Following the closing of the adjourned organization meeting of the new
Council, President Vanderboegh called the regular meeting to order at
approximately 8;55 P. M., with Mayor Glass, all Councilmen(Councilman-
Bennett having been sworn in by Mayor Glass just preceding the meeting)
and Atty. H. F. Ward present.
Einutes of the regular meeting of February 18 and of the first meeting
of the new Council on March 11 were respectively read and approved.
A delegation, of young people of the South Miami area, headed by Bob Quarlesz,
accompanied by Jack McKee, Betty Foyle, Irene Beaver and the Rev. Jewett,,
appeared before the Council to report that they had now organized them-
selves into the "Friday Night Club" to provide a variety of wholesome
entertainment, properly chaperoned, for the young people of the area and
asked for the use of the Community Building on Friday nights from 8 :00 to
11:00. Following a discussion, in which, all agreed the entertainment needs
Of the young people would be well served by properly conducted dances, etc.,,
Councilman, Bennett, seconded by Councilman Core, moved that the City sponsor
the Friday Night Club, which is to be a non - profit organization, properly
chaperonedt and -that -the use of the Community Building be given at $2.00
per evening(from 8.00 to 11:00)to be paid by them, but the amount paid in
to be reverted to them at the end of each month. Motion carried by poll,
as follows:

A letter from the Florida League of Municipalities, regarding the foreclosing
of improvement liens against property reverted to the State under the
Murphy Law,, was referred to the City Attorney for consideration.
Reports Of standing committees were as follows:
Finance: O.I.
Sanitation. Nothing to report.
Fire: U.K.
Police: Chairman Bennett, presented the written application of V1m. A. Cooper
for the vacancy on the police force and sugLested his iprobationary period
of 6 weeks at $90.00 per month, commencing March 1. As this met with the
approval of the Council, he made the motion, which was seconded by Council-
man Gladden, and carried, that Wm. A. Cooper be put on 6 weeks probation
at $90.00 per month, to be increased to the 'regular ,pay of $100.00 if he
proves satisfactory and is retained at the end of that period. Motion
carried.
Streets & Parks: Chairman Core reported that the property owners on South
First ,Street from the Highway to S. 2nd Avenue had requested a 24 -ft
street, and Councilman Gladden, seconded by^Councilman Brown, ;moved that
Resolution-W205 be read. Motion carried.

Finance, and

the Coconut Grove Exchange Bank: be, and it is, ,;hereby authorized to honor
the signature of Joseph Gladden as Committeeman on Finance, H. W. Vander,-
boegh as President'of the City Council and Sylva G. Martin as City Treasurer
and City Clerk on all vouchers of the City of South 1dami drawn against
the City's funds in that said bank,
Thereupon Councilman Bostwick, seconded by Councilman Brown= moved that
Resolution No. 204 be adopted as read. Motion carried by poll, as follows:

pay telephone ill and small electric light bills be paid without
special action by the Council each month. Motion carried by poll, as

At the request of Mayor Glass, Councilman Bostwick, seconded by Councilman
Gladden, moved that Mitzi Strother, of 304 N. E. 128th St., North Miami,
who has been chosenViss. Florida", be appointed the godchild of the City
of °South Niami, and of the City Council, and that the City, together with
the South Miami Chamber of Commerce, furnish her with a pair of "Cinder-
ella" siippers at a total cost not to exceed $25.00, to be worn at her
appearance at Atlantic City, cost to be charged against the publicity fuhd.

Grading to proper crown and slope, constructing rock foundation and

Special Committees*. Yayor Glass stated that he considered a special
meeting necessary next Tuesday night, together with officials of the
Chamber of Commerce, to discuss and go into the water- situation, and would
therefor not make any report at this time
He also brought up the proposed Motor Highway Postal service being requested'
which would give twice -a-day complete mail service in each direction be-
tween Miami and Key :'lest, eliminating unnecessary delay in deliveries in
this area now existing due to the necessity of "clearing" all mail through
Miami or Key West for the intermediate points. He stated that all post-
masters(except the one at Homestead)along the entire ;route had .signed
the petition asking for this service and that signatures of business houses
and individuals along the highway weve also to be taken. Councilman Bost-
Wick) seconded by Councilman Brown, proved that the City put its approval
on the project by authorizing Mayor Glass to affix his signature, for the
City, to the petitionto be sent to the Second Assistant Postmaster General,
Smith Purdum, requesting a Motor Highway Postoffiee between Miami and Key"
'Ilest. Motion carriedi At this point Councilman Gladden asked to be excused,
his request being granted by President Vanderboegh.
