EVr!,'NIIITG, MARCH 79 A.D. 1944 AT THE CITY
HALL AT 8.00 P.M.
The meeting was called to order by F res. Brown with Mayor Vander
boegh, Atty. H. F. "Iard, and Councilmen Gladden, Barrow, Chinn,
Bennett and Brown responding to roll call;.
Minutes of the regular meeting of February 15 were approved as
read.
At this point Councilman Bostwick joined the meeting.
A letter from the Greater Miami-Traffic Ass'n was read, asking the
City officials to endorse the proposed Miami Commercial Trade Zone,
and following a discussion, Councilman Bostwick, seconded: by
Councilman Bennett, moved that a letter, as requested, be written
to the Secretary of Inter -State Commerce at Washington, D.C.g ap-
proving the measure Motion carried.
Reports of standing committees were as follows,;
Finance. O.K.
Sanitation: Absent;.
Fires Chairman Barrow reported that the City had abtained the de-
aired trailer, but the mechanism still needed adjustment to make
it pump from the wells. It was also suggested that the City try
to get a pick -up truck for hauling the trailer.
Police: Chairman Bennett requested the Council's consideration of
docket case #2.3291, in which a Mrs. Mumpower had been found guilty

on a 'charge of reckless driving b �as�irtz an�.�unload
bus and fined p25.00 and costs and which charge and' fine she was
contesting and considering appealing. (zfficer Brown, who made
the charged gave his report stating that the bus carries 40 to
50 children, and that on this afternoon it was parked, as usual,
facing north, on N. 2nd Rd. off Sunset, with the stop-sign out and
about half the children were already off the bus, straggling all
over the road, as they usually do, when a car with a lady driving2
passed the bus, in spite of attempts to signal her. Melton got
the license number of the vehicke, Brown checked it with the auto
theft bureau and went to the house in Coral Gables to give the 'ci-
tation. He also had been given the number by the bus monitor.
Melton was then called for his testimony, and stated that he always
gets'out on the road to watch out for the children, when the bus
unloads, that he saw this car coming around and tried to draw the
"driver's attention, that he did not have a police whistle, and
just whistled naturally, and the there were children all over the
road on both sides of the bus, the car slid not stop. Chief diegand
stated that the Judge had fined i:rs. Mumpower $25.00 and costa after
hearing all the evidence, that she had gotten hysterical and run

Council take the case under consideration. Atty. H. F. Vard,
stated that the City has no specific ordinance regarding; the pass-
ing of school buses and had to prefer the reckless driving charges.
on which she was found guilty, and the question as to the amount
of the fine for a first violation was also raised.
At this point Councilman Faust ,joiner] the meeting.
Officer Brown stated that in County Court $25.00 was the minimum
fine for such a violation. Following .a discussion, in which the
question of the City's right to serve the citation beyond: its
own limits was raise'dg it was the general opinion of the Council
to. let the judgment stand.
Streets & Parts: Chairman Chinn reported on figures - estimates
an repairs to N 2nd Road,, stating that the County did not have
the necessary equipment and recommended that the City contact a
reputable paving 'contractor for this work. The tentative figures for
the entire work from Sunset to N. 8th Street were $1548.00 from
the County (as to probable costs) and $1885.50 from !Troup Bros.
It was decided to look further into the natters and that an im-
provement district would have to be set up
Buildings: Inasmuch as Mamie Malloryy has made no attempt to cor-
rect the building violation at her placeq Councilman Barrows
seconded by Councilman Gladden$ moved that she be brought into
Court for violating the building ordinances on charges preferred
by Councilman Bostwick as Building Chairman., and then proceeding
condemnation if necessary. Motion carried.

At this .point Councilman Bostwick was excused.
Chairman Barrow reported that permission for use of the siren on
moving fire - fighting equipment, in accordance with Defense Council
regulations2 had been requested.
In connection with a clean -up campaign outlined in a bulletin from
the Health Division of the Dade County Defense Councilq it was
agreed that the grass along some of the streets should be cut
if a mower can be obtained. It was also agreed to enforce the
existing ordinance on the licensing of dogs as soon as tags can
be obtained.
The Clerk reported receipt of the amended plat of PAW MIAMI
HSIGHTS and the Council agreed to the assessed valuation of
Tracts 11, 149 15 and 18 at $200. per s,1creq which is in line
with surrounding tract values.
