1942-09-15 MINUTES OF CITY COUNCIL MTGMINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF SOUTH MIAMI HELD' TUESDAY EVENING, SEPTEMBER 159-A.D. 1942 AT THE CITY HALL AT 8:00 P.M In the absence of both President and Vice - Presidents Councilman ;Brown was delegated to take the chair and called the meeting to order, with mayor Vanderboegh and Councilmen Gladden Chinn, Bennett & Brown and Atty. Ward answering to roll call. 7 Minutes of the regular meeting of September 1 were approved as read, Mr. W. D. Fuller of the Florida Power ,& Light Company appeared the Council with reference to the proposed gstreet plig hangesbandre presented a further reduction (over that of Aug. 1942) billing which would bring the bill to $166.6 a monthly September 1 and reduce the exist 7 per mont�i� effective as of existing street lights to a strength of 60 Cps This would still bring the annual.total to $21000.04p and was the best he could offer,. At this point Pres. He still believed there should be some way of cutting out the white way lights1 which have always'been a source of argument in the quo warranto cases in that so much of the revenue is used for street lights in a small area and not distributed more evenly. Councilman Browns seconded by Councilman Chinnv moved that the City accept the letter of Septem ber 149 granting reduction in strength of lights and rater and if con- ditions arising later on warrant itp ask for a further reduction. Motion carried.by poll, as follows Gladden yes Bostwick yes Brown es Chinn y yes Bennett yea Faust yea , Mr. L. Thompson was then given the floor and discussed with the Council the needs of the Boy Scouts for anew building and asked permission to erect it on some of the City's land out on Ludlum Road. He submitted plans for a but about 24 by 30 ft., to be built out of native rock and said tentative arrangements had already been made to ;saw the needed lumber at no costa so that the Scouts would probably be able to finance the matter entirely. Following a discussion, Councilman Gladden, seconded by Councilman Bostwick, moved that the City designate the 5 acres on the east side of Ludlum Road as a city park and let the Scouts erect a cabin there, at no cost to the Cityt the exact Iodation to be worked out by a committee to be appointed by the chair. Notion carriedt and Press Faust appointed Councilmen Bostwickv Chinn and Mayor Vanderboegh to serve as that com mittee. Councilman Bostwickp seconded by Councilman Brown, then moved that before the final O.K. is given that Attya ward draw up the proper papers, so that the City will at all times have full jurisdiction over the property (for zoning purposes, etc.). Motion carried. -:� A letter from the South Miami, Rome Demonstration Clubs thanking the Coun- cil for its assistance in entertaining the service men at the Community Building was read. A letter from Hobart Millery addressed to Councilman Brown, asking for an adjustment on his taxes was ready and Councilman Bostwick,, seconded by Councilman Browns moved that settlement be made in accordance with Resolution #190p being 50% of principal and no interest for the year 1935 and full face and interest for those of 1936 to date. Motion, caret ed. c/ Reports of standing committees were as follows: Finance.: O.K. Sanitationg, Mayor Vanderboegh reported that he had checked the chicken matter referred to him at the last meeting, and Mr. Fleck had promised to remedy the situation. He also reported his attendance at the organization meeting of the new Dade County Metropolitan Health Board, at which South Miami represents all the smaller municipalities of Dade County. In the course of the discussion it was decided that a letter be written these municipalities to advise them of this meeting and of the one scheduled for the end of the monthq and state that until such time as a workable plan is presented in writing, South Miami does not feel justified in asking them for a definite expression of acceptance or rejection* but will welcome eom -meats or suggestions to be presented At said meeting., Mayor Vanderboegh also brought up the difficulty in obtaining help on the trash truck, with no one in jail at the present, and Councilman Bo6twick9 seconded by Councilman Brown, moved that in case of emergency he be authorized to a as much 40 to p ay as 40# per hour for such labor' payable out of Petty Cashl on the O.K. of Mayor Vanderboeghp when the amount is for a period not greater than 2 or 3 days. Motion carried by polls as follows: Gladden yes Bostwick yes Brown yes Chinn yes Bennett yes Faust yes; Fire': G.K.; Police 0. K. Streets & Parks: O.K. Buildings.. The question of permitting 'substitutions on plumbing_ install- ations, due to shortages and priorities, was brought up and the Clerk reported that she had requested a copy of Miami's Ordinance and forms on the matter. It was agreed that adjustments would have to be made and would doubtless follow the Miami pattern. A supplemental_ agreement covering the police radio communications service was presented% and, following its reading and approval by Atty. Ward Councilman Gladdens seconded by Councilman Brown, moved that it be signed and returned to Miami. Motion carried. Atty. Ward brought up the question of safeguarding the City's vital records by micro -film at an approximate cost of 3¢ per pager urging that this be done with the ordinances and other legal material., and charge the expense to the legal fees Xx3d account. Councilman Browns seconded by Councilman Bostwicky moved that the Clerk contact the Dade Common. wealth Title C9.9 and get an estimate on the cost of filming all legal' material. Motion carried. Mayor Vanderboegh brought up the question of the bulletin board for the names of South Miamians in service. It was agreed ,that somethi of this nature be done, and believed that a list of those now in service could be obtained from the Local Board, so that an idea could be had as to the size necessary to provide space for all already in and still to be called. The following bill was presented for approval and payment: Boy, Scout Troop #23 $26.75 proceeds from sale of scrap iron Councilman Bostwickg seconded by Councilman Gladdens moved that it be Paid.
