In the absence of the President and both 'Vice- Presidents of the Council,
Councilman Gladden was named as chairman and called the meeting to or -,
der, with Councilmen Barrow, Chinn, Bennett, and Gladden and Mayor
Vanderboegh and Atty. 7 7ard responding to roll call.
Regular business was suspended at this'',point to welcome representatives
'of the South Miami Chamber of Commerce (Messrs. Cotton, Myers, Rodney
Buller, Orr, Llewell n, ::ittkow, Stange Fuchs, Reddick, J. P. Canii� ton,
Dye and L. R. Geiger and call upon Mayor Vanderboegh to address them
on the matter of the City's P robl�ms arising out oi - he 0 uo V1ar ranto
suits past and g)ending.

Atty. Ward explained for the benefit of those not familiar with the
case, that South Miami's original boundaries had been cut by the legis-
lature, from an area of 6 square miles to approximately 3 square 'miles,
in 19339 and that subsequent Quo '.';arranto suits had brought further re-
ductions and made the -City map look like a °checkerboard. He pointed'
out that these suits had been successful largely because the City, in
its defense, had put up only testimony of its officials and not of
residents. He further stated that two suits were pending at the present. `'-,
time, that he had also discussed with members of the present legislature
the question of definitely fixing the boundaries, but -that in his opinion

it was a question of whether or not the people of this area wanted

this municipality maintained in the same form that now exists.

At this point rown joined the meeting, and took over its
direction.
Atty. 'lard continued, outlining th -adirect and indirect benefits from the
present incorporation, as follows.
1. Proper police control of the large negro population, which is out t
of proportion to that in other municipalities in the area, is effective
over an area Extending J to J mi. beyond the city limits.
2. Fire protection.
3. Zoning
4 Sanitation
54 Road program
6i Housing problems
7• The handling of minor police; problems.
He further stated that in the defense of future suits he did not
want to go into Court with only City officials as witnesses, but needed
property owners of the area who are re ceivir4g, benefits, to testify
to that effect, and that the results ,justify the taxation charge, that
the Courts are concerned only .,ith the one question - "Is the property
suitable for municipal purposes ? ".
At this point Councilman Bostwick joined the meeting.
Regular business Was resumed at 9:40 with the reading oe the minutes
of the regular meeting of . -pr:il 60 which ; :ere approved as read.
Reports of standing; committees were as follows:
Finance: O.K.
Sanitation: Absent`
Fire. Chairman Barrow 'reported that he was still trying to find a
pick-up truck. He also reported receipt of another letter from the
Eureka Firer Hose peoples urging the City to buy the substitute
hose but it was again decided to table the order. Chairman'Barrov+
reported that work on deepening the fire wells had been started
that day. O.K.
Streets & Parks: O.K.
Build in'it� a� Chairman BostwiBostwick stated that•the "shack" at IkIrs.
Shev zrs plane complained about in a discussion with Mr. Rodney
Miller was a chicken house, but he would look into the matter.
The bus situation was discussed but no action taken.

Councilman Bostwick, seconded by Councilman Gladden, moved that
the bills be paid;as read. Motion carried by poll, as follows

There being: no further business, the meeting was adjourned at
approximately 10: -10 P.M.
