The meeting was called to order by Pres.- Vanderboegh with Mayor Glass,
Councilmen Gladden, Bostwick Browny Faust,, Bennett and Vanderboegh and
Atty. Ward responding to roll call.
Minutes of the regular meeting of October 7 were approved as read.
A conunittee from the Chamber of Commerce headed by Mr. L. R. Geiger ap-
peared- before the Council toask what the City could manage this year in
the form of a donation, pointing out that the County COLmUssion had a eed
to match the amounts and that it was hoped the City would contribute V260.00.
Mr. Dutcher pointed out that the Chamber desired to get out pamp& lets this
year similar to those printed two years ago but could do that only if the
City made its contribution. It was decided that the Council consider dust
what expenditures are to be made out of the Publicity Fund for the 1941
1942 fiscal year, and that a special meeting be held on Tuesday evenings
October 289 together with a committee from the Chamber, to come to a final
agreement. The question of a float in the Orange .Bowl Parade willbe one
Of the items to be considered under a Publicity Fund expenditure. This
was undertaken last year jointly with the Chamber of Commerce'.
kr. Francis S. Scharr was next to appear before the Council in regard to
his Parrot Jungle sign on the Bowers Canning Plant building, which had been
)reported as storm damaged,, through error, and to point out that his'signs,
like those of Lost Lake and the Rare Bird Farm, were directional in
character and primarily intended for guidance of tourists. Atty.'Ward
stated however that they were still billboards and that where similar
questions had been raised, it had been ruled that such directional signs
were justified only if traffic conditions warranted them which Has not
the case out here. Inasmuch as a notice to remove the slams at some
future date would be condoning a violation of the ordinance, he suggested
that no definite action be taken at this times and Councilman Bostwicks
seconded by Councilman Gladden moved the matter be carried over for
consideration at a future meethgo notion carried.
A letter from the Dade- Coumonviealth Title Co. regarding the suspension
of any City taxes under the Soldiers' and Sailors' Civil Relief Act, was
tu rned over to Attorney Ward for checking and reply.
A letter soliciting advertising in a booklet for the forthcoming 27th
Annual Convention of the International Association for Identification on
Oct. 27th to 30th was read. Councilman Bennetts seconded by Councilman
Bostwickv moved that it be tablede Motion carried.
The check issued October 8 ( #5818) to Sinclair Refining Co. in settlement
of an old balance under dispute,, was beturned with the notation that re-
mittance had previcusly been made to cover this charge. As this payment
had been made by Can.ngton, operatmr of the station and the materials
wactually receivedy Councilman Bostwicks seconded by Councilman Gladden,
moved that refund be made to hime Notion carried by pollp as fonows=

Fire: O.K. Chairman Brown suggested that action on the proposed unifarm
fire ordinance be held over until 2t can be further checked and looked
into,, and Atty. Ward added that before final action is taken it will be
advisable to have it gone over by the Fire Underwriters' Board to avoid
any conflicting rulings.
Polir+�er: Everything under controll(including a first new grandson).
Streets & Parkst Absent. It was reported that needed street repairing was
being held up until the end of the rainy season.
Buildingsr Chairman Bostwick reported that a house in colored town had
been wired by a white man without a license or permits that a warrant had
been issued for his arrestp that he was too drunk to, be tried the first
time, had skipped town since and would probably stay away for some time
The colored woman had already paid him and has now put up the $1.00 fee
for the permits and it was his suggestion'that the inspector check and
advise what else may be necessary. Chief Wiegand had been to look it over,
but with the fixtures already in place, could not see whether joints had
been properly soldered and right wires hooked together, but that there was
a good.ground and what was visible would be 0. K. It was agreed that
Councilman Bostwick get this taken care of:

y Gladden, moved that the City take a $2.00 ad in
a message of congratulations in the next edition of "The Sun ". Motion
carried.
Councilman Brown seconded by Councilman Gladden,,, moved that the Council
send its first "arandson" side flowers. Motion carried:
Atty. Ward reported on his attendance of a National Tax Conference..held
at the University'of Minnesotap While the encroachment of the Federal
Government and what it is planning to do, will not leave much of a field'
for municipalities, and the situation in general is serioust he came away
convinced that inflation can be controlled and that something is definitely
being done toward that end. One suggestion at the meeting was the creation
of tax districtst having one taxing agency set up for the entire district
said districts set up on a basis of general similarity and type which
would eliminate a good bit of duplication now existing. He stRed that
the northern municipalities, expecially the larger ones, were definitely
up against its taxes high, difficult to collect-p and that we down here
were really in much better condition, and urged that South,3liami continue
its present careful and conservative policy.
