Regular business was suspended at this point to hold the hearing for the
proposed road improvement authorized by Res. #205. Mrs Mary Dorn and
Messrs. John Opsahl and H. W. Dorn were present, as interested property
owners. Mr. Dorn asked just what the City proposed to do, and Councilman
+ Core: replied it was to be a 24 ft. street, that it could' not be lined up
with S. lst St. last of S. 2nd Ave. because of a 16ft. jog at the inter-
section there, and that the new street would be .centered on the right-of-
rd way as platted. Following a discussion on the latter point, it,was finally
P declared agreeable by the owners present and Councilman Bostwick,, seconded

jections presented by interested persons to the confirmation of said

A Mr. Dursma, from Tampa* was then given the floor. He stated his busi-
ness was putting on moving picture, showcy consisting of features, shorts,

Sanitation: Chairman Faust reported there had been some arguments but
everything was straightened out now. ` "'
Fire, Chairman Brown reported on the iLJcNab fire and.the good 'work done
by the department.
;Police: O.K.
Streets & Parks: Chairman Core reported fil'li'ng in holes in the parkways
i'n - A�RIDPE UWNS. He also stated' that he believed the blinker light
at Red Road and the Highway tended to speed up rather than slow do +m high-
way traffic. It was decided to let the police department take care of the
situation, As wall as rock truck operating without a muffler.
Buildings: Ch4z'man Bostwick reported permits for a few new buildings.

Special Committees: No report
In connection nection with the so- called "rock pit" on the Blumenthal property,
Atty - d that he did not believe the City should take out a
warrant unless it could definitely prove a violation of the zoning ordi-
nance that such action could come back on the City in a law suit for false
arrest, and that neither-A. W.'Kneibler nor A. O_.Renuart3 who were'ad
joining property owners, were willing, to swear out such a warrant.
Insofar as the City's legislative program, as first discussed two years
ago, and consisting of (1) a change in boundaries2 (2) increasing assessment
+_basis to -100% cash value and (3) staggering of Council and increasing the
mayor's term to 4 years, Atty Vlard had the following to say: That the Dade
delegation was willing to help pass an act putting the City's boundaries
back, providing a referendum is attached thereto,, calling a meeting within
30 days after the act becomes a law and giving freeholders a chance to
vote on it. Only property owners in the outside area would vote and 51 5
would be required to carry it. Such a bill could be passed without pub

C, lication He pointed out that under' the circumstances the increase to
100% assessed value 'might spoil the election on the referendum, as well as
induce others to sue out, and it was decided to drop that. As for stag
gering the Councils be beliebed that a poor policy, and stated that there
was general objection to it all over the State$ particularly for small
communities. It was decided to come to a final decision at the next
regular meeting,
Councilman Gladden reported that the Rolfe Armored Truck.Service had of-
fered its services for $20.00 per month per customer if they could get
6 customers in South Miami and stated he believed the City should take
this service. In the discussion that followed it was decided that the
City's business did not as yet warrant using such service, as the Clerk
could always have police escorts when necessaryg on trips to the bank.
