AT THE CITY HALL AT 6 :00 P. M.
The meeting was called to order by Pr es. Vanderboegh with Ma o::,? Glass
Councilmen Gladden, Bostwick, Bennett and Vanderboegh and Atiy S. F.
C Ward present.,
Minutes of the regular meeting of September 16 were approved as read.
In response to Any. H. F. Ward's request that any questions requiring
his advice be taken up at this time, Councilman Bostwick brought up the
need for making some changes in the building code reducing the amount of
steel required in the construction of residences, during the present
emergency, in line with the changes already authorized by the City of
Miami Atty. Ward stated that inasmuch as it is only a temporary change,
the amendment can be made by Resolution, whereupon Councilman Gladden,
seconded by Councilman Bostwick, moved that Resolution No. 214 be read.
Motion carried.
RESOLUTION NO. 214
A RESOLUTION MODIFYING CERTAIN PROVISIONS IN THE
BUILDING CODE(oimmANCE'N0. 8O)FOR TBE DURATION
OF TEE NATIONAL EMERGENCY.
WHEREAS, it is the opinion of the Mayor and City Council of the
City of South Miami that a national emergency Oxists ;pertaining to
the use of structural steel in the building of foundations for homes .
and other buildingss and
WHEREAS, in the opinion of this Council said emergency should be
met with.by the adoption of an amendment to the present building code
so as to permit construction during said emergency in accordance with
the specifications set forth in a sketch attached hereto;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY - COUNCIL OF
THE CITY OF SOUTH IIIAbII
Section 1. That for the duration of the national emergency,
those portions of the present Building Code referring to the quanti
ties of reinforcing steel and concrete required in the construction
of footings and columns.in one and two story residential buildings
are hereby modified, to permit the elimination of reinforcing steel
or the reduction in the quantity of reinforcing steel and simultaneously
to increase the quantity of concrete provided that the resulting struc-
tural strength in the opinion of the Building Inspector is not adversely
affected.
Section 2 That during said emergency the requirements shall meet
the specifications set forth in sketch attached hereto and made a part
of this resolution.;
Councilman Gladdens seconded by Councilman Bostwick then moved that
Resolution Hoe 214 be adopted as read. Motion carried by polls as follower

Mayor Glass brought up the 'request of the State Fire Prevention Bureau
for the adoption of a uniform fire ordinance, and it was agreed that the
',form sent be checked with the City's present ordinances and the matter
'taken up at the next meeting.
Pres. Vanderboegh brought up the matter of the R411 claimed by the Baptist
Church against the Geib property and it was definitely decided that any
further complaints must be made In person before the Council.
In accordance with the terms of 'Res. #190, application of J. N. Mercer, Jr
for an adjustment of City taxes on Lots 1 and 2 Block 12 SEA VIEW PARK
was presented, together with check to cover. Councilman Gladdens seconded
by Councilman Bostwick, moved that the adjustment be approved. Motion
carried by poll as follows:

A request from the War Department for registration of the City's.school
Cove s �n case of emergency was presented and Councilman Bennett? seconded by
n os`twick$ moved that the City agree to turning it over voluntarily in case
of emergency. Motion carried.
A letter from Mrs. Annie, certifying 10 more Advanced First Aiders, was
read.
A letter from Thompson Parades, soliciting the City's business for the
Orange Bowl parade, was read, but no action taken at this time.
c 4 letter from the Greater Miami Airport Associations soliciting a contri-
bution for the Air Maneuvers, was read. Councilman Gladdens seconded'by
Councilman Bostwick* moved that it be tabled for the time being.'
Reports of .standing committees were as follows;

�Sanit e. Absent. Pres. Vandeeboegh brought up the question of Gus CintoAz
family having moved into their house without providing sanitary faci-
lities'. It was decided that he must provide an outside toilet if he is
unable to complete his plumbing right away. Pres. Vanderboegh also called
attention to the need for another cleaning up at Norton's chicken farm and
it was decided that Chief Wiegand see him.

license p p y stating that it was the
recommendation of the 'Judge, and 'Chief that this be deAied, . in view of
Dames' record of 7 times in City Court and several times in the 'County.
Councilman Bostwick 2 seconded by Councilman Gladdens moved that no license
be issued to Hiram v8mes_or to any of his associates, and that no license
be issued to any one else at that location without the recommendation of
the police department. Motion carried.
Inasmuch as the bingo game schedul,:d by the Townsend Club on September 18
aas stopped as soon as they were notified by the polices it was suggested
that only the regular charge for the meeting be made for that night.
This was agreed r6 by all.
Streets & ftst-as Absent.
Built Chairman Bostwick discussed the geed for amending the ordinance
„ for minimum size of house from a cubic content basis to a square foot floor'
measure. Mayer Glass stated that the County was also planning to go on
ouch a basis and suggested that the City wait until that had been completed.
Councilman Gladden2 seconded by Councilman Bostgi moved that 'the natter
be tabled temporarily. Lotion carried.'
Pres. Vanderboe g h reported that the bleachers at the ball park belonged

to Ponce de Leon High School, to be returned at the close of the ball season
and it was agreed that they be given a coat of paint before sending them
back.
It was reported that the Parrot Jungle sign on top of' the 'Bowers-Canning
Plant had been storm damaged and was a hazard, and it was agreed that the -
owner of the Jungle be notified to remove the remainder of the sign.
It was generally agreed that E. L. Thompson should assist E. H. Rogers in
carting off trash accumulated from the recent storm. In this connection
it was also agreed that a vote of thanks and appreciation were due to Mr
Fuchs for his kindness in opening the bakery to those who sought a safer
haven than their homes? from the storm,, and that a letter be written him
to that effect. Mayor Glass also recommended that the City set up hurri-
cane regulations for procedure before' during and after storms, and Pres.
Vanderboegh appointed Councilman Bennett, Mayor Glass and Councilman Bost-
wick as a :committee to work on this.
Following a request for an adjustment of outstanding taxes on Lots 17`to
209 Block 5'WESTARFIELD MANOR (Quo Warranto property)Counc loran Bostwick
`seconded by Councilman Bennett, moved that they be settled on a basis of
25% of the faces plus cancellation fee. Motion carried by poll as follows:
