PIPS EVENING, OCTOBER 209 A.D. `1942 AT THE
CITY HALL AT 8:00 P.M.
The meeting was c�:lled to order by Pres. Faust, with Mayor Vanderboegh-
and Councilmen Bostwick Chinng Bennett and Faust and Atty. Ward res-
ponding, to roll call.
Minutes of the regular meeting of October 6 were approved as read.
Councilman Bennett, seconded by Councilman Bostvvick9 moved that the
interest be cancelled and the principal amount of Certificate #1837'
for 1936 taxes accepted in full ,

A discussion regarding the micro - filming of the City's vital records
to safeguard them in case of raids9 finally resulted in a motion by
Councilman Bostwick, seconded by Councilman Bennett, that the matter
be tabled for the present) until the situation becomes more critical.
Reports of standing committees were as follows:
Finance. Absent.
Sanitation. O.K.
Fire. Councilman Bostwick, seconded by Councilman.Bennettq moved that a

Police. Councilman Bennettq seconded by Councilman Bostwick Moved that
E. Ericson be paid $3.00 per day for six days clerical work during the
sticker rush. Motion carried by poll as follows Councilman Brown having
arrived in time to take part.

Streets & Parks: Arrangements have finally been made with the County
to get the streets patchedg the City to furnish the gas and oil directly
to the patch trucks and the County to bill the city for the labor.
Buildings. O.K. One permit issued so far, this month.
There was as yet nothing to report on the proposed new boy scout hut.
As unfinished business, the Council went into a detailed discussion re-
garding the control of horses within the limits of the Cityq the possi-
bility of water contaminations and the nuisance features being thoroughly
debated. Attyi Ward stated that the present ordinance prohibits their
stabling except upon approval of the health department, and that the
country's first real zoning case grew out of the keeping of horse- as
a sanitation metasure. Councilman Bostwick suggested that a minimum dis
� �o tance of 50 ft* from any well or property line be established. Councilman
Browne seconded by Councilman Bostwick moved that the City try to control
the situation under the existing ordinances and let the matter ride unless
o
it proves ineffective. Notion carried.
Councilman Bostwick discussed with the Council the fact that his other
wore, and CAP duties were conflicting with his work as Division Com-
mander for the Defense Council, so that he believed it advisable to
give up the latter post and asked for recommendations for a successor.
It was unanimously agreed that V.D. Bryant, who has been vice- commander ?,
would be the logical person for the position, and Councilman Bostwick
was instructed to approach him on the matter.
There being no further business, the meeting was adjourned in regular
order at approximately g P. M., �
