D. 1942 AT THE CITY ?-TALL AT 8.00 P Iri: The meeting was c4l1ed to order by Vice- Ares. Faust, with Councilmen Gladden, Bostwick Brown, Core, Bennett, by and Atty. ,lard responding to roll call. Iinutes of the regular meeting of January 6 were approved as read. At this point Councilman Core asked to be excused from the meetings having received a phone call." John Ravlin appeared before the Council with a request for the adjustment of taxes on certain acreage and BILTMORE H IGHTS property belonging'to Helen Pearsong and on which Judgment of Ouster had been rendered in 1938 Following a discussions Councilman Bostwickv seconded by Councilman Brown, moved that these outstanding back taxes, totaling approximately $2,333.34 be settled at 101p" of face, plus 6% interest from July 2, 1940 (date of similar settlement on WESTERFIELD b,,WTOR property)9 with all cancellation charges to be paid by said Helen Pearson. Motion carried by poll, as follows; Gladden yes Bostwick yes Brown yes Bennett yes Faust yes This being.time for the application of a new charter for the Boy Scout troop,, Councilman Brown, seconded by Councilman Bostwick moved that the Council ag4in sponsor the Troop. Motion carried. The Clerk reported that the one -year permit for transporting and shooting dynamiter issued to the Florida Power & Light Co. on January 8, 1941, had expired$ and Councilman Brown, seconded by Councilman Bennett) moved that it be renewed for another ,year. , Motion carried. A request presented an behalf of Rev. Spear of the Homestead Nazarene church to conduct a 30 -day revival service was discussed and Councilman Bennett2 seconder by Councilman Brown moved that it be referred to the local ministerial committee for aaproval. Motion carried2 and Councilman Bennett was appointed as a committee of one to take the matter up with the ministers. A request from Pres. Altmayer of the :Illiami Automobile Dealers' Assn. regarding the City's motor vehicle needs for 1942 resulted in the Clerk's being instructed to advise him that the City might need a pick -up truck for conversion into a piece of fire - fighting equipment, a standard sedan for police patrol purposes and _a motorcycle. Reports of standing committees were as follows: Finance: Chairman Gladden read the report of departmental expenditures for the first half" of the fiscal year, as well as figures on tax collections and other incomes. Vim,/ Fire: Chairman Brown reported that 3 fire wells had been completed. Fie also authorized the payment of one more day's wages to E. Bricsong amount- ing, to $2.001 for January 1. He also brought up the question of the advisability of getting a small truck and equiptain,� it with a pump, and also with something for fighting gas or gasoline fires, and was instructed to look into the possibilities. Police: Everything in the department under control. Streets and Parks: Absent. The Clerk presented the statement as rendered to the K:P for the rent of the Community Building from July through December,; and on which they claimed an overcharge of $13600 for meetings not held, per schedule. Following a discussions Councilman Bostwick, seconded by Councilman Bennett, moved that the $13.00 be written off, but that in future the K -P or Pythan Sisters be required to give written notice' 5 days in advance of any scheduled meeting they wished to cancel. Motion carried by poll,, as _follows: Gladden yes Bostwick yes Brown yes Bennett yes Faust yes Buildings,: Chairman Bostwick reported that he had obtained plans and specifications for the proposed one -.room addition to the City Hall from Architect,Tyrus Tripp at no cost, and Councilman Bennett, seconded by Councilman Gladden; moved that a letter of thanks be written him for this courtesy.: Votion carried. No action was taken on a letter from the Gautier Funeral Home offering to provide free ambulance service to residents'not able to pay for it. Atty. Ward discussed with the Council the proposed ordinance for the control of pin ball games, and submitted a draft of an ordinance providing for the licensing of coin- operated vending machines and ;skill machines' ' but suggested that it be carefully considered before it is passed. No further action 'teas taken at this time. Following a discussion, Councilman Brown, seconded by Councilman Bostwick moved that the(City take the Manufacturers'! and Contractors' Liability policy, and pay the premium of $68.19 thereon to the Horsley Insurance Agency. Yotion carried by poll, as follows; �_✓ Gladden yes Bostwick yes Brown yes Bennett yes Faust i yes Councilman Bennett then reported on a meeting between the Mayor, himself and Chief L'liegand, at which D,ayor Glass recommended that an investigation by the Smith Agency again be undertaken, that the Agency's man hadq on the following day told the Chief that he was the one under suspicion according to his instructions from the 1ayor. Councilman Bennett stated that in view of these facts he wanted either a vote of confidence or a completely disinterested investigation.; Following a thorough discussion Councilman Bostwick, seconded by Councilman Gladden, moved that the Council give Chairman Bennett and Chief Wiegand a vote of confidence _for_ MVf;� the manner in which they have handled the police department.% Thereupon C�rrdc! Councilman Brotm, seconded by Councilman Bostwick moved that in view of the confidence had in the ,police department and Chief 'Xi'cgand, the Council rescind the motion in the minutes of the special meeting of October 28, 1941 for making investiLations, and that any future investigations con - sidered necessary be made only by order of the majority of the Council at a rogular or called meeting.
