1940-04-16 MINUTES OF CITY COUNCIL MTG- MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH MIAMI, FLORIDA, HELD TUESDAY EVENING, APRIL 16 A.D. 1940 AT THE CITY HALL AT 8:00 P.M. �. The meeting was,called to order by Pres. Vanderboegh, with Mayor Glass, Councilmen Gladden, Bostwick, Bryant, Core and Bennett, and Atty. Ward present. Minutes of the regular meeting of April 2 were approved as read. knk�j�rr� The written resignation of Councilman E. L. Thompsonfwas tendered at this time. Councilman Gladden, seconded by Councilman Bennett, moved Mr. Thompson's resignation be accepted. Motion carried. Councilman Bostwick, seconded,by Councilman Bryant, then moved that thru the resigna- tion of Cpunc lmax Thompson a vacancy exists and that the Council proceed with the nomination and election of a successor for the unexpired term. Motion carried. Councilman Bennett,, seconded by Councilman Core, moved that W. W. Brown be appointed to fill the vacancy on the Council. Motion carried. With Mr. Brown present, Councilman Cpre,, seconded by Councilman Gladden, moved that he be sworn in by the Mayor and take his seat with the Council at this meeting. Motion carried. Mayor Glass thereupon administered the oath of office to Mr. Brown, who then took his seat at the Council table. Reports of standing committees were as follows: Finance: 0. 11 still Sanitation: Councilma ryant reported the old truck /in,operationbut in constant nee of repai s. Bids which had been asked for on the proposed purchase of a new chassis and cab were then opened. These,covered FVrd, Rea and International. Following discussion on the respective merits, the matter was left open for further investigation. Where were also two bids submitted for the conbtruction of the body. Fi_ re: his being the department of the newly appointed Council member,, there was no T report at this time. Police• Councilman Bennett reported that he had put John R. 'Roby in the place of Otis Coleman, on a temporary basis. Application of Baby and of E.A. Davis were read. Councilman Bostwick, seconded by Councilman Bryant, moved that the temporary appointment of Roby be approved, and that he be put on the pay roll at $90.00 per month. Motion carried by poll, as follows: Gladden ,yes 'Bostwick yes Bryant yes Brown yes Core yea Bennett yes Vanderboegh yes Streets & Parks: Councilman Core reported that the new pump had been installed at the Community House and repairs.were being made to the old one before installing it at the City Hall. He also reported that the road work had been finished and ground at the edge of the roads graded. Councilman Core, seconded by Councilm"Nennetr, moved tha5 E. L= Thompson be appointed as caretaker,at the Community Building at a salary of $75,00, as of Aril 1 and with the- dnderstanding that if W.A. Crum recovers his 'heath sufficiently to resume his post, it will be open to him. Mayor Glass reported that there had been no new develo¢mente "in the Crippled Children's Hospital project. On the proposed ordinance for the police department there was still a delay , awaiiting'a copy of the one at Coral Gables. under the Murphy Act there are C t certificates outstanding `an upon advice, of Atty. which A discussion regarding the City's stand on property being sold/on 1 X ¢ Ward, Councilman Bentitt;, seconded by Oounci, lma4Gladden, : moved that the :City- protect itself up to the amount of $75.00 per lot on Lots 1 and 2 HOBBS - SUBDIVISION at the sale scheduled for April 23, and out of DEBT SERVICE FUNDS. Motion carried by Poll, as 'follows: Gladden ye Bostwick yes Bryant yes Brown yes Core yes Bennett yes Vanderboegh ye Councilman Gladden called attention of the Council to the school impeove- ment and :development projects in this area, to be undertaken this summer, but no action was taken. W.0. Can ton presented a request on behalf of the 6outh liami Townsend Club for the erection of a Townsend siggnn. Atty. Ward advised that such action would be contrary to Ordinance �9S which prohibits any such sign or billbo8ads. A request for a phone for the Home Aid office, to be paid for by the City, was denied. A petition..for:'signatures of the Council, sponsoring the acquisition of an island in Biscayne Bay, known as "Fair Isle" by the 4County for a park, was tabled until more coapd be found out about the matter. the following bills were 'submitted for approval and payment: Belcher Oil Co. ?,144.T0.
