The meeting was called to order by Pres. Faust, with Mayor Vanderboegh,,
Councilmen Brown Chinn Bennett and Faust
and Atty. N. G. 'lard re-
spondlng, to roll call.
Minutes of the regular meeting of November 17 were approved as. read.
Atty. 'lard brought up the matter of a proposed new bus franchise, and
stated that in his opinion, any franchise
such should be non- exclu "sivet
and that the Council should at all timers retaix, the right to fix routes
or any intermediate servicing, and to let to other parties, if not
satisfactory. At this point, Mr. V. D. Bryant, of the South 11g1iam
Coach Line
and Mr. Adams, his attorney7 joined the meeting to take
part in the discussion. It was pointed out on the one hand that the
present franchise still has five years to go, but that it provided
for
very uncertain operations was very indefinite, and not at all
up -to -date in its provisions. It was Mr. Adams' contention that a
new franchise be made that would put the requirements of operation,up
to the
level developed by Mr. Bryant, and that such a franchise would
be of mutual benefit to the City and the operator. He brought up the
problem of the new buses, which at present are limited to 2,000 miles
per month, and stated that under the new 1roposed franchise it was
hoped to got them on a full time basis, that heavy demands and long

commitments on the new buses :require a longer franchise -. The changes
in the new franchise would lift up the requirements of anyone who would
operate this bus services and include provisions for insurance, and
the
right of the City to inspect the equipment, at any time. The question
of rates was also taken up and 10r. Adams pointed out that friendly re-
lations had been established with the Coral Gables bus whcreby passengers
of both lines were able to transfer from one to the other.
At this point Councilman Gladden called 'long distance from Rey West, to
report himself for the. Meeting.
Atty. Mard stated that if the Council decides to consider the extension
of the present franchise at this time, he will go into the matter with
Ur. adams. Mr. Bryant also brgpght out the need for taking up with
the GDT the
question of takinhe 27000 -miles limitation on the new
buses and that he would need the City's help n this matter, that
letters in the form of a demand for better service and a better fran-
chise would heir, a lot.

Transit Co.).
Iviayor Vanderboegh raised the question of a charge for the franchise,
but no action was taken at this time.
There being no further discussion on this matter, and only report
of standing committees to be made, Mayor Vanderboegh asked to be ex-
cused at this time (9:25 P:Ni )

Fire:- Chairman Brown reported on the Army Camp incident, stating that
he and Mayor Vanderboegh had gone down to see Capt.,Middlebrooke, and
that the IdIP's were to remain in town, but would not work out of the
City Hall.

Police: Chairman Bennett reported that 'John Roby had resigned on
November 249 and made the motion, seconded by Councilman Abown, that
he be paid iri full t1ru November 30 )notion carried by poll;, as follows:

Chairman Bennett then recommended that H. C. Brown be appointed in
Roby's
place,'at the same salary, as of December 1. 1942. Councilman
Brown, seconded by Councilman Chinn, moved that Chairman Bennett's
recommendation be taken in full. Motion carried by poll as follows..:

Councilman Chinn reported on a USO meeting he had attended at the
Mayor's request, of renresuntatives of the various municipalities and
other organizations headed by Hollis Rinehart. He stated that the
meeting had been called for the purpose of forming a council of repre-
sentative groups of the area to

carry out recommendations, make in-
vestigations of USO needs, etc.:
Atty. ;Yard reported that he had taken up with the attorney for the
FLC the matter of proper warning signals at the two South Miami
crossings, that no electrical equipment is available but they were
willing to install flashers that would reflect, at the Sunset Drive
crossing and move the signal at the lied Road crossing to a more ad-
vantageous point, and that in return the RR company was wondering; whether
the City VioUld rely; the 4 -mile speed 'limit jut ozi it last winter.
Councilman Bennett suggested that the City take Whatever can be gotten
in the way of safety signs and Atty. Ward stated that he believes a
30 mile - speed limit could be all right under present conditions.
