1942 AT THE CITY HALL AT 8:00 P. M.
'- The meeting was called to order by Pres. Vanderboegh, with Mayor Glass
Councilmen Gladden, Bostwick, Browns Bennett, and Vanderboegh responding
to roll call.
12inutes of the special meeting of December 30, 1941 were approved as
read.
iir. Horsley, of the Horsley Insurance Agency, and P.tr. Steinmeyer rgpresent-
ing the American Casualty Co. discussed with the Council the matter of
comprehensive insurance coverage, admitting that it was quite a new thing,
that a municipality was not a desirable risk but that the
� ,, policy, as out-
lined, covered everything except Workmen's Compensation, liability on
equipment, and didelity bonds, that it covers the unknown hgzards. At
this point Atty. Ward joined the meeting.. After further discussion, it
was decided to talk it over later and come to a definite decision by the
next meeting. As it now stands, the City is covered by a Manufacturersr
and Contractors' Lialkility Policy on which the premium amounts to $68.19
for a 5150 coverage. Mr. Steinmeyer quoted the comprehensive policy for
the same coverage at $210.08 which would eliminate the present`Manufac-
turers' & Contractors'., and the Osner, Landlord Tenant policy on the
Community Building, but require the maintenance of all other liability ^r
policies-now in force.
)3"r. George Hiltwein, accompanied by a' delegation from the Pythan Sisters
presented a letter to the Council regarding the facilities at the Commuftity
Buildings and the rent... In the course of discussion it was agreed that
a
drop cord for a light in the center of the hall be installed, and that
the key for the building be left at the City Hali again. but with definite
instructions to be advance. a given to no one'unless the meeting has been scheduled
Atty. Ward reported on the 'very favorable comments he had heard regarding
the South Miami float in the Orange Bowl parade.
Chief Wiegand brought up a request Prom a K. Durama for permission to
Show motion pictures in South Miami, stating that the man had given as a
reference the Dade Co. Defense Council, but that the Council knew nothing
Of him. Councilman Bennett, seconded by Councilman Bostwick, moved that'
any such proposition be turned down as the Council was too busy with
defense work to go into such matters. Motion carried.
Mayor Glands in connection with the conservation of tires s r,
the fine for speeding udid nod that
p ing be increased to $25.00 but the .Council did not
believe such action should be taken.

Finance: Readitlg of monthly financial report for December,
Sanitation: Absent.
Fire= Chairman Brown reported that a well had been dug at the cofner
opposite the Mayor's house and that 4 others were planned in locations
considered necessary.

Police.' Chairman Bennett brought up the question of pin ball games
stating that the County is Issuing licenses but is being very strict
about theme and 'that &I-ami requires (1) applicant furnish certificate
and license from state and county., (2) party holding occupational license
for location must john in application and consent to operation of pin
ball game, (3) machines to be used only for gaming and pleasure and not
for any money or prize rewards;' and (4) license to be non - transferable
both as to machine and location. In the course of discussion Councilman
Brovin, seconded by Councilman Bennett:,, moved that the present City
ordinance on pin ball games be amended to include the 4 above points and
(5) that each license shall be issued subject to the right of the Police
Department of the City of South Miami to inspect location and machine at
any time$ and to confiscate and destroy any machine they find paying off
a premium in any way. Motion carried, and Atty. Y►'ard instructed to pre-
pare amendment for next meeting.
Cou=ilman ,Brown seconded by Councilman Gladdens moved that the City
Clerk issue no license until the proposed amendment to the ordinance
has been submitted for approval. Motion carried
Streets & Parks Absent.
Buildings: Chairman Bostwick brought up the problem of adding a room to
the City Hall building for use Of the police department in defense work
at an approximate cost of $650.00, stating that it was a question of us ng
money set up in the budget for an addition to the Community Building
addition. All present agreed to the need for the addition under existing
circumstances, and Councilman Browny seconded by Councilman Gladden
moved that Chairman Bostwick get up plans and specifications and submit
"them for bids. Motion carried.
Mayor Glass reported on behalf of Chairman Faust, that a bailer for waste
paper is to be brought down to the trash pit this reek.
In connection with the recent blackout practicep Mayor Glass reported that
the warning system had proven inadequate and that Chief Illiegand''s suggestion
that 3 planes equipped with warning devices could cover the entire County
in good timer had found favor with the air raid officials.
Mayor Glass also brought up the matter of house purchase o house of defense stamps
and bondeq stating that on February canvass was to be
made throughout the U. S. to determine the amount of bonds each member of
the family is buying that an average of $28.50 per month per individual
worker would be requiredv and described the pay -roll allotment plan
already subscribed to by some of the-County employees.
