SPECIAL BUSINESS:
City Attorney Nelson, requested Copy of the City Charger, and
certain Ordinances and Resolutions, for use and reference
in the preperation of some legal papers for t he City Council.
The City Attorney, having prepared a Bill to be presented
to the Legislature, entitled - -"'AN ACT AUTHORIZING THE
CITY COUNCIL OF THE CITY OF SOUTH MIMI TO SETTLE COMPROITISE
AND ADJUST CERTAIN 'TAX LIENS " --, in accordance with instructions
heretofore given the City Attorney by the Council, had said Bill
ready for' presentation to the Council, and read same, commenting_
on the various flexible features of the proposed legisla -tion `

and suggested that the Council fill in the year 111929" -- as-
evidenced by copy of the Bill attached.
After due discussion of the advantages of the flexible feature
of the bill as prepared and read, Motion was made by Councilman
Red, seconded by Councilman Chubbuck -- "Shall the year 1929
be inserted in the proposed 3111 to be forwarded to the
Legislature for approval and passage. Bill carri,d by
acclamation. Upon the hcther or not "1929" should
be inserted in the proposed Bill, Councilman Red made notion
that 111929" be inserted, this was seconded by Councilman
Chubbucck, and carried by acclamation.

Ormsby NO And 'thereafter Councilman Ormsby insisted
that the minutes show, specifically and in detail, , the reason
for his negative vote upon the proposed legislation and the
Resolution. ,ter considerable discussion by all members of
�e Council, and various members voicing their opinion that
o, ?e councilman's reason for voting, need not be inserted in the
minutes, that the vote itself speaks for itself, Etc. it was
finally decided that, is it ple=rsed Councilman Ormsby to have
the minutes shod his specific reason for r negative vote, no
harm could be done thereby, and therefore the reason for his
"No" vote was ordered spread upon the minutes, the name bein;;
113ecause it is unjust to all who have paid their taxes'
Councilman Red objected to the minutes showing the reason
for my negative vote. After further discussion a vote was
taken: Yes - 6 ITo. 1. And the minutes so shove the
reason why Councilman Ormsby voted: "71011 on the proposed
3111 to he presente;t to the Legislature.
