MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF SOUTH MIAMI
HELD TUESDAY EVENING FEBRUARY 4� A. D 1941
AT THE CITY HALL AT, 6:00 P. M.
The meeting was called to order by Pres. Vanderboegh, with Mayor Glass
Councilmen Gladdenp Brown;, Bennett, Vanderboegh and Bostwick and Atty.

Minutes of the regular meeting of January 219 and of the adjourned meeting
of January 24, were respectively read and approved.
Mr. Chas. '8- Parr appeared before the Council regarding thew Ver of
working white carpenters in colored town, stating that he hadbuildings
using colored labor exclusively, and now IL- _Bailey was erecting
buildings there with white carpenters) which is definitely a sving ;e that.

he himself expects to put ,up about 10 more houses and wanted to know if he
has to stick to colored carpenters while Mr. Bailey is permitted to work`'
white. Atty. Ward stated that while Miami had an ordinance regulating
this matter, it was a question of whether the Courts would uphold it.
Councilman Bennett, seconded by Councilman Gladden, moved that a committee
be appointed to Mr. Bailey and try to work out a gentleman's agreement

and if he don f t agree to this., have Atty. Ward draw up an ordinance and
see what can be done with it. Motion carried and Pres. Vanderboegh ap-

A letter from St. Petersburg, regarding and g ng a float in their forthcoming fes-
. tival in April was read. Atty. 'Ward stated that the Orange Bowl Committee
is putting Hoat in for the Greater Miami area, whereupon Councilman
Bostwick seconded by C' ouncilman Brown, moved that a letter be written
stating that a Miami area float is o
g ing into the parade and that South
Miami will not be able to have .a separate entry. Motion carried.
Reports of standing committees were as follows:

Fire: O.K. In order to facilitate night calls to the radio room, Council
man Bennettp seconded by Councilman Bostwick, moved that d dial be put on
the extension in the fireman's room. Motion carried.

Streets It was agreed to definitely keep the old garbage truck

or emergency use under streets and parks, and to have it insured, the
premium for this being $26.40.
Buildings: There was a discussion regarding an application for a building
permit by J. J. Root for a hatchery, on an acre tract in ,a residential
zone. It was definitely decided that the existing zoning ordinance should
be held to the letter. -

well near his ljouse. It Was decided to hold up action on this until after
the election. There was also a discussion regarding a fine well in the
vicinity of Mayor Glass' house, but in view of the elevation thereg some

that the Chamber of Commerce had taken the ;natter under advisement, but
had taken no further action, and that the man wanted to come to the Council
with the same offer. Councilman Bostwick, seconded by Councilman Bennett,
moved the matter be tabled. Motion carried.
Mayor'Glas's, on behalf of the special committee on water, reported on a
plan for unit water supply systems. acceptable to FIA as municipal waterg
whereby a plant consisting of a 4 -inch well with 5,000 gallon pressure
tankq 5 H.P. motor housed in a 10 by 10 concrete block building, suf-
ficient to supply 1�0 houses, could, be installed at a cost of approximately
$3111.00 plus 60¢ per foot for lateral lines of 2 -inch pipe. He stated
that Mr. Sydow, engineer who drafted the last application of South Miami
for a federal loan and grant, had worked out the details to this point,
and that W. T. Write; of the Coconut Grove Exchange Bank had indicated his
willingness to carry South Miami's paper and start work immediatley. Under
this plan, ground space requirements for FHA loans would be cut from
102000 sq. feet to 59000(sq. feet. Mayor Glass also stated that the State
Board of Health had agreed to take care of the required bacteriological
count once a week for the time being.
Counc`ilinan Bostwick,, seconded by Councilman Gladdenq moved that the report
of the special committee on water as outlined be accepted as a plan for
a unified municipal water plant, to be worked out with the cooperation of
the FHA authorities to meet all their requirements abd that the committee
be authorized to proceed with obtaining details necessary for consummation
and submission; to the people for approval. Motion carried.'
Pres. Vanderboegh brought up the matter of transportation of Sunday School
children requested by the 'Methodist Church. In the course of discussion,
he agreed to run for one Sunday and in the meanwhile the Clerk was to find
out what additional; premium would be required to use the City School bus
for that purpose.
Councilman Bennett, seconded by Councilman Bostwick,, moved that the order
for the official ballots for the forthcoming election be given to Southern
$rinters. Motion carried.
Councilman Gladden, seconded by Councilman Brown, moved.that the election
inspectors and clerk be paid $5.00 each, payable out of Petty Cash at the
close of election. Motion carridd by poll, as follows
