The meeting, was called to order by'Vice -Pies. Core, with Mayor Class,
Councilmen Gladdej Thompson, Bryant, Bennett, 'Core, Bostwick, and Atty.
Yard Responding to !roll call.
Minutes of the regttlar meeting of March 5, were approved as read.
Reports of standing committees were as follows:
Finances; 0. He
Sanitation: 0., K. except for lack of prisoners to help with the work, which has
made it necessary to hire a colored man temporarily. In connection with the
running of two prisoners, there was considerable discussion as to whether or
not the trash truck driver should 'be armed and made a prison guard. Councilman
Thompson, seconded by Councilman Bostwick, moved that Atty. Ward be instructed
to look into the City's needs on police powers of officers and guards. Motion
carried. It was also decided that all out -of -town colored prisoners be kept
locked up and only local ones worked. Councilmen Gladden, seconded by Councilman
Bostwick, moved that Resolution #194 be read. Motion carried.

A RESOLUTION AUTHORIZING THE I aWyMENT
OF Be H. ROGERS AS SPECIAL POLICE OFFICER]
DEFINING HIS DUTIES AND FIXING HIS COMPEN-
SATION AND TERM OF EMPLOYMENT.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF TAE CITY OF SOUTH MIAMI:
Sece L. That Ee He nogers be, and he is, hereby employed as special police
officer, to be sworn in by the Mayor of the City of South Miami.
See. 2. Be it further resolved that his term of office be for a term of
thirty (30) days and that his compensation shall be .;1900 per month; that
his duties shall be prescribed by the Chief of Police as such special police
officer or prison guard, and that these duties be in addition to the duties
as an employee in the Sanitary Department.
See. 3. Be it further resolved that as such special 'police officer permit
Is hereby granted for the said Ee K. Rogers to carry firearms and to be
vested with the fall ,power of a police officer while, in the discharge of
his duties under the direction of the Chief of Police.

ire: Councilman Thompson reported on the effectiveness of the South Miami
department'at the recent Homestead fire and a letter of thanks from the Mayor
of Homestead was read. Councilman Thompson also reported that a representative
of the Southeastern Underwriters had been to see him that day and staged that
all reductions that could be granted in fire insurance rates under the existing
conditions had been made.

Buildings: No complaints.
Streets & Parks: Councilman Core reported the construction of the 7 blocks
of roads in Improvement 11-8, oiling to be done this week, and streets in the
colored section re- rocked and graded, the latter at an approximate cost of
$150.00, He also reported on the matter of a pump and that it would not be
advisable to try to pump the wager for the City Hall from the Community Bldg.
on account of a slight up -hill grade. The approximate cost for 'a 250 gallon
tank and outfit was 'set at 410p, including moving the small outfit now at the
Community Bldg. to the City Hall, with an additional cost of about 035.00 for
55 -65 ft. well;, finished, with pipe. Councilman Thompson, seconded by "Council-
man Bostwick, moved that Councilman Core go ahead with phis for installing a
new pump and tank at the Community Bldg. Notion carried.
In connection with a recent request for a taxi -cab 'license, the question was
raised as to vðer this would be in conflict with the bus franchise. Atty.
ward stated that it would be necessary to obtain an 0. K. from the bus company,
In writing. In connection with this discussion, Mr. Bryant asked that consider
ation be given to the extension of his bus franchise, but no action was taken
at this t ime.
A letter from the District Welfare Board, thanking the various Pity officials
who had been helpful in the distribution of the emergency commodities,, was
read.
