposed by all the municipalities in Dade County, a letter from City Manager Show on the matter was read? and the following resolu- tion presented. ",lard also took up the CAE1BRIDG.a LA !1iS matter, explaining that a recent law gave the County the right to foreclose and take title as trustee, when taxes have become delinquent but that the City has 0 about $199000.00 in other taxes and accrued interest against those lots as against about $69000. held by the County and private interests. He explained the mechanics of a sale under these conditions and the South, Miami Riding Club's interest in trine matter. It was agreed that Mayor Vanderboegh, Atty. 'lard aind Councilman Gladden act as a committee to work out the finances for bringing this matter to a head, and that a special meeting be called for A..ril 10 with the Riding Club officials to discuss the entire matter. arrov� re I?res fromp Pthe Horse reported that the local Boy Scout Troop had received $200.00 - _ ow Committee. Atty. Ward also reported that he had attended a; hearing at the County: Solicitors office on the Frank Hyde case, with Chief McKinney. and that in the suit fur a'liquor license at the Dixie Pig he had filed an answer for the City but the complainants attorney was in Talla- hassee at the present, and,no further action had been taken. The Quo Warranto suit recently filed covers property in the area in which the City agreed not to contest such proceedings, and Atty. Ward stated that the plaintiffs in the action had also agreed to ,pay the outstanding City taxes in return. With a rather disturbing water situation as outlined in a recent geological survey, Atty. Ward agreed to contact hF,r. Glass at the Miami Water Department for further information. The following; bills were suhmitted for approval and payment.
