1945-03-20 MINUTES CITY COUNCIL MTGMINUTES OF TIC, REGULAR WEETUTG OF THE CITY COU1JCIL OF SOUTH M AMI HELD TUTS DA.Y EVE9ING, MARCH 20, A.D. 1945 AT THE CITY HALL AT Boo P.M. The meeting was called to order by Pres. Barrow, with Councilmen Gladden, Fausty Maples, Brown and Barrow responding, to roll call.; Mayor Vanderboegh joined the meeting during the readinL of the minutes of the regular meeting of March ';t which were approved as read,. A letter was read, from Mrs. J. L. Yarborough and Mrs. A. T. Fendray, addressed to the City Council, thanking them for the use of the Community house in the past year for the Service Men's dances. Mr. E L. 'Thompson presented to the Council the request of D. C Gilchrist for permission to build an open -air movie theater out of native rock in the colored section - to be com ;Meted with a roof, at such time as materials become available - and it was agreed thaa it would be a g ood project but sub ject to the zoning approval. At this point Councilman Sapos joined the meeting. Mr. Thompson also brought up the request of Marshall Williamson for p m ink; in a well - constructed trailer 8 x 8.x 32, to be onsaopermanent foundations to be for business put and used purposes. It was agreed that this could be done. At this point Councilman Pope joined the meeting. Mr. Thompson reported that if the City would get some sand, rock and cement he could make some benches for the Community grounds and Councilman Sapos, seconded by Councilman Maples, moved that the City buy the necessary material and let him make the benches. Motion carried. A letter of thanks from the Horse ShoW Committee was read. ' letter from the Florida League of Municipalities regarding a con- tract for legislative service was read but no action taken. Reports of standing committees were as follows: Finance. O.K. Sanitation Chairman Pope reported that he was still having trouble with the driver of the truck not making the rounds9 and there was some discussion as to advisability of trying to contract the collect- ion of garbage. It was decided to see whether Newt Strickland would consider the joie of truck driver, on the present basis. There was a general discussion on the much needed repair and al-keep of the streets and the matter :,y finances for this work. The possi- bility of buying a truck; from the government was brought un, to be Used for patching streets and help in trash eollectiong anti to have a trailer hitch i3lstalled so that the emergency f iro trailer could be pulled with it. There was to be a sale at the Hialeah Grdnance Shop on Thursday, and Councilman Brown, seconded by Councilman Sapos, moved that the City try to buy a truck - J ton, with tires not larger than 32 x 6 and not over ;400.00. Motion carried. Fire. Chairman Maples discussed the need for either a tank of about $00 gal. capacity on a truck or more - and deeper - fire wells. He also said that Hobart Miller was to come in the morning to look over the proposed jail plumbing and give an,ostimate but would not be able to do the work for another 2 or 3 weeks, so it was decided to start with the painting, getting the ceiling and walls down to the black part done. Police: Chairman Brown reported that Coral Gables had a mechanism for the traffic light which they would sell South Miami for $50.00 and that the Coral Gables maintenance man would install it with the help of a local man, and it was agreed to 'proceed with this work. It was also agreed that the Railway Express Agency is to bear the cost of changing the light from its present location, which the construction of the loading platform recently approved will require. Streets & Parks:- Councilman Gladden, seconded by Councilman Faust moved that John Loyd be put on the weekly -pay rolluntil further noticed as laborer, to help E. L. Thompson, at the rate o $20.00 per week. ;Motion carried by poll, as follows: Gladden yes. Faust yes Pope yes Maples yes Sapos yes Brown yes Barrow yes It was agreed that the Legion pay for the use of the Community Building on March 17 for its dance ($5.00) and have repairs made; to the back of the piano. At this point Councilman,Faust was -excused. 'Buildings With Donald Hubbard no longer available as electrical inslector, ' the question of appointing a successor was brought up and it was left to Chairman Maples to see whether W. H. Angerman :. would undertake this work. Mayor Vanderboegh reported on the recent meeting of ;Mayors of the Bade municipalitiosj to discuss the proposed consolidationf stating that a committee had been appointed to work out details of oppo- sition to the plan, that Atty. ' "lard had been made a member of that committee and that a resolution was to be passed, when the time is right., Councilman Maplest seconded by Councilman Sapos, moved that deputy sheriff bonds for R. 17. McKinney and F. J. LaGoy, smitten by Stembler- Adams- Frazier.., be approvedl and that their bill for w20.00 for premiums be paid.
