Councilman ;led presented circular letter by W. E. Ormsby to voters.

against ;F. E. Ormsby as councilmen. Letter Pnd charge are attached hereto.
Charge ends as follows T'Is Councilman Ormsby guilty, or not guilty, of
misconduct in office. Ile has made the statement that 'there can be no depen-
dence in men elected to ,office'. Ile has ref Bred to 'five crazy councilmen", '
and said ' "'he present councilmen by 'their unstable minds have made a complete
mess of things'. Iie has said 'The tax certificates are only worth the paper
they are printed on', and mrny such like slanderous statements. T move you

offer a resolution looking to the proper expulsion of Councilman ;'l. -'. Ormsby
forthwith from membership on this council In accordance with the provision of
Section 7, of our City Charter, covering the method and prescribed proceedure
for expelling a member for misconduct in office ". Resolution No. 4 A.

'7IIERFAS, the City Council of the City of South Miami Florida, has by its vote
properly taken in accordance with the Charter provisions, at its regular
adjourned meeting, May 13th, 1931, declared Councilman 117. E Ormsby guilty of
misconduct in offices
=REF-ORE, BE IT MSOLTIM by the City Council of South Miami, Florida, that the
said 1.7. E. Ormsby by, and he is hereby expelled, forthwith, from this Council
and denied ,further participation in the Council's deliberations as Councilman.

(145) Votes for Surrender of Franchise, and one hundred fifteen (115) Votes
against Surrender of Franchise, and that Charter was therefor not surrendered.
This report vras accepted by acclamation unanimously.

election - to N. J Beaver for fixing booths and other work;in preparation for
the election - to 'Donald Nelson, City Attorney, for typing and other assistance_-
to II. 0. Wedemeyer for typing and other assistance - to Robert Horn for typing
and assistance in checking accounts, all without cost to the City; and ask you
that this expression be placed in the minutes of this meeting.

A communication was read. by President from Pentland and Keller, Auditors.
Mayor 1,11. A. Foster then ordered that an Audit be made.
A. II. Chubbuck was requested by the 0ouncil to defer resignation to next meeting,
City A ttorney, Lonald M. Nelson then presented a letter from
Secretary, Florida, Last [,least zlry,., also one to J. B. McKeehan, Secretary South
Miami Chamber of Commerce;, with certain figures attached in regard to amount
of business done at South I.Iiami station together with resolution asking Florida
? Railroad Commission to compell Florida Past Coast IZv. to maintain complete `
service at South 11,iami, and protesting the closing -:of DDpot and Express Office
and so forth at South Miami. This led to long and complicated discussions,
during which 'the Council and Citizens were addressed by Mr. pear of the
Florida East Coast Ry.

if Florida Railroad Commission could be persuaded to hold hearing in South
Isii< ,nmi in regard to the closing of :. n. ;. :Iy. station in South Miami.
