1940-07-16 MINUTES OF CITY COUNCIL MTGMINUTES OF TIDE' REGULAR LEETING OF TPIE CITY COUNCIL GF TIC CITY OF SOUTH MIAI,1I HELD TUESDAY EVI+NING July 16,, 1940 AT THE CITY HALL AT 8:00 O'CLOCK. The meeting was called to order by President Vanderboegh, with Mayor Glass, Councilmann; Gladden, Bryant Bostwick, Core Bennett and Vanderboegh responding to roll tail and Atty. H. G�. ;'lard attending in place of Mr.. 1 "l. G. Ward, Minutes of the regular meeting of July 2 were approved as read. The first business of the evening was the public hearing of the pro- - posed 1940 -1941 budget, with Councilman Core2 seconded by Councilman Bryant, caking the motion that Elayor Glass read Ordinance l' -1259 capticn of which follows, in its entirety,, as a first reading. Mayor Glass thereupon read the proposed ordinance, giving at the same time the figures for the preceding budget in comparison. There were approximately 20 visitors presents and at the conclusion of the reading, Mr. Omar 'Stang arose to compliment -the City Officials for the business like manner in which the City was being operated. Counci2inan Core, seconded by Councilman Bosttivick, moved that Ordinance #125 be placed on second reading by Caption only. Motion carried. In connection with the proposed amendment to the Package Liquor Store ordinance, with reference to measuring of distances to schoolsp churches and playgrounds interested visitors were invited to voice their opinions, Rever4nd C. V. Bussell and Reverand P. N. Jewett both declared them- selves as adverse to changing the ordinance and any increase in the number of package stores beyond the one already established. I21. ',Dash bi5h did not wish to take a stand against any competitor but firmly believed that this community is not large enough for more than one store at the present tir +.e. Ax. Omar Stang, , endorsed the manner in which his. Washbish was operating his store and eypressed his personal interest as the owner of the building housing this business. Mrs. John Fournier, who had requested the change in ordinance so that license could be granted them for the operation of a package liquor store on their propertyp could not see why this permission could not be granted. MIS. Washbish also brought out the general tendency for control of package liquor stores on a basis of 1: store per 31,000 inhabitants already in effect in many parts of the country. An unofficial statement as to South Miami's population in the latest census9 by one of the workersq placed it in the 11eighborhood of 29500. 9:r. Mr,.,George Hiltwein presented a request for a donation of $10.00 for the fishing trip planned for next Saturday for the South Miami Boy and Girl Scout troops, and 'Councilman Bostwick seconded by Councilman Bennett, moved that the City donate $10.00 to the fishing trip. Leo Glasel -,&ain came before the Council on behalf of his request for the straightening o.ut of S. 4th Ave. at the Highway intersection insisting that -the City owned the property necessary to deed the right -of -way. Carl Gluck, on behalf of the local Knights of Pythias Lodge, asked for permission to erect K -P signs at, the entrances to South. P,iam on the Ilighways, 'stating that American Legion Post was aloo consider- ing such action. After a discussion, Councilman Bostwick., seconded by Councilman Core', moved that permission be given both the Knights of Pythias,and the Legion Post to erect such signst subject to the Council's approval as to location x and size. Inasmuch as inquiry had revealed that lots in this subdivision had been sold with the understanding that water was to be ,wiped tc, them, the Attorney advised that the granting of such permission might lay the City open to law suits, and the request should therefore be denied, and that furthermore, at the time of removal of the equipments as requested2 the swell and pipe ends should be properly capped. The County Engineer's office had a deed for 35 ft. Mayor Glass rep ,,ted that Coral Gables had agreed to put in a blinker light at the Redintersection: of the State Highway, but that South Miami would have to maintain it. Councilman Bryant suggested -that the ?railroad Company be asked to cut the grass in the R/W and Mayor Glass was al pointed a' committee of one to contact the proper authorities and see ifthe entire R /W thru South A4iami_ cannot be cut every 3 months. Councilman Bbstwick, seconded by Councilman Gladdens moved that payment of $4.00 to E. Ericsong as relief man for 2 nights and one Sunday, in the absence of L. H.
