1932-07-19 MINUTES CITY COUNCIL MTGr, : I! r. Minutes of regular meeting of the Cii Council of the City of South Viam , Fla. at City Hall, 'South Miami Fla. July 19th, 1932. The meeting was called to order by the President, there being present R. J. Lindley president of the Council, and councilmen Red, Shelley and Burtashew. The clerk read the minutes of the regular meeting held.July 5th, 1932, end the adjourned meeting held July 7th, 1932 Which ;minutes were approved 'as read. The clerk then presented and read a,,letter from the Florida Power And Light Co. �? regarding Federal tax on electric current. Enclosed in the letter was a schedule of the Federal tax and its application to current used by a municipality. There was some die cussion of the matter after which councilman, Red made motion which was seconded by noun- oilman Burtashew that, the clerk be instructed to make affidavit and to furnish, same to the Florida Power and Light Co showing that the City of south Miami, is; a political subdivision and therefore under the law is exempt from this tax. This - motion carried unan mously The following bills were then presented.; Dunbam office furniture Co. 5600 Rental of typewriter Harleys Service Station 43.79 Supplies Pol. 8: San Pop upon motion of councilman Burtashaw seconded by councilman Shelley these bills were ordered paid. A poll was taken on the above motion and motion carried unanimously. The bill from the Florida Power and Light Co. was presented and upon motion of councilman Red seconded by councilman Shelley, which motion carried unanimously this bill was ordered filed. The clerk then presented for discussion a renewal none received from the Amerlecan LaFrance k Foamite Co. Inc* of Elmira New Yorkin the sum of x1854.20 Which note includes two pest dde notes issued to this company for fire fighting apparatus in the sum of $730.000 each with interest to Jame 24th, 1932 added to face of renewal note. After some die- cussion regarding the addition of the Interest to the face of new note Councilman Aed made sgtionwhich was seconded by councilman liurtashaw that the renewal note be executed as presented to wit; Mote In the ,sum of 01854.20 dated June 24th, 1932 maturing in six .F months and drawing interest at the rate of six per cent per annum. A poll on the above motion was taken as follows;; Ci Yes No. Councilman Red Councilman Lindley Shelley E i . Burtashaw 0 Three voted yes and one voted No, Notion carried. The budget ordinance for the fiscal year beginning duly lst, 1932,end ending June 30th, 1933 was presented and upon motion of councilman Red seconded by councilman Burtashaw, which motion .carried unanimously, was read for the first time. This being the date set for public hearing on the budget there followed .a lengthy discussion of,this subject. After which councilman Shelley made motion which was seconded by councilman lied that the budget ordinance vo. 62 be read by caption only for its second reading. This motion carried whereupon president Lindley ,read ordinance x:o62 the caption of which is as follows;, Ordinance No. 62 Appropriation ordinnee of the City of South Liiami, Flaorida, for the fiscal year beginning duly lot, 1932 and ending June 30th, 1933. The Clerk then presented and read;ordliLance No. 61 by sections for its third and final reading. various amendments to the different sections of this ordinance were offered after which council man tted made motion which was seconded by councilman Shelley that these amendments be adopted. Motion carried. Council Red then made motion which was seconded by councilman Shelley that ordinance No. 61 be adopted. This motion carried The ccaption of ordinance 11o. 61 in its amended form is as follows; Ordinnee No. 61 An ordinance providing for the subdivision of a part or parts of the territorial limits of the City of South J.aamd, pla, into zones; defining them as fire tones and pre- scribing the 'kind of material to be used in buildings to be erected in said respective zones and providing for the granting of permits for the erecting and repairing of buildings therein; and for the moving of buildings into said zones; prohibiting the erection of eheetiron buildings in said zones; or the moving of such buildings into the same; and pre_ scribing penalties for violation of the provisions of this ordinance. Councilmen Red then made motion which was seconded by councilman Shelley that'the clerk be 'authorized to employ such help as he may need in making tax report for sale of 1930 taxes. such help to be paid at the rate of $2.00 per day. A poll was taken on above motion and motion carried unanimously. Councilman 'Shelley made motion which was seconded by councilman Red that the City registration books be opened August ;lst, 1932 , and remain open up to and including August 31st, 1932 for the purpose of allowing voters to register for the special election to be held September 6th, 1932, and that poll taxes, may be paid up to and including' August 31st, 1932 in order to qualify for this election.
