Councilmen. Gladden,, Brown, Fddst�, Bennett, Vanderboegh and Core present; and Atty. Ward Minutes of the regular meeting of March 1B were approved as read. Regular order of business was suspended to enable Edward Meyers, represen- tative of Federal Laboratories Inc. to show the new- Reising gun, discuss its merits, as well as those of the Thompson gun, which is more complicated. He also showed a gas gun as well as two types of "billy" sticks which con- tained small gas guns, with a'range of 15 yards, the latter priced at $22.'50. Councilman Bennett, seconded by Councilman Gladden, moved that the purchase of such equipment be taken under. advisement and Mr. P,Ieyers notified of any decision at a later date. Motion carried. A letter from "bliss Florida" acknowledging the Council's sponsorsh.ipwith thanks, was read.' A letter written by Mayor Glass to the Greater 'Miami Insurance Board, re conariending Chief Wiegand for the annual medal for outstanding service in connection with the Homestead fire, was read. Councilman Gladden, seconded by Councilman Bennett,, moved that the letter be approved and sent in. motion ,,.. carried. A letter from the Abrams Aerial Survey Corp., offering it's services in making an aerial map of South Miami, was reads and the .Clerk instructed to write in and ask for prices, when Atty. Ward stated that such a map 'might 'be of value in future Quo Warranto proceedings. " A letter from the Florida Planning Boards advising that a state -wide projed had now been set up for the codification of municipal ordinances and charters was read and the Clerk instructed to write and request further details Mayor Glass reported favorable progress on the projected 1,,Iotor' HighwayP64al service insofar as the Miami- Homestead stretch was concerned but that further investigation was being made of the Homestead -Key West portion and that Postmaster I,terrick had suggested that Mayor Glass accompany him to Orlando next week to meet with Assistant Postmaster General Purdum_ and others for a conference. Councilman Browns seconded by Councilman Bennetts moved that Iv-,ayor Glass be sent to Orlando for the meeting. Motion carried. Mr. H. W. Dorn appeared before the Council to state that a South Dade Baseball League was being formed and desirous,of using the old ball field and he would like the Council to make the same deal with him as in former n years whereby the Casty paid half the City and State and County taxes on the tract in exchange for the use of the field. Idayor Glass stated that arrangements had already been made whereby maintenance of the field would be provided by the Countyt keeping it in trim and good playing condition. Councilman Core stated that he understood that the Ponce de Leon field was also available. In the course of discussion that followed, it was suggested that the s ball club lease the field from the Dorns and the City sponsor the Club to a certain amount. It was decided to take the matter under ad- visement and see what could be worked out but definitely agreed that the City would not undertake any lease ,agreement for the field and Pres. Vander - boegh was to notify Mr. Dorn to that effect. Councilman Gladden stated that all back taxes on the "Bank Building" as well as the 1940 taxes on all improved property in DORId `BRCTfTRS SUBD. belong - ing to Mrs. Mary Dorn would be paid up and a credit balance remaining with the credit for rent due on April 5 , so that future rent of the building for the v1PA sewing room would necessitate eash outlay. It was decided that County Commissioner Paxson be notified that the City has exhausted its source of revenue for this purpose and unless the County can see its,way to keep it open, the sewing room will have to be closed by May In connection with the request of lair. Reports of standing '`committees were as follows: Finance: O.K. Sanitation: O.K. Fire: Chairman Brown reported a woods fire, and that another case in con- nection with the truckts accident 'last year had come up and had been won by the insurance conpanyq, for the City. Police: Chairman Bennett stated that the City needs a new police car "< unless extensive repairs were 'made on the old one, and Councilman Gl4ddeng seconded by Councilman Brown, moved that bids be requested from all Ford dealers in Dade County, for a new Ford Fordor sedan. to be opened at the special meeting to be called for Tuesday evening, April 8. Motion carried. Chairman Bennett stated that in his opinion the City did not need the guns demonstrated by Mr. Meyers but that the spraying night stick might be useful. Councilman Gladdens seconded by Councilman Faust moved that the City order one gas "billy" at $22.50 and o cartridges. Lotion carried. Streets & Parks: Councilman Core presented a, petition for the paving of South 4th Court from Sunset to S. 2nd Street, signed by seven property owners. In checking up on the matter, it was found that the City lacked a right -of -way for the south 85 feet and it was decided. that no action could, be taken until that had been obtained. Buildinus. In connection with some electrical work done without a permit, it was decided that nothing could be done as it was already completed. 0 Pres. Vanderboegh brought up a request from the "Friday Night Club" to be permitted to stay opeh until 11:30,, but following a discussion in which all agreed that the original closing hour of 11:00 P.M. should be adhered tog Uouncilman Bennettp seconded by Councilman Brown, moved that they be noti- fied that they must stick to their original agreement. Motion carried. y. . hard reported that the Rosen deal was about ready to close except, for the .everglades Drainage taxes._ : ! Atty. {+lard also brought up the questian of the outstanding tax certiPicate on the Molner property W,1 of rit*, Sec. 26- 54-40) on which Judgment .of Ouster had been rendered prior to the date of sale, stating that 1,7r. YIolner's attorney had offered $50.00 cancellation of said certificate. The face of the certificate amounts to $113.03 plus interest from June 62 19389 but upon Atty. Ward!s advice Councilman Brown, seconded by Councilman Gladden, moved that the City accept $50.00 in settlement of the certificate. Motion carried. Atty. Ward reported that he would have the legislative matters ready for next regular meeting. Pres. Vanderboegh brought up the matter of occupational licenses for music machines,, suggesting a $100.00 ,operator's fee plus a nominal fee for each machine. Following a, discussion, in the course of which such a fee was declared exorbitant and tending to encourage as monopoly to one operator, it was finally decided to set it at $25.00 per operator and one machine, and $5.00 for each additional machine, and Atty. Ward instructed to draw up an ordinance to that effect. Following a discussion regarding the re- establishment of boundaries;, in the course of which it was agreed that such a step might result'in more litigation and more expense than revenue, "Councilman Faust, seconded by Councilman Brown, moved that the 'City drop its legislative program for the extension of its boundaries.
