The meeting was called to order by Pr es. Faust with Councilmen
Bostwick, Brown, Chinni and Faust' and Atty. W. G. 'Ward respond-
ing to roll call.
Minutes of the special meeting of December 29 were approved as
read.;
A letter from Goo. Ramsey, asking an adjustment of taxes delinquent
since 1936 on 10 acres at the corner of I,iiller Rd. and N. 4th Ave.
was read. Councilman Bostwick, seconded by Councilman Brown
moved that I'r. Ramsey be advised that no adjustment is possible

The clerk presented a statement for outstanding taxes on the Bethel
property (In Sec. 36- 54 -40) which had been excluded from the City
in 1938 under uo ;larranto proceedings, and 'Councilman Brown,
seconded by Councilman Bostwick, moved that the City accept full u
face and no interest in settlement of same. Motion carried by
poll as follows;

Councilman Bostwick seconded by Councilman Brown, moved that the
permit of Florida Power & Light Co., for shooting dynamite, be
renewed for one year, !subject to all State and Federal` regulations.
Motion carried.

Reports of standing.eommittees were as follows.
Finance The Clerk reported that 'owing to his work with the Army
Engineers, the auditor would not be able to undertake the City's
audit until February 1. This met with the Council's G.K.t as it
meant only about a two week's delay.
Fire: O.K. Theru was a discussion on the possibility of disposing
of the old truck and getting a pick -ups to be equipped also for
gas firest and Chairman Brown wts instructed to look into the matter.

Thereupon Councilman Brown,, seconded by Councilman Bostwick,
moved that Ordinance C138 be adopted as read. Motion carried
by poll, as follows

As unfinished business. the Council again considered the proposed
new bus franchise, with fatty. 'Ward commenting on the changes already
made, Councilman Brown expressing willingness to help the bus ser-
vice but questioning the advisability of extending the franchise at
this time, and Atty. f,dams pointing out the need for a resolution
to ask for the removal of the 29000 mile per month limitation on
the new buses. At the 'request of the Council he read Resolution
#221, which follows:

I'VHEREAS, the citizens and resideats of the City of South
Miami, as result of the ratioiin of gasoline and auto
mobile t'reslare dependent for transportation into Coral
Gables and the City of Tiami almost entirely u1on the a
service of the South Miami Coach Line, Inc., and
VIIEREAS, many of the citizens and residents of Southi

and the present traffic dem,;nds on the Coach Line require
mudh overloading, to the great hardship and inconvenience of
the passengers and to the extraordinary strain, wear and
tear on the buses; and
`MR,aS, The South Yiami Coach Line, Inc. advises the
City Council that it has only three (3) buses at,hich it can and
does operate to the limit�of their capae`ity to keep the same ;
in runa.ing ,condition (under present demands these three buses
cannot and are not being kept in good condition) , and that
this number of buses is :not— adequate to furnish the service
which the traffic now demands, and that the Line is restricted
in the use of the two (2) new buses recently acquired by the
Line by the requirement of the Office of Defense Transporta,
tion, Division of Local, Transport) that the said new buses
shall not be operated more than 2,000 miles per calendar
month; and
WHEREAS, it appears that the only hope of facilities
for the furnishing; of adequate; trarisportation under the
present conditions -is that the restriction in the use of the
new buses be modified by the Cffice of Defense Transportation
Division of Local Transport, and
WHEREAS, it is essential, necessary and vital to the
war effort of the citizens and residents of the City of ';South
Miami and the area served by the South Liami 'Coach Line, Inc
that the said line be allowed to operate the two Muses owned
by it and restricted in their use by the regulations of the
Office of Defense Transportation
NO'79 THEREFORE, BE IT RESOLVED BY TIC CITY COUNCIL -CF THE
CITY OF SOUTH I'riIAMI:
1. That the South Miami Coach Line, Inc. be required
and directed to forthwith make application to the Gf fice of _
Defense Transportation, Division of Local Transport) for
written Permission to operate the two new buses owned by
the Line in excess of 2,000 miles in each calendar month
and to operate the `same sufficient mileage to enable the
Coach Line to furnish passenL er transportation adequate to
the present needs of the ,community served by it.
2.. That a certified copy of t17a resolution be
furnished to the Coach Litre for use iiz making the said
application.
Thereupon, Councilman Brown; seconded by Councilman Dostwick, moved
that 1.1esolution 1'r'221 be adopted es rend. Motion carried. It was
decided that provision should b: made in the proposed franchise for
taxing' at a later date, if' neeessthry, makilX,, it tax free Per the
balance of the present franchise (5 years) and incorporate the right
to tax after that.

In accordance with the provisions of Ordinance r651 the registration list
was cleared of all names of persons either deceased or moved away,
Councilman Bostwick, seconded by Councilman Brown, moved that the
Mayor issue his proclamation for the coming election, naming Hilda
Foyle
as clerk, and J. R. Collar, Violet Gray and Henry L. Hughes as
inspectors. Motion carried.
