1945 AT TIC CITY HALL AT 8:00 P.M.
The meeting was called to order by Pres. Barro:v with Councilmen
Gladden, Sapos, Faust, Maples, Brown and Barrow and Atty. N. G.
'.'lard responding to roll call.
Pdayor Vanderboegh; and Councilman Pope joined the meeting in the
course of the reading of the minutes of the special meeting of
February 279 which approved as read:
Minutes of the organization meetings of March 1 were next approved
as read.
Mr;. A. D. Bailey. director of the 'Salvage and Waste Department of
the Dade County Health Department, appeared before the Council to
discuss the possibility of permitting the County garbage collector
for this area to use South Miami's pit.: Following a discussion in
which all angles were taken into consideration, Councilman Faust
seconded by Councilman Pope, moved that the County man be permitted
to use the South Miami pit under the supervision and control of the
County :'taste and Salvage Department, subject to 2 weeks' notice by
action of the Cowzcil Motion carried.
Mr. A. B. Core next appeared before the Council with a request for
a building permit to move and remodel his garage, a IX stor - build
F ing, into a house. Councilman Pope, seconded by Councilman owng
moved that his request be 6.K.1d subject to the approval of the
Zoning Board. Motion carried.
Mr. Omar Stang came before the Council in regard to the sponsorship
of the South Miami Dance Unit, stating that 11 out of the 12 girls
had asked the Chamber of Commerce to sponsor theme and 'while it was
a question of whether the Chamber could officially urV-ertake this
he would like permission to use the Community Building for rehearsal
purposes, stating that two 'of the mothers are to be present at all
performances as aides and chaperones. He further stated that the
costumes and money' were beind held from the girls$ the women having
turned things over to the Dade County Defens.- Council. Mayor Vander
boegh reported that he had tried to make an appointment with the
president of the Home Demonstration Club but that that organization
refused to have anything to do with the matter whatsoever. Following
a discussion, Councilman Faust,-seconded by Councilman Brown' moved
that the girls be given permission to use the Community Building)i
for rehearsals under the supervision of the Chamber of .Commerce.
Motion carried.
A'letter from the executive secretary of the Recreation Division of
the Defense: Council offering to sponsor the Saturduy night dances at
the Community Buildings :gas read. Councilman Faust, seconded by
Councilman Brown, moved that the Saturday night dances be suspended
until further notice and a letter t,)ritten the Dade County Defense
Council Recreation Division to that effect, that attendance in the
past weeks has riot warranted keeping them ul -I and that carbon copy
be sent to Mrs. pendray. Motion carried.

w� Finance: it received. Chairman Gladden called attention to the
fact that most collections fo.r the present f=iscal year have been
made, so that expenditures must now be watched.

Sanitation: Chairman =ope reported that it was necessary to put the
driver of the truck, J. I. McKinney, into jail again,, to sober him up

lunicipal Building;. O.K.
Police O.K. except for trouble with the school busy again in need
of repairs, but Chairman Brown hoped that it could be made to hold out
for the rest of the school year. It was agreed that the jail should
be fixed up and then kept that way.
Streets; Chairman Faust reported that he had an appointment with the
County Commissioners for the following day, to see about their fixing
Red Road (county- maintained RAV) as far as S. 8th St. (Davis Rd.)
and that he wanted to get the other streets fixed as soon as neces-
sary arrangements ;icould be made. In the course of a discussion, Coun-
cilman Pope pointed out the advisability of ploughing the streets
up and adding ,a little rock rather than patching them, before oiling.
He stated that the present price of oil was 11 - 12jo per gal4
spreads rock $1.50 per load but trouble in getting it, and a cubic
yard should cover 70 sq,. ft.

i Parks: O.K. Councilman Maples suggested tilt the possibility of
working out a_plan whereby vacant lots would be cleaned back at
least 20 ft. of all rocks and palmetto, so that the grass could be
mowed. It was brought out that the Chamber of Commerce is going to
start on,a clean -up campaign soon. Councilman Pope pointed outs
however, that the City would have to clean up the right-of-way,
and that he believes Troup Bros charge $5.00 per hour for a patrol
mower.
The Council's attention was called to the fact that it will be neces-
sary to appoint a successor on the Advisory Zoning Board to replace
John W. Sapos, now a member of the City Council7 and it was suggested
that the matter betaken up with the other members of the Board.
With another attempt at consolidation about to be undertaken by
Miami - this time malting it City and County of Miami and abolishing
all municipalities - atty. ':`lard was asked for his opinion. He
stated that a committee of municipal officials is to meet to dis-
cuss the new propositions that it has a'bi11 in mind which it is
believed will be acceptable to members of the legislature. This
bill viould be state -wide send merely an enabling act authorizing
any municipality which wanted tog to join in with the County on
tax assessments collection, etc., thereby making consolidation
entirely optional.
